Members present: Alderman Black, 44eowt-, Linder, Alrick, and Westlund.$ a od Hay,,, - Also present were Attorney Schantzen, Engineer Priebe, and Adm. Ass't. Mealey. The minutes of the regular April 25th were amended to delete the words,"General's Ruling" from second paragraph, page three of the minutes submitted. Alderman Black moved adoption of the minutes with that correction. Alderman Alrick seconded, all present voted "aye", the cmn.uteswe-r-- declared adopted. The current bills having been duly considered, were approved on motion by Alderman Linder, second by Alderman Black and carried. (attached) Alderman Black introduced Ordinance #416, Annexation of Santelmen property, for first reading and moved,.,its adoption. Aldermen Linder seconded. All voted "aye" Ordinance was declared\ adopted on its first reading. Alderman Alrick seconded, all present voted "ayepx-fhe Ordinance was declared adopted on its first reading. Motion was then made by Alderman Black to submit annexation action to the Minnesota Municipal Commission pursuant to law. `,Second by Alderman Alrick, all voted "aye" the motion was declared passed. Alderman Black moved that Resolution # 5072 authorizing the Chief of Police to make application for training fund reimbursement when necessary and proper through calendar year 1972 be adopted. Alderman Alrick seconded, all present voted "aye" and the Resolution was declared adopted. Mayor Kost announced reappointment of June Otterness to Hospital Board and asked Council approval. Alderman Linger moved approval, Alderman Westlund seconded, all present voted "aye," the appointment was declared affirmed. Mr. Bill Potter representing the Gibson Stores incorporated appeared to present plans for construction of building in South Side Terrace. After some discussion Alderman Black moved that the plan be approved with the conditions that foliage screening be designed in the landscaping facing on Echo Drive and that the free standing sign be not approved until the Company brings in design and location information to the City Council for approval. Returning to work, public hearing on Publication 1444, Project 72-31, Hilltop Addition was opened at 8:00 p.m. There being no one to appear, the hearing was declared closed at 8:10 p.m. Alderman Black moved that the improvement be ordered in and ordered plans and specifications be prepared. Alderman Alrick seconded, all present voted "aye", the motion was declared _pa,see4 and the improvement ordered. (Resolution No. 5073) ea,.✓�ed Public hearing on Publication 1445, project 72-32, Westview Acres was opened at 8:10. p.m. There being none to appear the hearing was dV3red closed i at 8:15 p.m. Alderman Black moved that the project be ordered nldirected plans and specifications be prepared. Alderman Alrick seconded -and all voted "aye". The project was then declared ordered. (Resolution No. 5074) Administrative Assis`t,ant Mealey presented Ordinance #330 and asked that it be amended to provide for`,,appointment of electrical inspector by the City Council and the fee schedule be`,, mended to read "fees sh`a`ll be set by resolution of the Council who shall reV�ew them from time to time and in the same manner change them as they deem n6cessary." Alderman Black introduced the ,dinance 418 and moved its adoption. Alderman Linder --seconded. All present voted "aye", t he ordinance was declared adopted on s first Breading. Pursuant to a letter from Chief Bro rius, Aldrman Linder moved that a fee schedule of $6.00 per time be adopted oretse of breathalyzer by other agencies. Alderman Westlund seconded, and all prelsent voted "aye". The schedule was then declared adopted. Resignation of Mrs. Lucille Miscavage was a6epted with regrets and she was commended for fidelity and devoted work. All \resent voted "aye" on the commendation. Some small changes in the purchase contract for t e 84 acres of land from Orval and Florence Satterlee were approved and the Mayor nd Clerk were authorized - 7�o enter into the agreement to purchase the land. n soJ,, Engineers estimate for cost of surfacing parking lots a 2nd and Franklin and�79 � 0 `j( back of liquor store were approved and ordered in to be lucluded in the 1972 summer improvement program. The Council accepted the engineer's feasibility repo which indicated it feasible and ordered a public hearing to be held on May 23 at �;45 p.m. The Clerk was directed5 to cauS e5�tice to be published in the Leader. (Resolution No. 075 an_ b) Alderman Black moved that the public hearingassessmentrolls #41 d #42 be adjourned to a time convenient to the Council at the regular meeting of May 23, 1972. -2- REGULAR COUNCIL MEETING May 9, 1972 Plans and Specifications for the 1972 sewer and water program were approved and the Clerk was directed to publish a call for bids to be opened at 8:00 p.m. May 23, 1972 in the Council Chamber. (Resolution NO. 5077) Representative of Hutchinson Futures were present to discuss the possibilities of vacation of 3rd Avenue N.W. from Main to Franklin. After extensive dis- cussion of the proposal and review of the recommendations of the Police Chief and City Engineer, Alderman Black introduced ordinance #419 vacating the block, for its first reading and moved its adoptions. Alderman Black moved acceptance, Alderman Linder seconded, all voted "aye" and the motion was declared adopted. Mayor Kost reminded\the Council of Memorial Day Parade and informed them that the parade would form�t the Armory at 9:30 A.M. The clerk was directed to send another reminder for t e next Council meeting. Alderman Black moved that hePolice Chief be authorized to order the new radar equipment he recommended in is letter of May 9, 1972. Alderman Alrick seconded a all present voted "aye". \The motion was thereupon declared passed. Alderman Black introduced Ordinate #420 annexing the municipal airport to the City and moved its first reading. lderman Linder seconded. All present voted "aye" and the ordinance was declarea\ad\opted on its first reading. Cigarette licenses were approvedrem Palade Store and Kentucky Fried Chicken. The Clerk was directed to arrange meeting x�,kth representatives of the two Minnesota organizations which proposed to furnish CATV or the City of Hutchinson, one to meet with the Council at 4:30 P.M. in the Coun '1 Chamber on l§ay 23, 1972, and one to meet at a time convenient to the Council ng the regular council meeting that same night. A letter delineating the terms of work from Anderson, hplgeson, Lieser, Thorson was read and approved by the Council and the Mayor was a horized to accept these stated terms. Alderman Black reminded the Council of their engagement to meet with the Micro Cities staff on May 17 in the auditoreum at 7:30 p.m. There being no further business to come before the Council, adjournment was at 10:06 p.m. -4-
