Regular Meeting
December 22, 1995
All Commissioners were present; also present were Mgr. Kadrmas and Counsel
Prochnow.
President Cornell called the meeting to order at 1:00 p.m.
The minutes of November 27, 1995, regular meeting were reviewed. A motion was
made by Commissioner Gilmer, seconded by Commissioner Ackland to approve the
minutes as written. Motion was unanimously carried.
The November payables were discussed. A motion was made by Commissioner
Ward, seconded by Commissioner Ackland to accept the November payables in the
amount of $1,515,281.01 (detailed listing in payables book). Motion was
unanimously carried.
The 1995 year -to -date (thru November) financial and budget reports were reviewed.
A motion was made by Commissioner Ackland, seconded by Commissioner Carls
to accept the financial and budget reports. Motion was unanimously carried.
John Webster, Natural Gas Superintendent, reviewed anti -drug plan and alcohol
misuse prevention programs. After discussion, a motion was made by
Commissioner Ward, seconded by Commissioner Gilmer to approve RSPA - Part
One Anti -Drug Plan and Alcohol Misuse Prevention Program and to approve FHWA
Part Two Anti -Drug Plan and Alcohol Misuse Prevention Program - both plans are
effective January 1, 1996. Motion was unanimously carried. A motion was made
by Commissioner Carls, seconded by Commissioner Ackland to approve the
resolution (copy attached) to amend the Hutchinson Utilities Commission's
employee manual. Motion was unanimously carried. A motion was made by
Commissioner Warta, seconded by Commissioner Gilmer to rescind previous anti-
drug program. Motion was unanimously carried.
Mark Flaten from American Risk Services was welcomed to the meeting. Mr. Flaten
discussed workers compensation insurance. The Commission asked Mark Flaten
to get three quotations for workers compensation insurance for Hutchinson Utilities
classifications. After discussion, a motion was made by Commissioner Carls,
seconded by Commissioner Gilmer authorizing Mark Flaten to change Hutchinson
Utilities workers compensation insurance date from July 1 to January 1 to receive
new rate schedule for workers compensation coverage with League of Minnesota
Cities. Motion was unanimously carried.

Discussed call for bids for overhaul unit #8 gas turbine. After discussion, a motion was
made by Commissioner Carls, seconded by Commissioner Ackland to advertise for bids
for overhaul unit #8 gas turbine. Motion was unanimously carried.
John Webster, Natural Gas Superintendent, and "Butch" Wentworth, Electric
Superintendent, were present to update the Commission on work their departments
accomplished in 1995. Mgr. Kadrmas gave the power production report (reports
attached).
The proposed union contract (copy on file) which will be effective January 1, 1996, thru
December 31, 1998, was reviewed. The contract has been accepted by the union. After
discussion, a motion was made by Commissioner Gilmer, seconded by Commissioner
Carls to ratify the proposed union contract and attached wage exhibits between
Hutchinson Utilities Commission and International Brotherhood of Electrical Workers.
Motion was unanimously carried.

Commissioner Ackland asked about performance review for general manager. President
Cornell stated that the president and vice president of Hutchinson Utilities meet with the
general manager for a verbal performance review. After discussion, a motion was made
by Commissioner Ackland, seconded by Commissioner Carls that the general manager's
performance reviews be written and the percentage increase for wages be presented to
the Commission for approval. Motion was unanimously carried.
There being no further business, a motion was made by Commissioner Ackland, seconded
by Commissioner Gilmer to adjourn the meeting at 3:40 p.m. Motion was unanimously
carried.

FOR
UNIT #8 GAS TURBINE, MAJOR INSPECTION
MUNICIPAL ELECTRIC UTILITIES
HUTCHINSON, MINNESOTA
Notice is hereby given that the Hutchinson Utilities Commission of the City of
Hutchinson, Minnesota, hereinafter referred to as the Owner, will receive sealed Bids at
the Hutchinson Utilities office until 2:00 P.M. on the 24th day of January, 1996, and will
publicly open and read aloud such Bids on the following work and equipment:
"UNIT #8 GAS TURBINE, MAJOR INSPECTION"
Proposals shall be properly endorsed and delivered in an envelope marked, "UNIT
#8 GAS TURBINE, MAJOR INSPECTION" and shall be addressed to: Hutchinson Utilities
Commission of the City of Hutchinson, Minnesota 55350.
All proposals shall be submitted in duplicate on the Bidder's own letterhead in
facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal
Form enclosed with the Specifications by typing the official name of the Bidder at the top
of the form.
Each Proposal shall be accompanied by a Bid Bond, made payable to the
Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, in the amount of five
percent (5 %) of the Bid, as a guarantee that the Bidder will enter into the proposed
Contract and provide a Performance Bond after his Bid shall have been accepted.
The successful Bidder shall furnish a Performance Bond in an amount equal to one
hundred percent (100 %) of the Contract price to the Owner prior to the approval of the
Contract.
No Bidder may withdraw his Bid or Proposal for a period of thirty (30) days after
date of opening of Bids.
At the aforementioned time and place, or at such later time and place as the Owner
then may fix, the Owner will act upon Proposals received and with its sole discretion may
award Contract(s) for the furnishing of said equipment.
The work shall be started within ten (10) days after award of Contract(s).
Specifications and Plans are available at the Office of the Hutchinson Utilities, 225
Michigan Street, Hutchinson, Minnesota 55350.
The Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, reserves
the right to reject any and all bids.

