AGENDA ITEMS - COUNCIL - MAY 11, 1964. 1. Engineering Items A. Park Dept. Maint. Bldg. and Office. Plans and Specifications for this building have been prepared. The Park Board has given their approval. The Board requests that the amount budgeted be raised from $10,00 to $12,000. At this time the Council should approve the plans and specifications and direct the Clerk to call for opening bids. Date: May 25, 1964 Time: 8:00 P.M. (Moi"' —) B. Airport - Land Rental C. Street Dept. Maintenance Program - The annual street maintenance program has been tentatively set for this year. In addition to the usual sand sealing and dust coating on many of the streets, reshaping and laying a cold mat is proposed for several streets. This requires more work, and more oil than has been necessary for the dustcoat sand seal type of maintenance. The resulting surface then lasts longer. The streets t©i� be so improved are generally in the Northeast and Southeast parts of town. The Council may, if they so wi6h, order the costs of this work to be assessed. If so, it is necessary to commence proceedings under C apter 429. The first step would be a resolution ordering preparation -of a report on improvement. D, Petitions E. Building Permits 2. Old Business Oil for street maintenanee - Bids were received and tabled at the meeting of April 27, 1964 for the purchase of oil for street maintenance work. Action should be taken at this time on these bids. 3. Motion was made, seconded and carried to grant this request. Motion was made, seconded and carried to purchase two new boxes for collecting parking fines, to be placed on Main Street. Tom Cone was present to recommend the city have a Court of Conciliation. He felt this service would be very beneficial. Gordon Bublitz of the Hutchinson Creamery Assn asked that the council consider dredging the Crow River so that there would be more protection XXXKXXM when the water is high. It was suggested Mr. Bublitz contact property owners along the river in regard to easements. Wm Christenson, 81 - 4th Ave NW was present to inquire about rezoning Lots 1,2 & 3 of Engelmann's Subdivision from R-1 Residential to B-3 General Business. Motion was made, seconded and carried to deny the request of rezoning Lots 1, 2 & 3 of Engelmann's Subdivision, as recommended by the Planning Commission. Motion was made, seconded and carried to,,proceed with re -zoning Blocks 22 through 25 in the Nz of Hutchinson from R-1 Residential to B-3 General Business (south side of Highway 22 west of Highway 15) as recommended by the Planning Commission. Alderman Stearns introduced the following resolution and moved its adoption: RESOLUTION NO. 2288 WHEREAS, Elmer Lee, Chairman of the Burns Manor Nursing Home Board of the City of Hutchinson, is retiring from his term of one year as a member of Burns Manor Nursing Home Board, and WHEREAS, this individual has devoted time and talent to the service of the City of Hutchinson at little personal regard to himself. NOW THEREFORE, BE IT RESOLVED: That the City of Hutchinson does hereby commend and thank Elmer Lee for his service and help on the Burns Manor Nursing Home Board and appreciates the work done on behalf of the city. Alderman Gruett introduced Ordinance No. 262 and moved its first reading: ORDINANCE NO. 262 AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF HUTCHINSON, MCLEOD COUNTY, MINNESOTA (attached) Alderman Stearns seconded the motion of Alderman Gruett to introduce Ordinance No. 262 for its first reading. Upon roll call, all members present voted in favor of Ordinance No. 262, and it was declared passed on its first reading. Alderman Fitzloff introduced Ordinance No. 262 and moved its second reading: ORDINANCE NO. 262 AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF HUTCHINSON, MCLEOD COUNTY, MINNESOTA. Alderman Gruett seconded the motion of Alderman Fitzloff to introduce Ordinance No. 262 for its second reading. Upon roll4',all members present voted in favor of Ordinance No. 262 and it was decla�ed passed on its second reading. Mr. Charles Swensen , Labor Union # 49 was present to discuss the increase in wages for city employees agreed upon by the arbitration panel. He was told the wages were set after the election when the new officers assumed their duties. Mayor'Rolfe opened hearing Publication No. 868 at 8:30 P.M. for water - main extension in the alley west of Bluff Street from 5th Ave NE to Park Ave. Eight property owners were present. There were no objections. Engineer Wilson explained the project and estimated cost to be paid over a five year period. Hearing closed. Thereupon: Alderman Stearns introduced the following resolution and moved its adoption: RESOLUTION NO. 2290 RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS WHEREAS, a resolution No. 2285 of the City hMKXKXKK Council adopted the 23rd day of March, 1964, fixed a date for a council hearing on the proposed improvement of the alley west of Bluff Street between Fifth Ave NE and Park Ave NE by Watermain installation, pursuant to a petition of affected property owners. AND WHEREAS, ten days' published notice of the hearing through two weekly publications of the required notice was given and the hearing was held thereon on the 27th day of April, 1964, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUTCHINSON: 1. Such Improvement is hereby ordered as proposed in the council Resolution No. 2285 adopted March 23, 1964. 