08-30-2001 APM+HUTCHINSON AIRPORT COMMISSION August 30, 2001 5:30 p.m. Arrival/Departure Building Minutes Members present: Chuck Brill, Jim Faber, Robert Hantge, Doug Kephart, and Dave Skaar Members absent: None Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation; Bernie Knutson, Civil Air Patrol; Doug McGraw, Hutchinson; Philip Plaisance, rural Hutchinson; Richard Schmidtbauer, rural Hutchinson There was a quorum of members present. Motion made by Hantge, seconded by Faber to approve the minutes of the May 14, 2001 meeting unanimously approved. 1. SKYDIVE HUTCHINSON Commissioners reviewed complaints registered by Philip Plaisance, 15867 Highway 15, Hutchinson, 587 -6635 and Richard Schmidtbauer, 15848 Highway 15, Hutchinson, 587 -2756. Complaints are related to the flight paths taken by Skydive Hutchinson pilots. Pilots apparently are taking a right - turn pattern off runway 15, which places the pattern over the homes of Philip Plaisance and Richard Schmidtbauer. Commissioners agreed that a 1,500' pattern straight out or a left -turn pattern off runway 15 would put planes over bare land. Some discussion was held regarding incidents where planes have taken off and landed in opposing directions, apparently to limit the need to taxi. Commissioners also discussed the campers that are being left at the site. Commissioners will review the situation and include that subject with the discussions Dave Skaar, Commission Chair, will with Commission members and Tim and Rose Eakins of Skydive Hutchinson. 2. HEATING, VENTILATION, & AIR CONDITIONING (HVAC) SYSTEM UPDATE Olson explained to the Commission that apparently pressure regulators were omitted from the project that would support the 2 -pound LP Gas system the building was designed for. Olson has made contact with TKDA, the airport's engineering /architecture firm, to correct this situation. Commissioners agreed that the two zones in the airport terminal should be set at the same thermostat settings. Olson will have both zones set at a constant temperature 75 degrees for cooling and 67 degrees for heating. 3. CELLULAR TELEPHONE TOWER Olson informed Commissioners that a cellular telephone service provider is looking at erecting an antenna somewhere in south Hutchinson. Olson is working with the City Attorney to ensure the airport is protected. Commission members will be updated as necessary to ensure that the airport's interests are considered related to any permit issued for such construction. Airport Commission Minutes August 30, 2001 Page 2 4. HANGAR AGREEMENT Discussion was held regarding the proposed Hangar Agreement. Items discussed by Commission members included making the following changes to the draft agreement: 1. A clause indicating that no operations involving freight, selling to the public, repairing, manufacturing, or any other commercial operation may be undertaken in a hangar without the City's written consent. 2. Tenants may park vehicles in their hangar for short- terms, e.g., while on trips, at their own risk. 3. Clarify that non - aircraft vehicles and other non - aircraft related items stored in the hangar are stored at the tenant's risk. Olson will amend the proposed agreement, review with Commissioner Skaar, and forward the agreement to the City Council for approval 5. F.B.O. AGREEMENT Discussion was held regarding the proposed F.B.O. Agreement. Items discussed by Commission members included making the following changes to the draft agreement: 1. Correcting the shop dimensions, yet leaving annual rent for the term of the agreement at or about $1,165 per year 2. Removing the first sentence of section 26, so the section would read: "Commercial Operations. F.B.O. shall be responsible to meet, and provide upon request, verification of all licensure requirements of the State of Minnesota and/or the United States Government to legally comply with this agreement." Olson will amend the proposed agreement, review with Commissioner Skaar, and forward the agreement to the City Council for approval. 6. BUDGET / CAPITAL IMPROVEMENT PRESENTATION Olson presented the department request for the 2002 Airport Budget, as it was submitted as part of the City's budgeting process. Olson informed Commission members of 2001 Capital improvements, including the beacon light, fuel card - control system/pump, Loader with snow equipment, and crack sealing. Discussion was held related to future projects that could qualify under FAA AIP funds. Eliminating potential runway incursions or other incidents involving aircraft and non - aircraft traffic is a high priority of FAA. In that light, the Commissioner agreed that installing a vehicle roadway to serve the hangars on the south end and providing parking for vehicles that have typically been parked on or near taxiways would eliminate potential aircraft and non- aircraft traffic. In addition, building a maintenance roadway that would allow access to the west side of the runway would eliminate the potential for incursions with maintenance vehicles. Commissioners agreed that both projects should be reviewed with the airport's engineer for inclusion in 2002's AIP funded projects. 7. OLD BUSINESS Hangar #3 — Olson reported that it would be possible to overlay two hangars. Paving would likely not problems with the doors heaving, but may improve drainage out of hangars. Olson will try to schedule the work for the week of September 10, 2001 and notify tenants to remove all items from those hangars for at least two days. Airport Commission Minutes August 30, 2001 Page 3 8. NEW BUSINESS Olson was directed to correct telephone directory listings. The listing should read "Airport' and give the lobby telephone number. After three or four rings an answering machine would leave instructions for callers to direct calls to Hutchinson Aviation. Olson was directed to investigate whether the rotating beacon was set at the proper elevation. Commissioner Skaar indicated that the beacon was not working as well as the old beacon had. The meeting adjourned at approximately 7:00 p.m The neat meeting was scheduled for Thursday, October 25, 2001 The meeting will focus on airport safety.
