05-19-2016 APM+HUTCHINSON AIRPORT COMMISSION May 19, 2016 Hutchinson Municipal Airport 1700 Butler Field Dr SW Hutchinson, MN 55350 Airport Commission Minutes Members present: Cheryl Dooley, Dave Skaar, Steve Hahn, Mayor Gary Forcier (Council Representative) Members absent: Dick Freeman, Ross Peterson, Others Present: John Olson, City of Hutchinson Meeting called to order at 5:30 p.m. There was a quorum of members present. 1. Approve April 28, 2016 Minutes Motion made by Hahn, second by Dooley to approve minutes. Unanimous approval 2. Airport Commission Ross Peterson (to 09/17, second full-term) Steve Hahn (to 09/17, first partial term) Dick Freeman (to 09/18, second full-term) Dave Skaar (to 09/18, first full-term) Cheryl Dooley (to 09/19, first full-term) Gary Forcier (Council representative) Review meeting schedules & find interest forms for serving on the Airport Commission at www.ci.hutchinson.mn.us 3. Hangars Olson reported there were no vacant hangars, as three open hangars were rented by people from the Litchfield airport, to be occupied during the project in Litchfield. 4. Finance/Budget a) Airport financial statements April 2016 (updated, unaudited) 5. Operational Issues (Open Proiects) 25.0% budget used, 33.0% of year expired a) 2013 AIP Project Update (Master Plan, ALP Update) —Olson reported that the project closeout report was sent into MnDOT. There was a transposition error in the report, so the report was resubmitted earlier this week. Final payment is expected in June. b) 2014/2015 AIP Project Update (Runway, taxiway, apron rehab) — Status of the 2015 project (construction): Striping has been completed. The sign work has been completed. Due to the condition of seeding in the areas adjacent to the runway/taxiway, another pass of seeding will be done. Anticipate Bolton-Menk to work with contractor to submit for costs up to an including the striping, sign work and perhaps the seeding. A project closeout report for the 2015 project is anticipated to be done this summer, with the goal of closing out the project before the end of this year. c) 2016/2017 AIP Projects Based upon communication regarding the status of funds from MnDOT Aeronautics, no projects will be possible in 2016, as there are no State funds available. Federal funds were transferred to the City of Dodge Center. The City of Le Sueur requested a transfer from Hutchinson, but ended up not needing it due to favorable bids. Transfers of AIP entitlements are common, as the desire of MN airports is to utilize as much federal entitlement as possible any given year. 6. Other Discussions & New Business a) Tom Parker sold his private hangar (Hangar #1676) to Tim Miller. The lease will be updated to reflect ownership by Tim Miller. b) The Flying Cloud Air Tour is holding a poker run with Hutchinson as their first stop. The event is scheduled for Saturday, September 24, 2016, with the rain date being Sunday the 25ffi. 40 to 50 aircraft are expected, along with around 100 people. It will take about an hour to cycle the aircraft through, beginning about 9:00 to 9:15 a.m. c) Mowing staff will be supplemented with two part-time/seasonal employees. Larry Botzet retires at the end of May, so there will be a gap in time until another full-time replacement employee will be hired. d) Olson provided an update on cost of push-button locks for the A/D building. Olson will pursue further details regarding electric push-button locks to be installed on the main door and parking lot door of Dooley Terminal. e) Civil Air Patrol (CAP) was encouraged to coordinate directly with ASI Jet, as the event to be held on June 19 approaches. CAP reported that there will be training exercises involving squadrons from around the state during the first weekend in August. The public is welcome to observe this training exercise, although no specific displays for the public will be available. CAP has also volunteered to provide assistance to Historic Hutchinson for their gala event in late August. CAP is reviewing the condition of the windows in Building # 1740, and may be requesting the City provide up front funding for window repairs, with CAP providing an equal donation over time. CAP will be contacting Olson with final estimates. f) Olson reported that he had contacted a striping contractor to paint the parking lot between Hangar #1710 and the CAP building (#1740). Since it is dark on the N side of the CAP building, Olson indicated it may be feasible to install an LED wall pack (similar to those on other building exteriors) on the NW corner of building # 1740, which would also serve as a parking lot light.
