The Board discussed HRA program marketing idem. Suggestions included: putting new programs on time city's Facebook page; having a booth at the McLeod County Fair or ether horne shows, and; to meet with the local banks to give them infonuation about HRA programs. Rental Rehab: The Board agreed to use SCDP Pro a�n Income for health, safety,y., and energy improvements as a. rant for pr(ajects where 501% of the renters meet income limits of,801% of McLeod County Median Income adjusted for family size. If'rental prosect incomes are lower, may use TIF funds with 20% of the units at or below 50"% of median incfomc or 401%Of the units for persons at or below 60% of median income. The Board discussed that they may like a pilot program in the future using Unrestricted HRA City C"-enter Funds for Rental improvement updates including flooring, kitchen and bath updates etc. This funding will be in the form of a low interest loan. Eligibility for Workforce Initiative: First time homebuyer working in Hutchinson with required mortgage revenue bond income limits of 1-2 Person Family $800,40001 and 3 Iverson family $92,40100,buying an existing house in Hutchinson, Gary Forcier moved to move forward with a pilot Workforce Housing.Owner Occupied Home Improvement Program for first time homebuyers living.& working in I lut:chinson for 100 homes. Nikki Willenrmssen seconded and the motion carried unanimously. Use available'FIF balance for value gap. Use unrestricted HRA City Center funding for construction financing. The current list of blighted properties is as follows: 25 Jefferson Street— tax forfeited, expect der nolition, new construction. Expect to use up to $55,000 in value gap from TIF available balance. Steven Jensen moved to give Executive: Director, Jean Ward, authority to bid up to $5,000 at the McLeod County tax forfeiture sale for the property located at 25 Jefferson Street SE, LouAnn Holmquist seconded and the motion carried unanimously, 486,California Street NW— tax forfeited, expect demolition. Habitat for H urnanity is interested in this,property. 141 5"' Avenue NE— investor owned, expect demolition. Expect to use up to, S50,000 ill value gap frorn TIF available balance, if property purchased, dernolished and new construction. MI Gary Forcier moved to wait for the city to correspond formally with the owner of 141 5" Avenue; NE regarding the blighted condition and to defer discussion of purchase until after the city has correspond with the owner. Nikki Willernssen seconded and the motion carried unanimously. 4. Election of Officers Gary Forcier inade a motion to keep Renee Lynn Johnson Kotlarz as Chair, Steve Jensen as the Vice Chairman and Gary Forcier as the Secret ary/Treasurer.
