Brinktt"!an Studio io Septeaaber 39 1964 Mr. (Ruck Wilson — City Engineer City of Nrtchinson Hutchineen, Jtiinnesets To the individuals o:aanceraa W with the b►e1 tionod don project Dear Sir: WO brave visited the pr*eisos and inspeated the spillway on the dots in Mitchinsoen, Miannesotka, and have analyzed the facts to the blest of our ability. Attoa4W please find a cross—section drawing an how we propose to deal with conditions as we bove founds thaw. It is simple eanoyugh to stoop the leaking of the water passing under the spillway and boiling out of the river bed below, but beyond this we fool that the void under the spillway should also be tilled with coaamt grout. The ammint of money which would have to be spent to do this would be cansidesr*ble and the spillway would still remain very unsightly. It does not reasonable to make, such on expenditure and leave the spillway in this very poor condition. we hereby rocommood that a complete face-lifting ,lob should be dente on the spillway. We do net fool that you ere In any i 9ste great da"or of washing out the spillway under the presont conditions, because are noticed no swirling of water or Ovid*=* of on opening directly under this above—mentioned spillway. The evidence soomed to point toward considearsble reek and cobble through which the water is filtering quite rapidly. Only Unless great amounts of additional water should quite suddenly appear would there be any immisdiate daeagter of this washing outp olthough,, I do not rocomimend that it be left under the prosont conditions for too great a period of time. TO gout any chemical c0ttaie:—wall on the —stro side of the sill would cost $15*840,00, but I am sure that it would be hard for the touancil to aaub- stantisto this kind of an expenditure and still leave such an unsightly straucturo. A complete renewal of the dam including the steel, the $,rout, the choaaical curtain -wall on the up-stroom side and the chemical curtain -*All on the down streas: side and a dao let* now spillway face would cost $410300,00, Tho 40ctsion as to which will be better, of course, will be up to you. We have "stood out an o penditure of replocomont of the entire spillway which would roan to a cosh of nearly SIfo,Caao. we Can &surds you that the rejuvenation process under which we recommend would be every bit as god as the new dose and is bondable. kx. Chuck 4ilson Page 2 September 3, 1964 We shall further investigate the promises prior to your next board meeting and will use dyes in the watex to tell the precise damage that has been done under the spillway throughout the years. We hope that we may have some of your time in the evening of SeptoW)er 140 1964, at which time we will submit the additional information to discuss this proposal. Thank you very wAch.
