Alderman Johnson made a motion to order a Motorola two -frequency, 80 watt, "Motrac" radio Model No., U6 3HHT - 1130 S.P. in the amount of $816.00. Alderman Fitzloff seconded the motion of Alderman Johnson and upon vote, carried. Alderman Johnson introduced Ordinance No., 265 and moved its third and final reading: ORDINANCE NO. 265 AN ORDINANCE RELATING TO TRAFFIC AND REGULATING THE USE OF PUBLIC STREETS ANDHIGHWAYS IN THE CITY OF HUTCHINSON, MINNESOTA,PRESCRIB£NG REGULATIONS RELATIVE TO THE PARKING OF VEHICLES UPON SUCH PUBLIC STREETS AND HIGHWAYS, PROVIDING FOR PURCHASE, ACQUIRING, INSTALLATION, OPERATION, MAINTENANCE, SUPERVISION, REGULATION AND CONTROL OF THE USE OF PARKING METERS, DEFINING AND PROVIDING FOR THE ESTABLISHMENT OF PARKING METER ZONES UPON THE PUBLIC STREETS AND HIGHWAYS, PROVIDING FOR THE PAYMENT THEREOF, PROVIDING FOR THE ENFORCEMENT HEREOF AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. The City Council of the City of Hutchinson ordains: That Section 17 of Ordinance 133 shall and hereby is amended to read as follows: When any person, firm or individual finding it necessary to occupy the streets adjacent to any parking meter or meters so that vehicles cannot park thereon, they shall make application to the City Clerk for the necessary permit entitling them to have a hood or a "Reserved Sign" placed on said meter or meters. Thefee for each and every meter so designated =hall be as follows: $ 0.50 per day; or 2.50 per week; or 8.00 per month; or 60.00 per year All Applications for yearly permits shall be approved by the City Council 4efore such permit shall be issued. All fees shall be paid to the Office of the City Clerk, Upon -payment of said fee the receipt for same shall be given to the applicant who will present same to the City Police Department, The City Police Department shall then place a hood or T1Reserved Sign" over the affected meter(s) for the length of time for which such permit is granted. Alderman Stearns seconded the motion of Alderman Johnson to introduce Ordinance No. 265 for its third and final reading. Upon roll call, all members present voted in favor of Ordinance No. 265, and it was declared passed on its third and final reading. Adopted by the City Council this 26th day of October, 1964, Motion was made, seconded and carried to approve the following applications for parking spaces, from November 1, 1964 through December 31, 1964, and then on a yearly basis: Dr. E. W. Lippmann Dr. Donald Brink Dr. L.H.Blackwell Alderman Fitzloff introduced Ordinance No. 266 for its first reading. ORDINANCE NO. 266 AN ORDINANCE ADOPTING ZONING REGULATIONS IN THE CITY OF HUTCHINSON,MINNESOTA The City Council of the City of Hutchinson ordains as follows: SECTION I. That Section 5-B (Map) of Ordinance No. 245 be amended so that as amended the same shall show as follows: The boundaries of these districts as shown on the map entitled "City of Hutchinson Zoning Map; which map is hereby made a part of this Ordinance, providid however, (a) That Lots 5,9,10 & 11, Park Subdivision according to the map or plat thereof on file and of record in the Office of the Register of Deeds in and for McLeod County, Minnesota, and the same is hereby designated as and hereby made a part of that District of said City Zoning Map, constituting the 11B-3 General Business District". Alderman Johnson seconded the motion of Alderman Fitzloff to introduce Ordinance No. 266 for its first reading. Upon roll call, all members present voted in favor of Ordinance No. 266, and it was declared passed on its first reading. Alderman Stearns introduced Ordinance No. 266 for its second reading: ORDINANCE NO. 266 AN ORDINANCE ADOPTING ZONING REGULATIONS IN THE CITY OF HUTCHINSON,MINNESOTA Alderman Johnson seconded the motion of Alderman Stearns to introduce Ordinance No. 266 for its second reading. Upon roll call, all members present voted in favor of Ordinance No. 266 and it was declared passed on its second reading. Discussion on curb and gutter on Bluff Street. Engineer Wilson was asked to contact the property owners to have them waive hearing if the work is to be done this fall. Engineer Wilson reported 75% of the grading work at the Municipal Airport has been completed. Motion was made, seconded and carried to approve placing a street light at Thomas Ave & Dale Street. Alderman Fitzloff made a motion that the City of Hutchinson enter into a three (3) year lease with Edwin B. Klapotz for the land at the Municipal Airport land for total rental in the amount of $5,500.00. Said lease on file in the Office of the City Clerk. Alderman Stearns seconded the motion of Alderman Fitzloff, and upon vote being taken, carried. The following petitions for street lights were presented: Third Ave SW & Pishney Seventh Day Adventist Church - N. Entrance & Main Street Motion was made, seconded and carried to refer these petitionsto the Engineer. Alderman Fitzloff made a motion to grant a Special Permit to re -locate a sign from 136 Main Street N to 36 Main Street North. Alderman Johnson seconded the motion of Alderman Fitzloff, and upon vote being taken, carried. Alderman Stearns made a motion to purchase and IBM Electric Typewriter for the City Clerk's office. Alderman Fitzloff seconded the motion of Alderman Stearns, and upon vote being taken, carried. ORDINANCE NO. 267 AN ORDINANCE ESTABLISHING AND ADOPTING SEWER AND WATER RATES AND CHARGES BY THE CITY OF HUTCHINSON. SECTION I. Ordinance No. 180 relating to the establishment of water rates, and, Ordinance No. 189 fixing the deposit fee for water connections, and Ordinance No. 204 establishing and adopting rates and charges for the use of the sewage system and sewage disposal plant of' the City of Hutchinson, and, Ordinance No. 225 relating to the establishment of a penalty for delinquent payment of water rentals, are hereby revoked in total and superseded by this ordinance. SECTION 11. Except as to minimum rate and except as herein otherwise provided, the sewage disposal charge and rates fixed by this Ordinance shall be based on the water reading for the third quarter (October 1 through December 31) of each fiscal year. SECTION IV. The three-month billing period referred to herein shall be as follows: January 1 through March 31 July 1 through September 30 April 1 through ,June 30 October 1 through December 31 SECTION V. All water and sewer income and rental charges received by the City shall be deposited in the water and sewer account, and all operati.> expenses incurred by the Water and Sewer Department shall be deducted therefrom. Discussion on the petition for watermain extension to Peterson School Addition. Engineer Wilson read a report on procedure. No action taken. Discussion on the sanitary land fill operation at the dump. The hours were changed to 8;00 A.M. to 6:00 P.M. Monday through Saturday. The dump will be closed on Sundays effective November 1, 1964. Engineer Wilson read a proposal on repair of the dam. This was turned down XXXXXXk as too costly.