MAJOR PROJECTS - 1995
Installation of Odorant Infection System
The natural gas department installed an odorant injection system to
provide precise odorant to natural gas ratios. The Department of
Transportation mandates that all natural gas utilities maintain their
odorant to natural gas ratio between 0.5 and 1.0 lbs. per million
cubic feet. Odorant injection is a very critical issue when it comes
to litigating a lawsuit resulting from a natural gas fire or an
explosion.
The past method of encapsulating odorant into the natural gas
stream consisted of a "wick style" odorizer. This method relies on
the natural gas absorbing the odorant from a wick. Injection rates
from this method of odorization can vary from 0.5 Ibs /MMcf to 1.25
Ibs /MMcf within a one week period, due to weather, gas flow, etc.
The injection system recently installed by Hutchinson Utilities is
driven by a computer. As the natural gas flow rate increases, the
pump injection rate is increased to maintain the preprogrammed
injection rate of 0.75 Ibs /MMcf.
The system has been installed for approximately five weeks as of
this time and it appears to be performing beautifully.
2. The City of Hutchinson will be installing a new bridge on Bluff
Street, crossing the Minnesota river. The natural gas department
had in the past installed two 8" steel lines, one operating at 50
psig, the other operating at 25 psig, onto the bridge structure. Both
lines were located on the east side of the bride. Due to the
construction of a new bridge and subsequent removal of the old
bridge, the natural gas department was forced to remove the two 8"
steel lines from the bridge structure prior to the bridge demolition.
As a practice, natural gas systems should not be installed as an
attachment to a bridge structure. Road salt is very corrosive to the
steel line, pedestrian traffic is normally abusive to any structure
attached to a bridge, and a serious car accident could result in a
fire, explosion, outage or a combination of all three.
The Hutchinson Utilities natural gas department instead, install
new 8" polyethylene mains under the river bed. High density
polyethylene was used for the 50 psig line to allow for future
uprating potential to as high as 90 psig. Medium density
polyethylene pipe was installed for the 25 psig line to also allow for
possible future upratings to 60 psig.
Aconite Inc. provided the outside contracting service as Hutchinson
Utilities does not have the equipment nor the manpower to perform
directional bores up to 350 feet under river beds, fuse 8" high
density or medium density polyethylene pipe, expose facilities
while working with up to 4 ft of frost.
Work began on this project November 27, 1995 and was completed
December 12, 1995. Three -way Tees were installed on the steel
mains to allow the new pipe to be tied in without losing gas
pressure or flow. Polyethylene valves, 8 ", were installed on each
side of the river on each line as mandated by D.O.T. code. All
pertinent DNR licenses were obtained for proper approval for the
river crossing.
The 8" steel lines currently remain attached to the bridge. Cost
prohibited removal of the lines at this time. The City of Hutchinson
has agreed to remove the lines as a part of the bridge demolition.
3. The Hutchinson Utilities Commission's Anti -Drug Plan And
Alcohol Misuse Prevention Program was authored and prepared
by the Natural Gas Superintendent. All arrangements for drug and
alcohol testing for personnel possessing commercial drivers
licenses as well as alcohol testing for natural gas employees was
also coordinated by the Superintendent.
Training for all appropriate management personnel as well as all
affected Hutchinson Utilities employees was conducted by the
Natural Gas Superintendent.
4. The Hutchinson Utilities Commission's Natural Gas Superintendent
made a presentation to the American Public Gas Association
(APGA) at their Operations Workshop in Des Moines, Iowa in
October of 1995. The presentation was titled "What To Do With
Total Shutdown." This was a three hour presentation based on the
Hutchinson Utilities system outage of October 1992.
5. The 1994 -95 and 1995 -96 Energy Conservation Grant Programs
were managed by the Natural Gas Superintendent. These
Program issued approximately $35,000 in grants in 1994/95 and
will issue approximately $55,000 in grants in 1995/96.
6. The Midwest Regional Gas Task Force Association, an alliance of
Minnesota and Wisconsin natural gas municipals, began to oppose
the rate case filed in 1995 by Norther Natural Gas Company.
Hutchinson Utilities Commission's Natural Gas Superintendent sits
on the Board of Directors of the Association.
7. In 1995 the Natural Gas Superintendent provided natural gas
safety training to local outside contractors.
8. The Natural Gas Superintendent participated in the "Shadow
Program" initiated by the City of Hutchinson and the Hutchinson
public schools.
9. The Hutchinson City Building Dept. and the Natural Gas
Superintendent conducted a training seminar for all local plumbing,
heating and building contractors. This seminar dealt with building
code issues, updates to plumbing and heating codes, and
functional updates to the Natural Gas Dept. that impacted the
contractors.

POWER PRODUCTION DEPARTMENT
YEAR IN REVIEW
The first 5 months of 1995, were spent working with
contractors and suppliers on finishing up loose ends,
testing and making final adjustments at Unit #1's
site.
Unit #1 began its' first season of operation on May 3
and ended it on December 1. It was operated for 4562
hours and produced 151,602 Mega-watts of electricity.
Projects completed:
Unit #3 - The replacement generator installation was
completed and is operational.
Unit #7 - The rebuilt first and second stage coolers
were installed.
Unit #8 - The boiler water make-up tank was replaced.
- Overhead cranes (2) were rebuilt.
Unit #9 - Its' fuel oil system was replaced.
Plant 2, Cooling Tower - A roof was constructed above
its deck, inorder to eliminate algae growth. Which
reduces chemical costs, cooler fouling and maint..
System Relays - All (256) relays were cleaned,
calibrated and tested. `
