Alderman Hanson seconded the motion of Alderman Johnson, and upon vote being taken, carried. Alderman Johnson introduced the following resolution and moved its adoption: RESOLUTION NO. 2594 RESOLUTION ADOPTING PERMANENT ZONING PRIOR TO ANNEXATION WHEREAS, Section 4 -A -1-b of Ordinance No. 245 states that land proposed to be annexed to the City of Hutchinson is to be permanently zoned, and Eldred Miller and Rosetta Miller, WHEREAS,/John E. Miller and Sedona E. Miller, Jake G. Plowman, Earl G. McDonald and Loretta J. McDonald, and the City of Hutchinson have petitioned for annexation of certain properties hereinafter described, and have requested permanent zoning, and WHEREAS, publication of the required notice was given and a hearing was "'held thereon before the Hutchinson Planning Commission on July 17, 1967, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINNESOTA: 1. 'Such permanent zoning is hereby ordered as follows: a) Part of Lot 92, Lynn Addition (Owned by City of Hutchinson) to be zoned as R-2, Multiple Family Residential District. b) Northwest area as outlined on the Permanent Approved Zoning Map on file in the office of the City Clerk, as follows: 1) Rolling Oaks - R-1 Single Family and Two Family Residential District R-2 Multiple Family Residential District B-3 General Business District I-1 Industrial District 2) Property of Jake Plowman to be zoned B-3 General Business District 3) Property of Earl McDonald to be zoned B-3 General Business District 4) Property of Eldred Miller to be zoned I-1 Industrial District. 2. The City Clerk and Mayor are hereby authorized to sign such Permanent Approved Zoning Map indicating permanent zoning as outlined in 1-b above. Alderman Hanson presented a proposal from Watertown Monument Works, Inc. of Watertown, South Dakota, for a marker at the site of the former Methodist Church on Glen Street South, and stated he would like action on the proposal tabled until Rev. Sheffield returns from his vacation. Regular Council Proceedings - 4 - July 24, 1967 Alderman Linder introduced the following resolution and moved its adoption: RESOLUTION NO. 2595 RESOLUTION ACCEPTING FINAL PLAT FOR HUTCHINSON INDUSTRIAL DISTRICT WHEREAS, the Planning Commission and the City Council have examined the final plat as submitted by Hutchinson Growth, Inc. for the Hutchinson Industrial District, AND WHEREAS, such plat has been found to be in accordance with the regulations as set forth in Ordinance No. 235 adopting Subdivision regula- tions, adopted May 3, 1961, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINNESOTA: That this final plat be accepted subject to receipt of deed for 17' for right-of-way for 2nd Avenue SE entrance to the plat, and that arrange- ments be made by the developers for gas, power and telephone utilities. That -the City Clerk and Mayor be authorized to sign this plat, and are hereby instructed to so sign. James Heuermann of IBM presented a progress report on IBM punch card data processing equipment. Discussion. No action taken. Del Rieke of the consulting engineering firm of Rieke -Carroll -Muller Assoc- iates, Inc., presented cost estimates on the southwest storm sewer district improvement, together with drawings on the proposed main and branches. A representative of the National Cash Register Company stated they can install a tax key on the present liquor store cash register at an approximate cost of $50.00 and quoted a figure of $1872.62 for a second National Cash Register. Motion was made, seconded and carried to proceed with installation of a tax key on the existing cash register in the liquor store. Alderman Savage presented a proposal from Anker Data Systems Midwest, Inc. for rebuilt cash registers, to be used in the liquor store. Alderman Savage was requested to obtain a price quotation from National Cash Register on rebuilt machines. The City Clerk presented a proposal from Emily Vejrosta for sale of lots 1, 2 and 101 Block 4, S 1/2 City to the City of Hutchinson. Motion was made, seconded and carried to table action on Mrs. VejrostaTs proposal and to have a report from the city engineer. Elmer Merickel stated he has encountered some problems on his plan to move a house from Lewis Avenue to Lot 15, Block 86, Merrill's Subd. as approved by the Council on Building Permit Application No. 688, and requested approval of Building Permit Application No. 722 to move this house to Lot 1, Block 3, Merickelts Addition. Motion was made, seconded and carried that Application No. 722 from Elmer Merickel be approved and permit issued, with Alderman Linder voting "nay." Regular Council Proceedings - 5 - July 24, 1967 Engineer Priebe presented Application for Building Permit No. 716 from Elmer Merickel for multiple garage to be built on Lot 8 and Part Lot 7, Block 48, S 1/2 City. Discussion. Motion was made, seconded and carried that Application for Building Permit No. 716 from Elmer Merickel be approved and permit issued, with Alderman Savage voting "nay." Motion was made, seconded and carried that the following building permit applications be approved and permits issued, as recommended by the City Engineer: No. 705 Harold Odegaard House & Garage No. 722 Lot 6, Blk 2, Peterson's School Add. No. 712 John Krippner Garage at 617 4th Avenue SW Motion was made, seconded and carried that the following water and sewer taps be granted: On Building Permit No. 722 Elmer Merickel On Building Permit No. 705 Harold Odegaard On Building Permit No. 710 Milton Lueneburg Motion was made, seconded and carried that the application for a special permit by Earl Fitzloff to hold a truckload sale at 19 Main Street North on July 27, 28 and 29 be approved upon payment of the required fees for meter hoods, and the Clerk was so instructed to issue such Special Permit. Clarification of the salary schedule for the Street Department was made as follows: Starting salary - no experience $ 1.75 hour Starting salary - experienced .1.85 hour Starting salary - heavy equipment operator (experienced) 2.00 hour Motion was made, seconded and carried that Raymond Nass and Richard Syvertson be employed in