2. Charles Wilson is hereby designated as the engineer for this improvement. He shall prepare plans and specifications for the making of such improvement. Alderman Gruett seconded the motion to adopt said Resolution No. 2290. The City Council of the City of Hutchinson ordains: SECTION I. WHEREAS, the City of Hutchinson is the owner of the following described lands lying and being in the County of McLeod and State of Minnesota and described as follows, to -wit: Part of Lot 90, Lynn Addition to the City of Hutchinson, according to plat on file and of record in the office of the Register of Deeds of McLeod County, Minnesota, and more particularly described as follows: Beginning at a point on the South line of said Lot 90, said point lying Westerly 568.25 feet from the Southeast corner of said Lot 90; thence Northerly on a line parallel to the East line of said Lot 90 a distance of 806 feet; thence North- easterly to a point, said point lying 355 feet Westerly of said East line of Lot 90 and 223 Southerly from the North line of said Lot 90; thence Northerly on a line par- allel with the East line of said Lot 90, 223 feet to the North line of said Lot 90; thence Easterly along said North line of Lot 90, 355 feet to the Northeast corner of said Lot 90; thence Southerly along the east line of said Lot 90 to the Southeast corner thereof; thence Westerly along the South line of said Lot 90, 568.25 feet to the point of beginning. The Northerly 33 feet of abcve des- cribed tract beinga part of Linden Avenue right-of-way. SECTION II. AND WHEREAS, said above described land is contiguous to and abutts upon the City Limits of the City of Hutchinson. SECTION III. AND WHEREAS, the City Council of the City of Hutchinson deems it desirable and in the best interest of the City of Hutchinson to annex the above described lands to the City of Hutchinson. SECTION IV. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hutchinson that the lands described above be and they hereby are annexed to the City of Hutchinson and from and after the date of passage of this Ordinance, said lands shall become a part and por- tion of the City of Hutchinson with the same force and effect as though originally a part of the City. SECTION V. This Ordinance shall take effect and be in force from and af- ter its publication. Mayor Rolfe called for bids Publication No. 869 at 9:00 P.M. for street oil for 1964. Engineer Wilson read a request from the Police Dept. for a mercury street light on Hassan St. and Washington Ave. Motion was made, seconded and carried to have this light installed. Two petitions for local improvement by curb and gutter were presented by James W. Hanson contractor, as follows: Marvin Burghart - 70 ft. - Lotl, Blk 11, N2 of City Dean E. Hansen - 106 ft. Lot 8 & part of Lot 2 H. Theo Hanson - 105 ft. - Lot 7 & part of Lot 6 Motion was made, seconded and carried to refer these petitions to the engineer. Motion was made, seconded and carried that the following building permits be granted: Elmer Merickel - 667 Bluff St House & attached garage - S 66T Herbert Christensen House & attached garage - Lot 5, Building permit rejected: Archie Daws - 705 Glen St S Addition to garage. of Lot 1, Blk 14, N2 of City Oak Park Addition XKX Motion was made, seconded and carried to grant the following water and sewer taps: Elmer Merickel Herbert Christensen Two representatives of the Baseball Club were present to discuss the wind damage to the light towers and fence-. No action taken. Discussion on the Engineer Survey Vehicle. It was decided to clarify the specifications and ask for new bids. Motion was made, seconded and carried to reject the bid received on April 13, 1964 and call for new bids on May 11, 1964 at 8:00 P.M. Alderman Fitzloff made a motion to hire Harold Ulrich to work one half day as janitor for city buildings and one half day for the Water dept. He will receive a wage of $325.00 for a six month trial period, then receive $350.00 a month. Alderman Johnson seconded the motion of Alderman Fitzloff, and upon vote being taken, carried. Discussion of Airport. 2� Alderman Johnson made a motion to authorize the City Clerk to draw4in the amount of $45,484.75 to pay the James Reid portion of the Airport property, as follows: James L. Reid & Annabel L. Reid & Metropolitan Life $27,075.89 James L. Reid & Annabel L. Reid $18,408.86 Alderman Gruett seconded the motion of Alderman Johnson, and upon vote being taken, carried. Discussion of the problem of blowing papers and burning at the dump. No action taken. -5- Motion was made, seconded and carried to allow $1,000.00 for the annual summer Band Concerts to be held on Tuesday nights. Discussion on the purchase of fencing materials for the Gopher Campfire Sanctuary as per agreement. Alderman Johnson made a motion to have Engineer Wilson prepare specifications for fence posts and materials needed for the Gopher Campfire Sanctuary on May 11, 1964 at 8:00 P.M. Alderman Fitzloff seconded the motion of Alderman Johnson and upon vote being taken, carried. Mayor Rolfe appointed Clinton -Tracy to the Planning Commission as a representative of the Utilities Commission for a period of his appointment Sept 196, Motion was made, seconded and carried that this appointment be and hereby is ratified and confirmed. Mayor Rolfe called attention to the hearing on Ditch No. 18 to be held in Glencoe on May 5, 1964 at 1:30 P.M. He requested Attorney Schantzen and Engineer Wilson to attend this meeting.
