WHEREAS, the City of Hutchinson and the State of Minnesota, Government Manpower Offices have agreed principle that the City of Hutchinson shall provide office space in the "Old" Armory at First Avenue, S.W. and WHEREAS, the State of Minnesota, Goverment Manpower Offices has agreed to accept said office space on a "as is" basis. - NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON, MINNESOTA: THAT the City of Hutcinson hereby agrees to provide said office space at a rate of $80.00 per month. Hegrenes; Philip Graves, Administrator; Charlotte M. Block, Director of Administrative Services Absent: None President Otterness called the meeting to order. Tom Olson, Director of our Mental Health Unit, presented the progress of the unit. Mr. Olson told the group of the increased utilization of the unit with the steady growth during the last six months. He felt that the attitude change of the unit's staff, the hiring of psychiatrist, John Fluegel, M.D., the articles to.the newspaper and the increased community involvement were some of the factors relating to the increased utilization. Otterness, speaking for the Board, emphasized the support from the Hospital Board of the Mental Health Unit and the services the unit provides for the community. Motion by Natwick, seconded by Juul, to approve the minutes of past meetings l as presented. Motion passed. Graves reviewed the.statistical report, accounts payable, financial reports, Medical Staff Minutes, Nursing Report, Inservice Report and Director of Administrative Services Report. Motion by Goebel, seconded by"Juul, to approve and pay accounts payable. Motion passed. Graves reported to the Board of the conflict with Glencoe Hospital; the changing of vendors for I.V. solutions, at a cost savings of $9,000 yearly; the computer problems causing accounts receivable to be higher,at the present time; the employing of Dave Larson on a temporary basis to assist with the redesigning of some forms for departmental communications to the computer; the promotion of Dennis Anglin to Chief Engineer, and the IBM Meeting in California. Motion by Haag, seconded by Natwick, to establish a Hospital Auxiliary and the purpose of this organization shall be to render services to Hutchinson Community Hospital and its patients and to assist the hospital in promoting the health and welfare of the community in accordance with objectives established by the institution: Motion passed. Motion by Natwick, seconded by Haag, to accept the Auxiliary bylaws as presented. Motion passed. At 7:00 PM, pharmacists Joe Wesley and Chuck Carlson, representing the community's pharmacists presented the group's thinking regarding the establishment of a �- pharmacy in the attached doctor's building. After discussion was held, it was decided that we would research ways of reducing rental costs. Graves will report at the next regular Board Meeting. `\r HUTCHINSON COMMUNITY HOSPITAL REGULAR BOARD OF DIRECTORS MEETING April 27, 1976 �- Discussion was held regarding the April 9, 1976, bomb scare; rate reivew; Dr. Thompson, Ophthamologist, renting space in the new clinic with a 10 -year lease; Dr. Billman's-0phthamologist success as a membe% of the Medical Staff and equipment requests for the types of surgery both Dr. Billman and Dr. Thompson will be performing. Motion by Goebel, seconded by Juul, to recommend to the Medical Staff that it should conduct further study and action concerning podiatrist's privileges and to suggest a meeting of the Medical Staff and podiatrists be held. Motion passed. Motion by Natwick, seconded by Goebel, to grant allied health privileges to Sam Scholl. Motion passed. Motion by Natwick, seconded by Goebel, to grant active hospital privileges to Dr. John Fluegel, Psychiatrist. Motion passed. Motion by Mullan, seconded by Goebel, to grant allied health staff privileges to Beth Sundberg. Motion passed. Motion by Goebel, seconded by Juul, to grant allied health staff privileges to William DePetro. Motion passed. Motion by Natwick, seconded by Juul, to renew dental, allied and medical staff applications. Motion passed. See attached. Motion by Juul, seconded by Mullan, to recommend Reverend David Natwick for reappointment to the Hutchinson Community Hospital Board of Directors for one full term. Motion passed. A possible conflict of interest was again discussed concerning the clinic construction and board member, Virgil Goebel. It was suggested that Mr. Goebel speak with legal council directly concerning the