Continue to maintain strong emphasis on property management, property improvements, energy conservation, and tenant services at Park Towers. 2. Support rehabilitation of aging housing stock to preserve housing stock and prevent decline of neighborhoods. 3. Monitor foreclosures and purchase/rehab/resale or purchase/demolish/new construction bank owned, short sale, vacant or blighted properties as funding allows. Summary of 2013 Activities Park Towers Apartments: Property improvements and energy conservation remains a priority 2 Many improvements, including energy conservation measures, were made with $80,873.67 federal capital program funds: Renovated the 7th floor library into the Parkside Room providing free Wi-Fi. The library and elevator lighting was replaced with energy efficient T8 fluorescent bulbs. Replaced 73 apartment refrigerators with energy star refrigerators. CFL light bulbs were at the end of their life expectancy in apartment bathroom light fixtures so replacement energy efficient LED light bulbs were purchased for replacement at time of apartment inspections. Purchased 57 replacement faucets to replace leaky faucets as needed, at time of upcoming apartment inspections. Installed new lounge chairs in elevator lobbies and replaced two gliders in first floor parlor. A laundry room washer was replaced with a high efficiency, front loading washing machine. Administered $79,000 in Public Housing State Bond Funds from Minnesota Housing with deferred loan terms of 0%, no payment, forgiven after twenty years. A large, inefficient boiler was replaced with three triangular boilers and a backup triangular water heater was installed. A large amount of staff time was spent to meet the criteria of the program, including bidding, construction, and assembling documents required for closing the deferred loan after construction was complete. After 2013 Hutchinson HRA Year End Report 3/19/2014 Page 1 of 11 Pages Property Management 1. Updated the following: Resident Handbook, 2013 Schedule of Charges and 2014 Park Towers Annual Plan. 2. Maintained a HUD PHAS High Performer Score of 99 out of 100 on Park Towers operation and management. 3. Achieved a 98% average occupancy for 2013 and prepared and leased twenty apartments. 4. Entered into a contract with Nelrod Company to conduct an Energy Audit and Green Physical Needs Assessment. 5. Inspected all units, community areas and systems. 6. Bedbugs have become a problem in multifamily housing. Park Towers has put into action the following protocol based on information from Minnesota Let's Beat the Bug Campaign - the University of MN Extension office and from Ecolob staff and entomologists. Park Towers pays for bed bug treatments, therefore, education, early detection, and effective treatment is critical in order to control treatment costs. i. Educate Tenants to help prevent infestations: a. Bedbugs can enter apartments in used mattresses, box springs, clothing, household or other items, furniture or bedding; by traveling along pipes or wiring from another infested apartment; or as "hitch -hikers" on you or your visitors clothing, shoes and bags. b. Never bring in used furniture, box springs, mattresses, or bedding unless the item is from a personal family member or friend and you are positive the item is free of bedbugs. If you bring in used clothes or other used items, put the clothes or personal items into a plastic garbage bag, tie or seal before entering the building and do not unwrap and use until the bag has been placed into the maintenance garage freezer at -10 degrees for forty eight hours. If you think you have come into contact with bed bugs, immediately place your clothing, shoes, and bags into a plastic garbage bag, tie or seal and place the garbage bag into the maintenance garage freezer at -10 degrees for forty eight hours. When traveling, check for bed bugs in your hotel room. Keep your suitcases off the bed and check them for bed bugs when departing. Even though Park Towers pays for pest control treatment, it is to your benefit and the benefit of your neighbors to report a bed bug infestation immediately and to follow precautionary guidelines to prevent bed bug infestations from occurring. ii. Detect infestations early: a. Plan to install bed bug traps in every apartment to detect infestations early. Tenants should monitor and report suspected bedbugs promptly to the management office. A schedule for monitoring inspections by Ecolab or Park Towers Staff will also be devised. iii. Treat according to standardized treatment procedures as follows: a. Provide plastic bags and laundry bags to tenants immediately with instructions for use in order to prevent spread of infestation b. Ecolab staff will conduct treatment orientation with Tenant c. Cover mattress and box spring d. Tenant will freeze, launder or dispose of infested personal property promptly according to the Park Towers Bed Bug Treatment Procedures -Resident Responsibilities instruction sheet. e. After freezing or laundering, personal clothing needed for daily use will be placed in