Regular Meeting
October 30, 1995
All Commissioners were present; also present were Mgr. Kadrmas and Counsel
Prochnow.
President Cornell called the meeting to order at 1:00 p.m.
The minutes of September 25, 1995 regular meeting were reviewed. A motion was
made by Commissioner Carls, seconded by Commissioner Ackland to approve the
minutes as written. Motion was unanimously carried.
The September payables were discussed. A motion was made by Commissioner
Ackland, seconded by Commissioner Gilmer to accept the September payables in
the amount of $1,219,259.38 (detailed listing in payables book). Motion was
unanimously carried.
The 1995 year -to -date (thru September) financial and budget reports were
reviewed. A motion was made by Commissioner Carls, seconded by Commissioner
Gilmer to accept the financial and budget reports. Motion was unanimously carried.
The 1996 preliminary budget was reviewed. The 1996 budget will be presented for
approval at the November meeting.
Mgr. Kadrmas presented a resolution concerning the energy conservation grant
program (copy attached). After discussion, a motion was made by Commissioner
Ward, seconded by Commissioner Carls to approve the energy conservation grant
program resolution. Motion was unanimously carried.
Manager's Report:
Received correspondence from International Brotherhood of Electrical
Workers (IBEW) Local Union 949 regarding union contract which expires
December 31, 1995. The negotiating committee for the Commission will be
Commissioners Cornell and Ward.
2. Discussed MAPP reorganization. Final draft will be presented at the
November meeting.
3. Discussed call for bids for high speed circuit breaker. After discussion, a
motion was made by Commissioner Ward, seconded by Commissioner
Ackland to advertise for bids for high speed circuit breaker. Motion was
unanimously carried.

Old Business: None
New Business:
President Cornell and Mgr. Kadrmas met with Mayor Torgerson and Ken Merrill to discuss
Hutchinson Utilities Commission's contribution to the City of Hutchinson. After discussion,
it was decided that Commissioners Cornell and Carls would meet with City of Hutchinson
personnel to discuss different options to creating a formula which could be used to
determine Hutchinson Utilities Commission's contribution amount.
There being no further business, a motion was made by Commissioner Ward, seconded
by Commissioner Gilmer to adjourn the meeting at 3:55 p.m. Motion was unanimously
carried.

RESOLUTION 150
WHEREAS, the Hutchinson Utilities Commission of the City of Hutchinson desires to adopt
a policy concerning the energy conservation grant program offered to residents of
Hutchinson. Resolution 156

NOW, THEREFORE, BE IT RESOLVED that the Hutchinson Utilities Commission of the
City of Hutchinson limits the maximum amount of the grant to be $500 with the following
stipulations.
To qualify, the energy conservation needs must be listed below:
1. Additional attic insulation.
2. Insulation of sidewalls within the living space.
3. Installation of storm windows.
4. Installation of storm doors.
5. Replacement of inefficient windows with high efficiency windows of similar
size.
6. Replacement of inefficient doors with high efficiency doors.
7. Installation of water heater insulation blanket.
8. Converting to a high efficiency natural gas furnace.
9. Installation of permanent caulking.
10. Other, (must be pre- approved by Hutchinson Utilities Commission
587- 4746).
In addition, to be eligible for this grant, you must own and reside in the home to which the
improvements are to be made. Rental property does not apply.
Energy conservation improvements must be made between October 1 and March 31 of the
effective year of this program. The resident who is making the improvements must turn in
his receipts to Hutchinson Utilities Commission for reimbursement, up to $500.
