X67, RELATING TO SEWER AND WATER CHARGES BY THE CITY OF HUTCHINSON THE CITY COUNCIL OF THE CITY OF HUTCHINSON ORDAINS: Section I : That Section V of Ordinance No. 267 be and the same is hereby amended so that as amended the said Section V shall, and hereby is deleted, voided and removed in total from said ordinance. Alderman Linder seconded the motion of Alderman Kost to introduce Ordinance No. 274 for its third and final reading. Upon roll call, all members present voted in favor of Ordinance No. 274 and it was declared passed on its third and final reading. Adopted by the City Co uncil this 13th day of September, 1965. Mr. McCombs of McCombs & Hanson, Engineerq, Buffalo, Minn. was present to discuss construction of a new dam. He presented three types of construction: Rock fill dam, estimated cost $45,600 Concrete dam, estimated cost 55,800 Fabridam, estimated cost 67,500 Discussion of the tkree types of dams. Alderman Kost made a motion to instruct the consulting engineer to proceed with plans for the rock fill construction, proposal no. 1. Alderman Linder seconded the motion of Alderman Kost, and upon vote being taken, carried. Mr Lars Lerberg, Harold Popp and Jake Plowman of the Park Board were present. Mr Lerberg gave a report of wokk that had been done the past year, and plans for the future for the park department. He stated they are trying to keep their budget down, but each year their department has more areas to take care of - Burns Manor, the Airport, and additional parks. He stated this will require additional help and equipment. Mr Harold McCoy was presentm& in regard to building McCarthy's Drive -In on Fourth Ave NW. He asked the council to a$$wt approve his building permit so construction could get started as soon as possible. He was informed the council could not pass on the permit until this property was rezoned- to commercial. Gordon Frank of Frank Motor Co., Adams Street South was present to ask permission to move his carport from the present location north of his garage to a location south and west of his garage on the same property. Alderman Kost made a motion to approve moving the carport to the new location subject to engineer approval. Alderman Hanson seconded the motion of Alderman Kost, and upon vote being taken, carried. Ben Stolpman owner of a private rubbish service in Hutchinson was present to discuss operation of the dump by a private operator on a lease basis. No action taken. Discussion of Specifications for a new truck for the street department. Alderman Kost made a motion to advertise for bids for a new Inatzk dump truck for the street department. Bids to be opened at 8:00 P.M. September 27, 1965. Alderman Linder seconded the motion of Alderman Kost, and upon vote being taken, carried. Discussion for the need for an End Loader. It was decided to plan for this equipment in the budget for the coming year. -5 - Discussion on a request for a street light on Jorgenson Street South which was made last year before the street improvement was started. Motion was made, seconded and carried to refer this request to the Engineer for a report. A petition was presented, signed by three property owners, for the improvement of Sherwood Street between Bradford Street and 327' West of Jorgenson Street, by permanent street and curb and gutter. Motion was made, seconded and carried to table this petition for the present. A request for sewer and water connection from the Church of Christ, Roberts Road was presented. After discussion it was decided to wait until the church could be service from Roberts Raod. At present the service would come from Larson Street and would be costly. Motion was made, seconded and carried that the following building per mits be granted: Bernie Pederson - 156 - 10th Ave NE House & attached garage - Pt of the S 132' of Lot 75 Lynn Add to the City of Hutchinson, 513 ft west of NE corner of Lot 75 Harold Odegaard - 1020 Roberts Road House & attached garage - Lot 9, Roberts Aaeef Gordon Frank - 595 Lynn Road Addition to present building(Frank Motor Company) - Adams Street South Addition - Lot 3, Lot 2, Clay's Subdivision of Lot 6, Block 1, Mortensons Add. (subject to Engineer approval) Motion was made, seconded and carried to approve the following application for rezoning: Wm & Orville Holmquist - Hutchinson Re -zone from R-1 to B-3 the following lots: Lots 4 and 5, Blk 22, NZ of City and Lot 1, B1k 24, NZ of City The above rezoning was recommended by the Planning Commission, and the fee of $5.00 paid. /Motion was made, seconded and carried that the following application for a building permit be tabled: Frank Janousek - 26 Jefferson St N Commercial building - 43 North Main St - N 10 ft of S 20 ft of Lot 10,B1k 49 thereupon Alderman Linder introduced Ordinance No. 275 for its first reading: ORDINANCE N0. 275 AN ORDINANCE PERTAINING TO THE AMENDMENT OF ORDINANCE NO. 245 CONCERNING ZONING REGULATIONS IN THE CITY OF HUTCHINSON The City Council of the City of Hutchinson hereby ordains: The following described real property is hereby rezoned from "R-1", Single Family and Two Family Residential District, to "B-3", General Business District: Blocks 22, 24 and 25 of the North Half (N2) of the City of Hutchinson and Block 23, except Lot 2 of the North Half (NZ) of the City of Hutchinson. It was then decided that similar action and planning should begin on the new ;North East Park and Playground area. xd� Luverne Wiley, Treasurer of the Church Softball Leag ue was present at Hurt's Discussion request. centered around the development of the softball area and the over all organization of the Softball Church Association. rip. Wiley was asked to come because of his sincere interest in this activity. Hurt pointed out how some misunderstandings had developed and how some of the members of the association had failed to cucperate w-ith the overall planning of this group. Lt was felt that this could be corrected with a fall meeting of the members of this group where all items of discussion could be laid on the table for discussion. Hurt pe-nted out that he had contacted the President of the Ministemia_1 Association and they had a ,a iscussion 1kKXM= at their Tuesday meeting, The ministerial group had been informed the y of need for an appointed representativeirom each church to at least attend the organizational meetings in the fall. Actually the real need has been identified as more adult leadership in this association. A ., 7:30 P.M. meeting has been set for Tuesday September, 28th.