09-17-2015 APM+HUTCHINSON AIRPORT COMMISSION September 17, 2015 Hutchinson Municipal Airport Conference Room 1700 Butler Field Dr SW Hutchinson, MN 55350 Airport Commission Minutes Members present: Cheryl Dooley, Ross Peterson, Dave Skaar, Mayor Gary Forcier (Council Representative) Members absent: Dick Freeman, Joel Schwarze, Others Present: John Olson, City of Hutchinson; Others present: Ken Fischbach, ASI; Silas Parmar, Bolton-Menk, Jason Malecha, Bolton -Meek Meeting called to order at 5:35 p.m. There was a quorum of members present. 1. Approve August 20, 2015 Minutes Motion made by Skaar, second by Dooley to approve minutes. Unanimous approval 2. Airport Commission Joel Schwarze (to 09/15, first full-term) Ross Peterson (to 09/15, first full-term) Dick Freeman (to 09/16, second full-term) Dave Skaar (to 09/16, first full-term) Cheryl Dooley (to 09/17, first full-term) Gary Forcier (Council representative) Review meeting schedules & find interest forms for serving on the Airport Commission at www.ci.hutchinson.mn.us Joel Schwarze's term ends this month. Olson has contacted him to see if he'd be interested in serving another term, however, Joel has not yet responded. If Joel were willing to serve a second full term, his second term would end September, 2018. Mayor Forcier indicated he would be talking to Melissa Starke, Administrative Coordinator, and Olson will also check with her to see if there is any current interest forms for the Airport Commission. 3. Hangars Olson reported that some of the open hangars are being utilized by personnel affected by construction. This is being done at no cost to the tenants. 4. Finance/Budget — a) Airport financial statements — Report attached • August 2015 52.9% budget used, 66.7% of year expired • Olson reported that Airport Aid of just under $28,000 will be paid by MnDOT to the airport. • Fuel revenues should be higher for the second half of the year, as significant fuel sales are tied to the agricultural spraying operations that took place later in the summer. 5. Operational Issues (Open Projects) a) ASI Jet (Office Hangar 1720) — City staff contacted Haugen Architecture. All price quotations were rejected, due to being high. Haugen Architecture made a revised sketch that would make the project more feasible. Olson contacted ASI regarding use of the Pilot's Lounge and indicated that CAP facilities would also be available. Further discussions will need to take place to determine the feasibility of utilizing that space. Olson will be inviting Haugen Architecture to take a look at ASI's current facility at Flying Cloud Airport to get some ideas of what could be done in Hangar 1720. b) 2013 Airport Master Plan/Airport Layout Plan — Silas Parmar, Bolton -Meek, reported that the Airport Master Plan and Airport Layout Plan have been completed. The Airport Layout Plan was submitted to FAA and MnDOT on July 29, 2015. He reported that average time for review and approval by FAA and MnDOT has typically been six to nine months. c) 2014/2015 AIP Project (Runway, taxiway, apron rehab) — Silas Parmar and Jason Malicha reported on progress of the reclamation project. Construction began August 24 on the project. The contractor has completed the concrete tie -down area and has reclaimed the base on the apron/taxiway of Phase 1. Bituminous paving will begin Friday September 18 and should be completed by September 25. Phase 2 of the project, which includes the remainder of the taxiway, runway and crossover taxiways, is expected to begin September 28. Construction of Phase 2 is expected to be about four weeks. 6. Other Discussions & New Business a) Other discussions/new business: a. Olson reported he had done some research on installing a projector and screen in the conference room. The cost of the project is expected to be around $800 to $1,000, and would include a ceiling mounted projector with in -wall connections and controls, along with a manual pull-down screen, roughly the same size as the white board. b. Rick Schroeder, 16381 Hwy 15 S, Hutchinson, the residence located nearest the south end of the runway, indicated he wanted to build a garage/shed on his property. He indicated the building would be approximately 28' x 36' x 14', which would place the roof peak at approximately 20'. Olson will work with Bolton -Meek to determine whether there would be any penetration into the airspace included in the City's easement. c. Hangar #2-7 was reported as having a sunken floor. There is a project slated for the front of Hangars #2-7 and 2-8 that will be done in conjunction with Phase 2, including removal of the bituminous pavement in front of the hangar, installation of a drainage tile, regrading and repaving. Olson will work with the tenant to determine whether the floor of #2-7 could be patched in a manner similar to how Hangar #2-1 was repaired.
