03-14-2011 PACMCity of Hutchinson — Public Commission March 14, 2011 3:30 PM City Center Members Present: Tom Wirt, Terry Kempfert, Joanne Willmert, Audrey Hollatz, Dolf Moon, Dan Jochum, Lena Mowlem, Eric Yost Guests: Nancy Fasching Call to Order 1. Additions to agenda. a. None. 2. Approval of Minutes — February 10, 2011. a. Approved Willmert / Hollatz. Old Business 1. Discussion with Art Videen a. Location i. SWIF is first choice; what is our alternate location? ii. Dolf, Tom and Art took a "field trip" and looked at sites. iii. Cenex site, Odd Fellows, Museum Site, Girl Scout Park, Hutch Utilities, Ridgewater College were all considered. iv. Motion was made to select Girl Scout Park as alternate site — south of the Main Street Bridge. Kempfert /Mowlem. Defeated. v. Motion was made to select Girl Scout Park as the primary location. Willmert /Mowlem. Approved. vi. We felt it would be visible, parking is available, it may bring people into downtown, it is close to the river. b. Design i. Art described his vision and plans for the project. ii. Hutchinson River Horse 1. Stainless steel and aluminum sculpture 2. 25' high by 22' wide by 5' deep 3. River rock base c. Budget for the project i. Materials and supplies - $10000 ii. Metal finishing - $15000 iii. Subcontracted artist labor - $10000 iv. Rent & business expenses & delivery - $5000 v. Artist fee - $10,000 vi. Total Cost - $50000 vii. Solar panel, LEDs will add about $5000; base or foundation is not included, landscaping not included. Estimate another $10000 for completion. d. Funding of Hutchinson PAC Gateway Project— Legacy Grant is a possibility. e. Money from city is up to $40000; Legacy Grant has been added by SMAHC (deadline for pre -app approx. April 16). This would be a good fit so we have a good chance to receive about $20000 if it is approved. f. Next steps i. Art will provide a contract to start the project. Completion within 100 days. He requires 1/3 down at signing, then 1/3 in a construction account, the final 1/3 upon completion. ii. Engineering will need to be consulted. iii. Tom will write a grant proposal for Legacy Grant. Condition of grant would be we could not disburse any funds until July 1. Motion made to apply for grant. Mowlem/Kempfert. Approved. iv. Consultation with city attorney. v. Presentation to City Council on April 12. vi. Subcommittee to keep project moving is Lena, Joanne, and Audrey. 2. Police and Fire Department Project Updates a. No update at this time.