matter. Trustee Seminars were discussed. The possibility of holding a Trustee Conference here in Hutchinson will be researched. Motion by Goebel, seconded by Natwick, to pay $5,225.30 bill to Horty, Elving and Associates. Motion passed. Graves advised the Board of the May 10, 1976, trial notice of the Hoffman case. We have been advised to contact the people involved in the suit. Motion by Mullan, seconded by Natwick, to increase the Administrator's salary by 11%. Motion passed. Motion by Juul, seconded by Mullan, to adjourn the meeting. Motion passed. Block, Director Virgil Goebel Administrative Services Secretary Recording Secretary CMB:VG:lkz ' 5-14-76 BURNS MANOR MUNICIPAL NURSING HOME Minutes April 1976 The Board of Directors for Burns Manor Municipal Nursing Home met April 14, 1976, at Burns Manor, 12:00 noon, president Heinz Fruck presiding. All members were present except H. Jones. Arthur Gustafson, Administration intern was also in attendance. A motion by L. Ulrich, seconded by H. 74eleny and carried, approved the minutes of the previous meeting. A motion by E. Miller, seconded by R. Westlund and carried, approved the bills aF- presented, a copy of which is attached to the minutes on file and made a part thereof'. The administrator advised that due to a registration error, dietary personnel was omitted from the spring classes at HAVTI, but will be included in the fall classes. A motion by L. Linder, seconded by E. Miller and carried, authorized the pur- chase of white rocks to be filled in around trees. W. Kurth gave a financial report on the prior years showing a $120,622.12 operational loss. The administrator reported on agreements for construction, repairs alterations etc., made, but not necessarily completed in the fiscal year 1975-1976, e.g. : Kitchen Ventilation System, draperis for Annex, Fuel Tank (burying and hook up), dryer, and ceramic tile. Tentative anticipated improvements for 1976-1977 fiscal year include: Office remodeling, including furniture and quipment, $20,000.00 - $25000.00; Reynolds Accounting system, $500.00; drapes for the old wing, $8000.00; furniture for both sun porches, dining room and main sitting room; kitchen floor, $1000.00; painting all rooms $2100.00; a new Van $7500.00 plus $2500.00 for hydraulic lift. There will also be the additional thirty cents (30¢) per hour salary increase for all eligible employees effective January 1, 1977, to be included in the 1976-1977 budget. A motion by L. Ulrich, seconded by L. Linder and carried approved the suggested tentative improvements budgeted for 1976-1977 fiscal year. The administrator was authorized to contact Donald Peterson, Merilyn Danielson, and Gene Betker for estimates on office remodeling. Eldon Willard will be consulted on removal of wall between laundry and barber shop. A motion by H. Zeleny, seconded by R. Westlund approved the acceptance of Burns Manor Municipal Nursing Home's Utilization Review Plan. The administrator, Mrs. Geier, informed the Board that ICF, rates had been increased thirtycyento (300) retro -active to January 1, 1976. Skilled care rates remain the same. ,U Y 7 April 1976 Minutes A motion by E. Miller, seconded by L. Linder and carried, allowed $60:00 tuition paid for Shirley Sheppard, Dietary Department, for a correspondence course relatir'; thereto. The administrator reported regarding problems the staff was having with the family of Earl Skoog. A motion by L. Linder, seconded by E. Miller and carried,approved writing off the following accounts: Ray Lyman $45.60 John Lorence $24.80 The administrator reported that duet yinclement weather, alterations had not been made to assure same level of pavement and sidewalk so building is accessible for the physically handicapped; that Rockite had been contacted and the job will be completed as soon as weather permits. She also stated that to date she had been unable to ascertain federal requirements for the blind. Burns Manor does provide twenty four (24) hour surveillance of patient's safety and the personnel is instructs, on procedures to be followed in event of any disaster. Burn Manor has a disaster plan. Due to lack of time the review of Burns Manor Policies was tabled for future consideration. On motion by R. Westlund, seconded by H. I have received a notice from the State Highway Department that the City must update its program that we initially submitted two years ago. It is required that we advertise and hold a hearing to afford Public participation on this program.
