05-07-2018 PRCEMMINUTES Parks, Recreation & Community Education Advisory Board May 7, 2018 Members present were Marsha Anderson, Chad Czmowski, Don DeMeyer, Marlys Hoeft, Tim Petersen, Liz Marcus and Craig Junke. Also present were Dolf Moon and Jody Harms. The meeting was called to order at 5:15 pm. A motion made by Chad Czmowski to approve minutes from the April 2, 2018 meeting minutes and seconded by Craig Junke. The board unanimously agreed. OLD BUSINESS A. Tennis Facility Update a. Reviewed the Larson Engineering report for tennis courts at Park Elementary. i. 10 year repair- $225,000 ii. 30 year repair- $350,000 iii. Sport Court not recommended b. Reviewed high school options listed below from April minutes i. $689,311 — 8 existing courts/bituminous ii. $826,811 — 8 existing courts/reinforced concrete iii. $764,375 — 8 existing courts/post tensioned concrete iv. $765,626 — 8 new courts/bituminous v. $893,010 — 8 new courts/reinforced concrete vi. 1,152,210 — 8 new courts/post tensioned concrete vii. $945,986 — 12 new courts/bituminous viii. $1,124,570 — 12 new courts/reinforced concrete ix. $1,415,610 — 12 new courts/post tensioned concrete c. Chad Czmowski made a motion to table this item until Dolf meets with Matt Jaunich, City Administrator, and Daron VanderHeiden, Superintendent B. Annual Report a. If anyone has questions regarding the Annual Report, please reach to any of the presenters. They would be happy to answer your questions. NEW BUSINESS A. Twins Grant a. Raquel Bushman applied and received a $10,000 grant through Fields for Kids — MN Twins. The Linden Park Stormwater project will benefit from this award. B. Summer Projects a. Projects got a late start this year due to weather. b. Deferred projects from the fall are underway. i. Robert's Park playground installation ii. Ballfield projects iii. VFW Bathroom c. The transition from Coke products to Pepsi is complete i. Received $23,500 from Pepsi for scoreboards at Robert's Park. C. Parks Master Plan a. Working with Hoisington Koegler Group to create a 20 year Parks Master Plan i. The last master plan dated back to 1979 ii. The Hoisington Koegler Group will work off the RFP to create a proposal. They have past experience with projects for the City of Hutchinson. The cost is under $50,000. iii. Dolf Moon and Dan Jochum will present the plan to the city council on the May 22 or at the June 12 meeting. BOARD MEMBER ITEMS A. Masonic West River Park. a. Items discussed: i. Hours of operation ii. What type of events outside of city events . iii. Should events be allowed to go past 10:00 pm. Chad Czmowski made a motion for private events at Masonic West River Park to end by 10:00 pm. This was 2nd by Craig Junke. The board agreed unanimously. ADJOURNMENT Don DeMeyer made a motion to adjourn the meeting at 6:10 pm and seconded by Chad Czmowski. Next meeting is June 4, 2018