the Street Department in accordance with the Street Dept. Salary Schedule. The City Clerk presented a request from Richard Lennes, Instructor, for city participation in the Office Education Cooperative Training Program of the Hutchinson Public School during the 1967-1968 school year. Motion was made, seconded and carried that the request be referred to the City Clerk, Finance Officer and Chief of Police for study. Discussion of condition of sidewalks on Washington Avenue adjacent to the Hotel Jorgenson and Laatsch's Baseman's Corner. The City Attorney was instructed to write to the above property owners to the effect that sidewalk is to be repaired. A petition was presented from property owners abutting Third Avenue Southwest for permanent street, storm sewer and curb and gutter. Motion was made, seconded and carried that the request be tabled until 1968. Alderman Linder made a motion that the City Council adopt a policy for street improvements which would require that petitions be filed with the City Clerk no later than February lst of each calendar year for construction during that same calendar year in order to facilitate the engineer's work and a more ad- vantageous bid opening. Alderman Savage seconded the motion of Alderman Linder, and upon vote being taken, carried. R E S O L U T I ON RESOLVED, that it is necessary for the City of Hutchinson to obtain an easement from Harlan Langholz in connection with the con- struction of the water and sewer plants. NOW, THEREFORE, the City of Hutchinson is hereby authorized to receive an easement as well as title to any property which they may require in the construction of said water and sewer treatment plant. Regular Council Proceddings - 6 - July 24, 1967 Motion was made, seconded and carried that tk-e application No. 711 from Wilbert Kottke for a special permit to erect a sign at 106 Jefferson Avenue South be approved and permit issued. Discussion of Planning Commission's recommendation for approval of the Plan - of the Final Plat of the first platting of Rolling Oaks. Motion was made, seconded and carried that this Plan of the Final Plat of the first platting of Rolling Oaks be approved with the recommendations of the Planning Commission, as'follows: Lots 2-11 Block 1 to be zoned I-1 according to the Permanent Approved Zoning Map on file in the City Clerk's office. Lot 1 Block 1 and all Block 2 to be zoned B-3 according to the Permanent Approved Zoning Map on file in the City Clerk's office. Location of the School Road be determined. Engineer Priebe was instructed to notify the Secretary of the Airport Commission that he should negotiate for additional land for extension of the runway, with the City Council to enter into an option contract. Motion was made, seconded and carried that Agnes I. Monge be appointed as City Clerk in conformance with Chapter 2, Section 2.05 of the City Charter adopted by the voters on July 11, 1967. Motion was made, seconded and carried that the application of the McLeod County Agriculture Association to sell cigarettes at the McLeod County Fair for a period of five months, from August 1, 1967 to December 31, 1967, accom- panied by the proper fee of $5.00, be approved and license be issued in ac- cordance with Ordinance No. 105. Motion was made, seconded and carried that the application of the McLeod County Agriculture Association to sell Non -intoxicating Malt Liquors at Retail "On Sale" at the McLeod County Fair, accompanied by the proper fee of $50.00, be approved and license issued in accordance with Ordinance No. 190. Motion was made, seconded and carried that the City Council grant permission to the Chamber of Commerce and the merchants of the City to allow them to use the sidewalks and metered parking area in front of each place of business on Main Street and the use of the sidewalks and Public Square for merchandise displays for merchants who are off Main Street, subject to the supervision of the Police Department, and obtaining proper insurance coverage, on Friday, August 4, 1967; merchandise and displays to be removed from sidewalks after closing hours. I have kept a daily vigil of same since that time. As yet I cannot detect any increase in flow. Mr. Rieke of Rieke, Carroll and Muller and Mr. Dempsey and Mr. Hallmark with the Corps of Engineers have viewed the situation with me. We are all in agreement that same type of pressure grouting should be done to stop the seepage. Inasmuch as this work will have to be done without knowing in advance the number or placement for the grouting, it will have to be contracted on a time and material basis. The foreman for Erickson Contracting has estimated it would cost between $600 and $800 to remove the debris. I have been informed that we could expect between $150 and $300 from the County to'help defray our costs. The Highway Department is going to check the site and will notify me if they could assist us with some of the cost. At present this does not appear to be the case as the debris is located beyond the Right of Way. The clean out of the River Channel will improve the flow in that area. It is felt that the improvement of flow will be noticeable as far upstream as the dam. If this clean out work is acceptable I and Mr. Schantzen shall proceed with obtaining permission from the abutting land owners to work in the area. Along with the information you have for your discussion on the 14th, here is a breakdown of the prices we discussed on the #40 burner, so that everyone will have a better idea of what is involved. As you will recall, this #40 is capable of taking care of all the refuse for the City of Hutchinson, including the proposed expan- sion of 3M, along with approximately the 300 new homes that would be demanded. This size burner will take care of 72,000 pounds of refuse per eight hour day, and your projected demand is around 60,000 pounds. With the type of refuse 3M is disposing of, it is reasonable to assume that your remaining refuse after it goes through the burner would even be better than a 10 to 1 ratio. In other words, your land fill life would be extended ten times.