a plastic bag and then into a plastic tote. 2013 Hutchinson HRA Year End Report 3/19/2014 Page 2 of 11 Pages f. If infestation is suspected, furniture will be disposed of or treated one time; if still infested after treatment, the furniture will be disposed of. g. Pull up and treat baseboard and carpet edge in infested room —especially the common wall between apartments. h. Pesticides will be applied to all electrical outlets. i. Install traps under bed, and also install sticky traps near heat pipes. j. Report housekeeping violations and failure to prepare apartment for treatment; lease violation letters will be issued if tenants do not cooperate. Although Park Towers pays for the bed bug treatment, the tenant lease requires that tenants cooperate with the bed bug treatment. k. Bedbug pesticide will be applied in outlets and common walls of all vacated apartments prior to a new move in. Tenant Services Continued focus on providing decent, affordable housing as well as facilitating services needed by the senior and disabled population at Park Towers. A management goal at Park Towers has been to support programs and partnerships that address the needs of residents. • Park Towers continued as a Senior Dining Program Site through a lease with Lutheran Social Services. Meals are prepared at the Evergreen Senior Dining kitchen, then delivered and served at Park Towers. 6,747 meals were served at Park Towers in 2013 through the Senior Dining Program. The full cost of a meal is $7.00 and the suggested donation is $4.00 - $7.00. • The Park Tower's 2013 budget included funding for Tenant Services to create a monthly activities calendar and newsletter. City Center: :°i*.��_•= Home Ownership MHFA has revamped its home buyer and home owner programs. CASA is no longer available but has been replaced by the MHFA START UP purchase loan for first time homebuyers. These loans have an option to obtain funding for down payment and closing costs along with a first mortgage. MHFA also offers funding through their STEP UP loans for current homeowners to purchase a new house or refinance their current house. Before Owner Occupied Rehabilitation Two rehab programs, the SCDP program and Minnesota Housing Rehab Loan Program, are HRA labor intensive, requiring applications screening for eligibility, inspections, work write ups, procurement and bidding, loan closing with the owner(s), construction oversight, disbursal of loan proceeds to the contractor, and reports to the state. The Minnesota Housing Fix Up Loan Program and SCDP $24,999 + GMHF $10,592 + Personal funds $127 = $35,718 Roof, Siding, Windows/doors, Furnace, Plumbing &Electric Community Fix Up Loan Program requires that the owner submit contractor quotes and that the owner meets loan underwriting criteria to obtain home improvement loan proceeds. However, HRA inspection and construction management is not required. SCDP Rehab Program The primary Federal Objective of the Small Cities Development program for owner occupied rehab is to provide financial assistance to low and moderate - 2013 Hutchinson HRA Year End Report 3/19/2014 Page 3 of 11 Pages income homeowners whose homes need rehabilitation. The secondary impact is to encourage the preservation of housing and improve neighborhoods. The HRA was awarded $175,400 in SCDP funding for an additional ten owner occupied rehab projects in the NE and SW neighborhoods of Hutchinson. Homeowners receive a 0% SCDP deferred loan with no payments, forgiven after ten years. The SCDP loan covers 70% of the repair costs. In 2013, the HRA closed on six SCDP rehab loans; it is estimated that eleven total homes will be improved with this program with program closeout at 2014 Year End. 2. Minnesota Housing (MHFA) Rehabilitation (RLP) Program — Two RLP loans were closed and $48,598 was disbursed. The MHFA Rehabilitation Program is a 0% deferred loan forgiven after fifteen years that stresses safety, livability, and accessibility for families with 3 very low incomes who own their homes. Minnesota Housing Finance (MHFA) Fix Up Loan and Communi . Fix Up Loan Home Improvement Programs — Administered the Fix Up Loan in Hutchinson and the Community Fix -Up Loan Home Improvement Loan Program. One Community Fix Up loan was an SCDP owner match and two were energy discount loans. 4. CRV Deferred Rehab Loan Program- $3,180 was administered for one loan as owner match leverage to the SCDP program. 5. Greater MN Housing Fund -$10,592.00 was administered for one loan as an owner match for the SCDP program. 6. Minnesota Department of Health Administered and disbursed funding of $5,846 from the Minnesota Department of Health for a lead hazard grant as owner match leverage to the SCDP program. 7. Nine total owner occupied properties were rehabbed in 2013; however multiple loans may have been needed for to fund the rehab project for each property. Before SCDP $24,903+ CFU $10,673 = $35,576 Roof, Siding, Windows/doors, & Electric Home Rental Rehab Program At Minnesota Housing Finance Agency request, the HRA completed a multi-year administration of the multi -family HOME Rental Rehab project in Litchfield and Pipestone and collected $19,638.10 for administration of these projects in 2013. 