Regular Meeting
February 27, 1995
Commissioners Cornell, Beatty, Carls and Gilmer were present;
Commissioner Ward and Counsel Prochnow were absent; also
present was Mgr. Kadrmas.
President Cornell called the meeting to order at 1:00 p.m.
The minutes of January 30, 1995 regular meeting were reviewed.
A motion was made by Commissioner Beatty, seconded by
Commissioner Carls to approve the minutes as written. Motion
was unanimously carried.
Randy Dostal, representative for Hutchinson Community
Development Corporation (HCDC), was welcomed to the meeting.
A task force is being used by HCDC to produce a recruitment
video for business and industry in Hutchinson. The task force
has tentatively contracted with a production firm to work with
them to produce a recruitment video. HCDC would like
Hutchinson Utilities to contribute $1,000. After discussion,
a motion was made by Commissioner Beatty, seconded by
Commissioner Carls to table this matter until the March
meeting when it will be discussed with Counsel Prochnow if
Hutchinson Utilities can make contribution. Motion was
unanimously carried.
The January payables were discussed. A motion was made by
Commissioner Beatty, seconded by Commissioner Carls to accept
the January payables in the amount of $1,346,360.09 (detailed
listing in payables book). Motion was unanimously carried.
John Webster, natural gas superintendent and "Butch"
Wentworth, electric superintendent, were present to update the
Commission on work /projects their departments accomplished in
1994. Mgr. Kadrmas gave the power production report (Reports
attached).
Paul Harvego of Fawcett, Young and Associates reviewed the
audit for year ended December 31, 1994. A motion was made by
Commissioner Beatty, seconded by Commissioner Carls to accept
the auditors report. Motion was unanimously carried.
Mgr. Kadrmas presented recommendation on quotations for
forklift (quotation analysis attached). After discussion, a
motion was made by Commissioner Carls, seconded by
Commissioner Beatty to award the quotation to Minnesota Lift
Truck Inc. for Toyota forklift in the amount of $15,000.
Motion was unanimously carried.
The 1995 year -to -date (January) financial and budget reports
were reviewed. A motion was made by Commissioner Beatty,

seconded by Commissioner Gilmer to accept the financial and budget
reports. Motion was unanimously carried.
Mgr. Kadrmas presented recommendation for wire (bid tabulation
attached). After discussion, a motion was made by Commissioner
Carls, seconded by Commissioner Beatty to award the bid for wire to
Petersen - Wisdorf Inc. in the amount of $88,545. Motion was
unanimously carried.
Our auditors, Fawcett, Young and Associates, stated we should
designate depositories for utility funds and that this designation
should be done each year at the reorganization meeting (September
meeting). After discussion, President Cornell instructed Mgr.
Kadrmas to get quotes from banks and that the designation would be
made at the next meeting.
Mgr. Kadrmas presented recommendation for relay testing and
maintenance (bid tabulation attached). A motion was made by
Commissioner Beatty, seconded by Commissioner Gilmer to award the
bid for relay testing and maintenance to Northern States Power
Company in the amount of $9,600. Motion was unanimously carried.
Manager's Report:
1. Open house for Unit #1 is tentatively scheduled for April 21,
1995, and April 22, 1995.
Old Business:
Don Swanson from Associated Consultants was welcomed to the
meeting. Commissioner Cornell, Commissioner Beatty and Mgr.
Kadrmas met with representatives from Associated Consultants on
February 17 to discuss discrepancies Hutchinson Utilities has with
Associated Consultants in regard to service provided on Hutchinson
Utilities' new generating plant. Associated Consultants agreed to
credit Hutchinson Utilities' account in the amount of $16,432.19
and Hutchinson Utilities would pay the balance of $26,986.07.
Commissioner Carls stated he would need time to review information
from the February 17 meeting before he could approve making the
payment. A motion was made by Commissioner Beatty, seconded by
Commissioner Gilmer to approve payment to Associated Consultants in
the amount of $26,986.07. Aye - Commissioners Cornell, Beatty and
Gilmer; Nay - Commissioner Carls. Motion was carried.

OTTER LAKE CROSSING
In order for Hutchinson Utilities Commission to extend their
natural gas and electric service into the newly annexed Islandview
Estates addition, it was necessary to install our facilities under
Otter Lake.
After obtaining permits from the Department of Natural Resources,
the Department of the Army, and the McLeod County Highway
Department, the Natural Gas Department prepared for the winter
installation.
The City's Engineering firm forecasted that the lake bottom where
the utility was forced to cross, would be subjected to severe soil
subsidence in the future. Based on this study, 560 feet of 8"
steel casing was installed to support and protect the 4" plastic
natural gas distribution main. Casing spacers were installed to
properly center the 4" plastic main inside the 8" steel casing and
end seals were installed on both ends of the casing to prevent
foreign material from entering the casing. Casing vents were
installed to properly vent any moisture or leaking gas.

The 8" steel casing was engineered to support not only the 4"
plastic natural gas main but also the electric distribution conduit
and the conduit being utilized by the Hutchinson Telephone Company
and the Midwest Cablevision Company.
Construction began for Hutchinson Utilities Commission on November
28, 1994. Due to the continuous construction on the related water
and sewer project, Hutchinson Utilities could not work on a
continual day to day schedule. Construction was completed and the
new main installation was purged of air on approximately December
15, 1994.

All natural gas meter testing is now being performed in- house.
Diaphragm meters, residential, commercial, and industrial are being
changed out on age basis. These meters must be brought into the
metering room to be tested. Thus, making it necessary to gain

access to the home to relight the customer's natural gas equipment.
Differential tests and temperature compensation tests are performed
on all rotary meters in the field. It is not necessary to take
this meter out of service, saving customer service costs.

The majority of time in 1994 was spent on the construction of Unit
#1.
July 6 LM6000 was started for the first time.
July 13 LM6000 generated electricity for the first time.
July 15 Chemically cleaned the Deltak boiler.
July 26 Steam blow - Deltak boiler.
October Steam turbine start -up.
October 25 40 GPM building - natural gas explosion.
November 3 Stack emissions testing by MN Pollution Control
Agency.
November 3 Performance test on the Deltak boiler.
November 9 LM6000 was removed and shipped to General Electric
in Kansas for modifications update.
December 9 LM6000 arrived from Texas and reinstallation was
started.
December 28 LM6000 installation completed.
At the end of 1994, Unit #1 had approximately 2,100 hours of
operating time.

HUTCHINSON UTILITIES COMMISSION

SUBJECT: Evaluation of Bids - Relay Testing and Maintenance
SUMMARY:
The five bidders are the Northern States Power Company (NSP), the
Westinghouse Electric Corporation (WEC) , DYNEX Industries, Inc.
(DYNEX) , the United Power Association (UPA) , and the General
Electric Company (GE).
Even though the labor rate for DYNEX and UPA are lower than the
labor rate for NSP, it would take 175 hours and 283 hours of work
respectively, to equal the total price from NSP.
Therefore, I recommend that the Hutchinson Utilities Commission
(HUC) select the Northern States Power Company (NSP) to perform the
testing and maintenance of all 256 relays, inaccordance with the
attached Specification.
