05-14-2009 PACM City of Hutchinson — Public Arts Commission May 14, 2009 3:30 PM - City Center Regular Meeting Minutes Members Present: Tom Wirt, Buzz Burich, Jim Haugen, Rebecca Bowers Members Absent: Joey Wilmert, Terry Kempfert, Dolf Moon Guests Present: Melissa Reichl, EDA intern, Permanent Public Art Commission (PAC) representatives are: Tom Wirt, Chair, Jim Haugen, Vice Chair, Terry Kempfert, Secretary/Treasurer, Joanne Wilmert, Buzz Burich. Tom Wirt called the meeting to order at 3:40 pm. Minutes from the March 19, 2009 meeting were approved. Minutes: BB/JH Old Business: • Update on Boy Scout Park project: Rebecca reported information from Dolf that the specifications have not been received from the Boy Scouts so costs have not been determined for installation and the base. The Scouts will do a presentation at the Council. The PAC agreed that a presentation should be given to the PAC first for a recommendation to the Council. • Update on the reinstallation of the Little Crow statue. This project was discussed at the Council meeting on May 12, with the funding source of MNDOT funds leftover from park acreage lost with new bridge (right of way acquisition). The Council wants to see more details on the costs before making a decision. PAC members discussed the mission of the PAC and discussed that projects such as these should come before the PAC for a recommendation before being approved by the Council. • Proposed mural adjacent to future Gateway Park. Rebecca stated that the mural proposed by Kay Peterson for the north side of Skip Quade's building at 140 Main Street N. will be reviewed by the Planning Commission on May 19, with consideration at the Council expected on May 26. The Commission discussed why the Planning Commission needed to review the mural. Rebecca stated the Zoning Ordinance requires a conditional use permit for a mural in the C-3 (Downtown Commercial) district. There was much discussion on whether this is public art, as it is a privately funded project on a private building, however it is adjacent to a public space and viewed by the public. Discussion on the multiple layers of review that could be required and that ordinances may need to be changed in order to require review by the PAC. • Suggestions for Commission members. The Council approved the ability to have two more Commissioners. Suggestions were to recruit a member from the Downtown Association. Several other potential community members were discussed. Also discussed was the process for appointments. • Parkland Dedication ordinance update: Melissa Reichl, EDA intern, presented some information on research on park dedication fees in similar sized cities. She will be working on compiling the information for when the city updates the park dedication ordinance. New Business: • Public Arts project application form. Tom presented an application form to be used for consideration of public arts projects. Consensus of the Commission was to use the form as drafted by Tom and agreed that it should be filled out by the Boy Scouts for the proposed statue project and all future projects. • Final PA Policies and Procedures. Tom provided background on the document and stated the draft had been presented to the Council as an informational item. The Commission discussed if the final document needed to be presented to and approved by the Council. Rebecca reviewed the ordinance establishing the PAC that gave the authority to the PAC "to develop and implement policies and procedures as necessary to meet the purposed and objective of the Commission." The Commission continued discussion on presenting the final document to the Council to bring awareness of the PAC and to how to trigger involvement in potential public art projects. • Additional Discussion. There was on-going discussion regarding who determines the whether a project is public art and falls within the realm of the PAC and the objectives of the PAC. Meeting adjourned.