734 Southview Drive - After 2013 Foreclosure Remediation Initiative The HRA rehabbed a blighted, bank owned house at 734 Southview Drive SW, partnering with the School Construction Program. The - — house was completed and sold in June 2013. The HRA also acquired an abandoned, blighted house at 907 Lewis Ave in 2013. Demolition occurred during the summer of 2013 and construction began in the fall of 2013, again partnering with the School Construction Program. The house is scheduled for completion in June of 2014. These houses are rehabbed or newly constructed with value gap funds from Minnesota Housing Impact Fund. The Impact Fund requires rehab or new construction according to Green Criteria, providing an end product that is more energy efficient. For example, the HRA first new construction house built according to Green Criteria, 400 Lynn Road, had a HERS rating of 55 which should translate into 45% lower utility bills than standard construction practices. Rental Housing Market Rate General Occupancy Rental The market rate general occupancy rate in the fall of 2013 was 4.08%. A 5.0% vacancy rate is considered a healthy vacancy rate to allow for turnover and consumer choice. A vacancy rate of greater than 5.0% indicates a soft demand or mismatch between supply and demand. Since 1999, the rental vacancy rate has fluctuated from 1.00% to a high of 14.9% in 2009 due to area layoffs. The Maxfield Housing Study recommends that no additional market rate general occupancy units be built until 2014 + or until the economy and unemployment rate in Hutchinson improves. Demand should increase to a level sufficient enough to support the development without adversely affecting the existing rental market (vacancy rate generally in the 2.0% range or less). Because of the current vacancy rate and market conditions, no general occupancy rental housing development will be needed during 2014. Development of additional market rate senior housing on the Harmony River Campus is in the planning stage by Presbyterian Homes. Prince of Peace Retirement Living is in the planning stages for development of market rate Congregate Housing at their downtown location. The 2013 vacancy rate for affordable/subsidized senior housing was 2.26%. Vacancies in subsidized developments should typically fall around 2.0 -3.0%. 5.00% 4.00% 3.00% 2.00% 1.00% 0.00% 2. Homeownership The median sales price rose in 2013, reflecting a housing market recovery in Hutchinson and is helping decrease the number of homeowners underwater with their mortgages. Foreclosures also declined slightly in 2013. Low interest rates and an affordable median sales price provides opportunities for buyers who have good credit and are mortgage ready. The current interest rate for a first time homebuyer MHFA Start Up loan for an RD or FHA/VA loan is 4.00%. According to information from McLeod County, in 2013 there were 284 sales in Hutchinson with a median sales price of $121,000.00 According to information from the Minneapolis Area Association of Realtors looking at data for the 55350 zip code, the 2013 median sales price was $125,000 compared to $111,500 in 2012 and $115,250 in 2011. There were 287 sales in 2013 compared to 277 sales in 2012 and 254 sales in 2011. Survey interest in a new owner occupied target area and rental rehab target area. If there is sufficient interest, contract with SW MN Housing Partnership to submit application to DEED in the fall of 2014. • Continue to administer the Minnesota Housing Fix Up Loan Program. If application to Minnesota Housing is approved for Community Fix Up Loan, offer discount loan program (4% interest rate) targeted to the SCDP neighborhoods, houses cited not in compliance with nuisance ordinance, or identified specific rehab need of roof replacement. • The HRA and school construction class is scheduled to complete the acquisition/demolition /new construction of a blighted property at 907 Lewis Avenue in June 2014. The HRA has also received foreclosure recovery funding from MHFA and the Greater Minnesota Housing Fund for the acquisition/demolition/new construction of 445 Adams Street, a donated foreclosed property. • Continue to request free radon test kits from the Minnesota Department of Health for distribution in Hutchinson. Over 1000 free radon test kits have been picked up by residents of Hutchinson at City Center. Hutchinson is in a high radon area and the three houses out of six tested and receiving 2012 SCDP funding had radon levels above 4.Opc/L, the action level for radon mitigation. • With a general occupancy vacancy rate of 4.08% no general occupancy rental projects are recommended for 2014. • Develop a 2014 Capital Fund Plan for Park Towers based on completion of the Green Physical Needs Assessment and Energy Audit. Other • Evaluate new software for City Center housing loan management. • Evaluate new computer hardware and software for Park Towers management office.
