HUTCHINSON POLICE COMMISSION MINUTES
The Hutchinson Police Commission held a meeting on February 27, 2002, at the
Hutchinson Police Department. Present at the meeting were Rick Nass, Donna Baysinger,
Lt. David Erlandson and Chief Steve Madson. The meeting was called to order.
Chief Mason informed the Commission that state statute required the commission to meet
in February to hold the organizational meeting to elect the chair and secretary. A motion
was made by Donna Baysinger, and seconded by Rick Nass, to maintain Rick Nass as the
chair and Donna Baysinger as secretary. Motion carried.
Chief Madson informed the commission that Corey Schmidt had been hired from the
eligibility roster for the patrol position. He also stated that Krystal Binsfeld had been hired
for the communication specialist position in December. Madson stated that Ms. Binsfeld
was term inated in January due to her being unreliable during her training. He informed the
commission that during six weeks of training she missed five shifts. The commission was
informed that the department was in the process of finding another communication
specialist from the eligibility roster. Madson stated that a background had been done on
one applicant and that she had withdrawn from selection process. He said that the process
would continue with the other names of the roster.
Chief Madson then spoke to the commission with regard to the budget crisis. He said if it
were necessary to downsize it would be done by not filling open positions, attrition and if
necessary layoffs. The commission was informed that Officer Lisa Mueller left the
department in January to work in Hennepin County and that no replacement would be
hired.
Madson then spoke about Cindy Bock who was hired for the CSO I Records position from
the eligibility roster. He was allowed to hire this position due to the fact that the position
would be 50% policing activities and 50% city attorney activities. He stated that the city
attorney was now a full-time city employee and that this position was needed to accomplish
criminal prosecution.
With there being no further business to discuss a motion was made by Rick Nass,
seconded by Donna Baysinger, to adjourn the meeting. Motion carried.
