CALL TO ORDER Chairman Cone called the meeting to order at the hour of 7:30 P.M. Members present: Milt Lueneburg, Laurel Olson, Marlin Torgerson, and Clint Tracy in addition to Chairman Cone. Members absent were: Sherry Hukrlede and Thor Skeie. Also present: Administrative Assistant Fleetham and City Engineer Priebe. 2. MINUTES On motion by Marlin Torgerson, seconded by Clint Tracy, the minutes of the regular meeting of January 20, 1976 were approved as mailed. Motion carried unanimously. 3. PUBLIC HEARINGS (a) CONSIDERATION OF ORDINANCE ESTABLISHING FLOOD PLAIN REGULATIONS At 7:40 P.M., Chairman Cone declared the hearing open. Mr. Tom Lutgen of the Department of Natural Resources was present and outlined the requirements for a flood plain ordinance. He answered questions regarding interpretations and enforcement of the ordinance. He further suggested that the City might find it better to incorporate required provisions in our existing zoning ordinance rather than adopt a flood plain ordinance as an addendum to the zoning ordinance. It was then moved by Laurel Olson, seconded by Clint Tracy to continue the hearing to March 16, 1976. (b) CONSIDERATION OF AMENDING ORDINANCE NO. 464, ZONING REGULATIONS, SECTION 6.05, RELATIVE, TO DESIGNATION OF THE BODY THAT SHALL HAVE THE POWER TO GRANT VARIANCES Chairman Cone at 7:32 P.M. declared the hearing open. Administrative Assistant Fleetham explained the proposed changes. Mr. Neil Jensen was present and stated that he had the understanding that a new board was being established, but was incorrect and therefore, he had no objections to the.proposed amendments. There being no one else present wishing to be heard, the hearing was declared closed at 7:35 P.M. It was then moved by Marlin Torgerson, seconded by Laurel Olson to recommend approval to the City Council. Motion carried unanimously. (c) CONSIDERATION OF A REQUEST TO VACATE A PORTION OF SUPERIOR STREET. At 7:36 P.M., Chairman Cone declared the hearing open. Administrative Assistant Fleetham indicated the section of the street proposed for vacation. There being no one else present wishing to be heard, the hearing was declared closed at 7:37 P.M. It was then moved by Milt Lueneburg, seconded by Marlin Torgerson to recommend approval 7c. . Planning Commission minutes, February 17, 1976 of the proposed vacation to the City Council. Motion carried unanimously. (d) CONSIDERATION OF AMENDING SECTION 8.06 & 8.07 TO ALLOW HOSPITALS AND CLINICS IN A C-3 & C-4 ZONING DISTRICT Administrative Assistant Fleetham requested withdrawal of this amendment since the requirement is already in the zoning ordinance. The request was then ordered filed by the Chairman. 4. NEW BUSINESS (a) REQUEST FOR CONDITIONAL USE PERMIT - FARMER'S ELEVATOR ASSOCIATION After discussion, it was moved by Milt Lueneburg, seconded by Laurel Olson to set public hearing to consider said request for March 16, 1976. Motion carried unanimously. (b) REQUEST FOR CONDITIONAL USE PERMIT - HUTCHINSON UTILITIES COMMISSION After discussion, it was moved by Milt Lueneburg, seconded by Marlin Torgerson, to set public hearing to consider said request for March 16, 1976. Motion carried unanimously. (c) REVIEW OF PARKS AND PLAYGROUNDS SCHEDULE A memorandum from City Engineer Priebe recommending a 10% overall increase was reviewed. It was the concensus of the Commission said increase would be in conformance with the increase in land value since 1971 at which time said schedule was adopted. After discussion, it was moved by Clint Tracy, seconded by Milt Lueneburg to recommend to the City Council that the Parks and Playgrounds Contribution Schedule be increase 10%. Motion carried unanimously. (d) CONSIDERATION OF AMENDING THE ZONING ORDINANCE TO RECOGNIZE CONFORMATION WITH THE 1962 ZONING ORDINANCE Administrative Assistant Fleetham stated said amendment would allow certain expansions of current non -conforming structures /by Conditional Use Permit when that structure is in compliance with the 1962 Zoning Ordinance and when it is determined in the best interest of the City and the Public. After discussion, it was moved by Marlin Torgerson, seconded by Laurel Olson, to set public hearing for March 16, 1976. Motion carried unanimously. (e) ELECTION OF OFFICERS Chairman Cone called for the annual election of officers and declared the nominations open for Chairman. Milt Lueneburg nominated Tom Cone. Marlin Torgerson then moved that the nominations for Chairman be closed and a unanimous ballot be - 