Master Plan Advisory Group Meeting #4 Goals The purpose of Master Plan Advisory Group Meeting #4 was to select the preferred development alternatives for the Hutchinson Municipal Airport (HCD), and to discuss Master Plan Chapter Four Facility Requirements comments, Chapter Five Implementation Plan, and the objectives for the Public Open House. Preferred Development Alternative — Runway 15/33 The MPAG reviewed the alternatives presented during the third advisory group meeting. The group was reminded of the economic implications of extending a runway, including relocating Airport Road and/or State Highway 15, as well as zoning implications associated with a runway extension. The Stopway Alternative was presented; it increases the Accelerate Stop Distance Available for aircraft. It is not full strength pavement to be used by aircraft. A stopway is installed to provide more length for a pilot to decide to abort a takeoff in case of an emergency. If a pilot has to abort a takeoff, the pavement will support and aircraft without damaging it. This alternative maximizes the capabilities of the current runway by adding a stopway of 959 feet to the Runway 15 end, and a stopway of 620 feet on the Runway 33 end. Preferred Development Alternative — Crosswind Runway HCD does not meet the required 95% wind coverage with a 10.5 knot crosswind. The MPAG was shown the South, Central, and North crosswind alternatives. During MPAG #3, the alternative with the most support was a North Alternative, Alternative 7. The group reviewed the crosswind runway alternatives and decided Alternative 7 was still the preferred alternative as it has the least impact to residents, roadway infrastructure, future commercial development, and to the environment. Land acquisition was discussed, Prepared by: Bolton & Menk, Inc. H:\HUTC\T51105897\1_Corres\B_Meetings\MPAG #4\HCD-MPAG #4 Meeting Notes.doc N Page 2 and it was determined Alternative 7 was also beneficial for its ease of acquiring the land along set boundaries. Preferred Development Alternative — Building Area The landside facility requirements were reviewed and the group was presented with two building area alternatives corresponding with the south and north crosswind runway alternatives. The group decided the ability to construct more hangars with the building area designed for a south crosswind runway did not outweigh the benefits of constructing the crosswind runway on the north side of the building area. The Building Area for North Crosswind Runway Development was the preferred alternative. Master Plan Comments and Implementation Plan The comments received from the City and County with regards to the Facility Requirements Chapter of the Master Plan are being incorporated into the document. Currently, BMI staff are working on the implementation plan. The implementation plan is dedicated to the timeline and costs of projects discussed in the Facility Requirements Chapter of the Master Plan. The timeline is broken into the Short -Term (0-5 years), Mid -Term (6-10 years), and Long Term (11-20 years). Open House Objectives The MPAG then discussed objectives for the Open House. A public open house is intended for neighbors of the airport, and the community in Hutchinson to discuss future development at HCD. This includes getting input from the public on the crosswind runway alternatives and other airport development. The public can also ask questions or express concerns about HCD. Open House The open house presented the crosswind runway alternatives, as well as the preferred Runway 15/33 Stopway Alternative. There were five members of the public that reviewed the alternatives. Comments included noise being a nuisance, but not an issue, and drainage from the airport causing flooding. Those in attendance had no concerns with the preferred crosswind runway alternative. Next Steps BMI staff will finalize the Master Plan, and begin developing the Airport Layout Plan.