-- Also, Hurt pointed oat *,hht he had again made all the necessary arrangements for volleyball for the church for s _ group this year. Howevers he fine's that this group did not make payment for the gym rentalor last year because some church groups had .f�.11ed to pay the $9.00 fee for the season. To remedy this he has called a meeting for Tuesday evening at 8:30 PDQ and Loren Olson bas agreed to serve as terporary chairman for the group and that they will try to organize this group with s separate set of officers. The recreation. Board agreed that if we continue to support this group in p providing lights and a field we shall expect advance payment of dues 4 prior to the season each year. The league will then be set up by the officers in charge for those who have completed their registration.---------__ Ref! Hurt had meet with the officers of this group- they :Vere asked to list and point what they felt were the next best roves we could take to make th,- River Area more functional as a City Park and Recreation Area. Their sugestions will be included in their season report to the recreation board. Don Kost briefly discussed the development as far as the dam was concerned and then discussion centered around dredging and levelir, of the area at the Millpond as well as making the necesary repairs rA the diving tower. Hurt pointedb out that the funds in the Recreation Budget allocated for the Millpond awim program were untouched and now that something definite was in the hopper on the ram it was necessary that we make the best use of these funds for the good of our program. It was agreed that the Swim Program sub -committee consisting of Atilt Brinkman, Dr. Miskoff and. Ivan Hurt study this area and make the necessary arrangements to restore and improve this area before spring of 1966. Hurt pointed out that there had been a meeting of the minds of the City Engineer, Fred Roberts and members of the Recreation Board on some temporary plans for this area. AAmotion by Mrs. Popp second by Graf and passed athat the Recreation Committee on Finance, consisting of Dr. May, Lon Kost and Ivan Hurt, meet to set up the budget for the 1966-67 year and submit this to the city council early for their consideration, Motion by Youmansp second by Kost, that Ivan Hurt and Fred Roberts attend the fall Warks and recreation meeting in Minneapolis which is scheduled for October. Hurt reported that the fall program was well underway - inspite of the weather- he pointed out that it was necessary to purchase some additional football equipment. 117 boys have registeded for the fall program. A clinic will be held this Saturday on Football with Coach Snyder in charge. The Annual P.PK. contest will be held on October 9th with Plowmans and Youmans Xf CocaCola providing refreshments for all participants. A family night for the parents c'' the boys in the fall program will be held at the High School Field under the lights in October- 6#30 P.M. to 8:30 P.P. to be announced in the leader. All arrangements have been made for the winter program beginning in December and running into March. Monday, September 20, 1965, in the Council Chambers at C i L:y Hall. Present were Charles Carlson, Floyd i;oei , Curt Schafer; Lloyd Torgrimson, Clinton Tracy, A. J. Thompson, and City Engineer Roger Josephson. Absent was Harry Hanson. Minutes of the meeting of August 16 and the special meeting of August 30, 1965, were read Lind approved. APPLICATION FOR VARIANCE NO. 450. Mr. Myi-on 1. Thomson presented a request for variance in rear yard setbacks fora proposed addition to his present garage at 355 W. P i slurcy Lane. Assistant Engineer Josephson reported that the plan as proposed, including the new addition, would be within the floor -area -ratio required under the zoning ordinance. Motion was made by Floyd Hoel, seconded by Dr. Schid er, that the Planning Commission recommends to the City Council th.0L this application for variance be allowed, on the basis of' plans as presented by Mr. Thomson. Motion carried. APPLICATION FOR .SPECIAL PE&MIT NO. 464. Three signs at Lot 1, Block 24, N 1/2 City, by Harold J. McCoy and George Harrison (McCarthy's Hamburger Shop) . Ina-iiiuch as these signs would be constructed in the highway department right-of-way, Mr. McCoy was asked to contact them for their regulations before the Planning Commission makes any recommendations on this application. FROEMMING LAND SURVEY. Present were James Reid, Gene Hyman Sr. Steven Reid, Richard Zavorai, and Russlic, Froemming. Mr. Reid and Mr. Hyman pre- sented a proposed plat for the property lying south of Century Avenue, in- cluding continuation of existing streets in the City of Hutchinson. Members absent: Alderman Hanson, Johnson; __-__ Smith, Attorney Schantzen Mayor Fitzloff called for bids Publication No. 949 for Aerial Ladder Truck for the Park Board. There was one bid --- Chas. Olson & Sons, Inc. Pillsbury at Lake Street Minneapolis, Minnesota 55406 Certified Check $125.00 Bid --- $ 2500.00 Present from the Park Board were Lars Lerberg, Harold Popp, Fred Roberts, Jake Plowman. Jake Plowman made a motion, seconded by Lars Lerberg, that the Park Board recommends to the City Council that this bid be accepted and the equipment purchased from Park Board funds. Passed. Motion made by Alderman Linder, seconded by Alderman Kost, that the City Council accepts the Park Board recommendation and purchases the aerial ladder truck from Chas. Olson & Sons. Motion carried.