2 - Planning Commission minutes, February 17, 1976 casted for Tom Cone for Chairman of the Planning Commission. Laurel Olson seconded the motion and all present voted "aye" and the motion carried. Chairman Cone called for nominations for Vice Chairman. Marlin Torgerson nominated Sherry Hukriede. Clint Tracy moved the nominations be closed and cast a unanimous ballot for Sherry Hukriede as Vice Chairman of the Planning Commission. Milt Lueneburg seconded the motion and all present voted "aye" and the motion carried. Chairman Cone called for nominations for Secretary. Laurel Olson nominated Thor Skeie. Milt Lueneburg moved the nominations be closed and cast a unanimous ballot for Thor Skeie as Secretary of the.Planning Commission. Laurel Olson seconded the motion and all present voted "aye" and the motion carried. (f) REVIEW OF JUDSON WOODS PLAT Mr. John Korngiebel was present and informed those present thatthe plat was not recorded within the 90 day period and inquired if the City would accept it now or if he would have to go through the Preliminary and Final Plat procedure again. It was the concensus of the Commission that the plat be reviewed at the regular meeting of March 16, 1976. 5. ADJOURNMENT There being no further business to come before the Commission, the meeting was declared adjourned at 9:36 P.M. on motion by Milt Lueneburg, seconded by Marlin Torgerson and carried unanimously. - 3 - MINUTES SPECIAL MEETING - HUTCHINSON PLANNING COMMISSION WEDNESDAY, MARCH 3, 1976 1. Vice Chairman Tracy called the meeting to order at the hour of 12:05 p.m. Members present: Sherry Hukriede, Thor Skeie, and Milt Lueneburg in addition to Vice Chairman Tracy. Members absent: Chairman Cone, Laurel Olson,and Marlin Torgerson. Also present: Administrative Assistant Fleetham. 2. Administrative Assistant Fleetham presented a request by Mr. Emmet McCormick to vacate a utility easement between Lots 3 and 4 of Block 2 of Stoney Point Second Addition to allow him to build a house on the aforementioned lots. After discussion, it was moved by Sherry Hukriede, seconded by Clint Tracy to set Public Hearing for March 16, 1976 for vacation of said easement. Motion carried unanimously. 3. There being no further discussion, the meeting was declared adjourned at 12:10 P.M. on motion by Thor Skeie, seconded by Sherry Hukriede and carried unanimously. MINUTES OF THE PARK & RECREATION BOARD MEETING FEBRUARY 4, 1976 The Regular Meeting of the month for the Park and Recreation Board was held on February 4, 1976 at 7 P.M. Present were; Dr. Chernausek, Larry Morrissette, Jim Corson, Spencer Beytien, Frank Fleetham, Fred Roberts, Grace Sanstead, and Suzie Clarke. Minutes of the January meeting were read by Acting Chairman, Dr. Chernausek, and were approved by Mr. Corson, seconded by Mr. Morrissertel an "aye" vote by all members followed. Fred Roberts, Park Superintendent read his report for the month, some repair and maintenance work was done at the Armory, besides the regular winter repair and snow clean-up. Also, reported that two (2) Park Shelters were under construction in the South Park and that the finished date is set for April 1st. A meeting is to be held in Minneapolis on Tuesdays February 10F° on the trail, after consulting with Mr. Miller beforehand. They have cleared some dead branches out of the area and it is understood motorized vehicles and building will not be allowed there. Fred stated that the Flag Pole contributed by the Girl Scouts will be placed in the Girl Scout Park, located Southwest of Main Street Bridge, by March 3rd, Frank Fleetham, Asst Administrator said adequate lighting will be provided. It was reported by Mr. Morrissette after following a trip to the cities that Recreation Director, Rod Keith's condition was much improved and that he was expected to come home this coming Saturday. Motion was made by Mr. Morrissette, seconded by Mr. Beytien to accept Mr. Roberts monthly report, an "aye" vote followed by all members. Mr. Fleetham reported that roller skating crowds were good, but that the maintenance has been poor and will have to be reported to Mr. Hupenbecker. He mentioned also the possibility of First Aid Classes being conducted in the Armory. Fred commented that the report on Chairs for the Armory made by himself and Mr. Keith will be carried over to the March meeting, due to Mr. Keiths absence. The meeting was adjourned by Acting Chairman Dr. Chernausek after a motion had been made by Mr. Corson and seconded by Mr. Beytien.
