January 30, 1995
Commissioners Cornell, Beatty, Carls, and Gilmer were present;
Commissioner Ward was absent; also present were Mgr. Kadrmas
and Counsel Prochnow.
President Cornell called the meeting to order at 1:00 p.m.
The minutes of January 3, 1995 (December meeting) regular
meeting were reviewed. A motion was made by Commissioner
Carls, seconded by Commissioner Beatty to approve the minutes
as written. Motion was unanimously carried.
The December payables were discussed. A motion was made by
Commissioner Beatty, seconded by Commissioner Gilmer to accept
the December payables in the amount of $1,648,313.13 (detailed
listing in payables book). Motion was unanimously carried.
John Webster, Natural Gas Superintendent, was welcomed to the
meeting. Mr. Webster informed the Commission that 74
homeowners participated in Hutchinson Utilities 1994 -1995
Energy Conservation Grant Program and that approximately
$35,000 in grants were returned to the participants. The
grants, up to $500, were available on a first come /first serve
basis. Participants had to perform improvements to their
residence that would in effect save heating energy, such as:
replace windows, storm doors, insulation, etc. John Webster
and Mgr. Kadrmas were instructed to draft a resolution about
the Energy Conservation Grant Program and to present the
resolution to the Commission. After discussion, a motion was
made by Commissioner Beatty, seconded by Commissioner Carls to
continue the Energy Conservation Grant Program and offer
grants, up to $500, for energy conservation improvements to
residential customers for the 1995 -1996 heating season.
Motion was unanimously carried.
Walter Hombach, Power Plant Superintendent, was welcomed to
the meeting. Mgr. Kadrmas and Walter Hombach discussed
discrepancies Hutch Utilities has with Associated Consultants
Engineers Inc. in regard to service provided on Hutch
Utilities new generating plant. There are approximately 70
items. The Commission discussed if it wants to seek monetary
loss from Associated Consultants for work that was not
performed or was performed incorrectly. A motion was made by
Commissioner Beatty, seconded by Commissioner Gilmer to defer
the discussion on Associated Consultants to the last item on
the agenda. Motion was unanimously carried.
The 1994 year -to -date (thru December) financial and budget
reports were reviewed. A motion was made by Commissioner
Beatty, seconded by Commissioner Gilmer to accept the
financial and budget reports. Motion was unanimously carried.
Mgr. Kadrmas presented quotations for 1995 cargo van. The
quotes are as follows:
C & M Ford Sales, Inc $14,594.00
Plowman's $15,976.42
Myron Wigen Chevrolet Company $18,996.00
A motion was made by Commissioner Beatty, seconded by
Commissioner Carls to award the quote to C & M Ford Sales,
Inc. in the amount of $14,594. Motion was unanimously
carried.
Mgr. Kadrmas presented quotations for replacement of truck
#22. The quotes are as follows:
Thane Hawkins Polar Chevrolet, Inc. $17,926
Myron Wigen Chevrolet Company $19,797
A motion was made by Commissioner Beatty, seconded by
Commissioner Carls to award the quote to Thane Hawkins Polar
Chevrolet, Inc. in the amount $17,926. Motion was unanimously
carried.
Mgr. Kadrmas presented recommendation on quotations for 15 25
KVA single phase transformers (quotation analysis attached).
After discussion, a motion was made by Commissioner Carls,
seconded by Commissioner Beatty to award the quotation to
RESCO in the amount of $12,600. Motion was unanimously
carried.
Mgr. Kadrmas presented a request for bids for wire for 1995.
After discussion, a motion was made by Commissioner Carls,
seconded by Commissioner Beatty to advertise for bids and to
open the bids on February 13, 1995. Motion was unanimously
carried.
Managers Report:
1. Update on Unit #1.
2. Presented Appointment of Lease Operator (for bond
purposes only) from Indian Oil. A motion was made by
Commissioner Beatty, seconded by Commissioner Gilmer to
assign Indian Oil Company as Hutchinson Utilities'
assignee (for bond purposes only) and that Indian Oil
Company will provide prompt notice to the Hutchinson
Utilities Commission of any and all matters which come to
their attention pursuant to this appointment. Motion was
unanimously carried.
3. Presented requisition for 30,000 feet of 1/0 - 2 - 1/0
wire. A motion was made by Commissioner Carls, seconded
by Commissioner Beatty to approve requisition to RESCO
for 30,000 feet of 1/0 - 2 - 1/0 wire in the amount of
$18,930. Motion was unanimously carried.

New Business: None
In regard to Associated Consultants discrepancies, it was
decided to close the regular meeting to discuss potential
litigation and strategy, and proceeding with any litigation.
A motion was made by Commissioner Beatty, seconded by
Commissioner Gilmer to adjourn the meeting at 2:45 p.m.
Motion was unanimously carried.

Purpose of the closed meeting was to discuss potential
litigation, and the strategy of any litigation, against
Associated Consultants Engineering, Inc. in regard to services
provided for Hutchinson Utilities new generating plant. The
closed meeting was adjourned at 3:18 p.m.

Notice is hereby given that the Hutchinson Utilities
Commission of the City of Hutchinson, Minnesota, hereinafter
referred to as the Owner, will receive sealed Bids at the
Hutchinson Utilities office until 10:00 am on the 13th day of
February 1995, and will publicly open and read aloud such Bids on
the following material:
"15,000 FT 350 - 4/0 - 350 ALUM WESLYAN 600 VOLT USE XLP"
"30,000 FT 4/0 - 2/0 - 4/0 ALUM SWEETBRIAR 600 VOLT USE XLP"
"30,000 FT 1/0 ALUM SOL 1KV 220 MIL XLP TR 1/3 NEUTRAL
JACKETED"
Proposals shall be properly endorsed and delivered in an
envelope marked, "WIRE FOR 1995" and shall be addressed to:
Hutchinson Utilities Commission of the City of Hutchinson, 225
Michigan Street, Hutchinson, Minnesota 55350.
All proposals shall be submitted in duplicate on the Bidder's
own letterhead in facsimile of the Proposal Form enclosed, or by
utilizing the Proposal Form enclosed and typing the official name
of the Bidder at the top of the form.
Each Proposal shall be accompanied by a Bid Bond, made payable
to the Hutchinson Utilities Commission of the City of Hutchinson,
Minnesota, in the amount of five percent (5%) of the Bid, as a
guarantee that the Bidder will enter into the proposed Contract.
No Bidder may withdraw his Bid or Proposal for a period of
thirty (30) days after date of opening of Bids.
At the aforementioned time and place, or at such later time
and place as the Owner then may fix, the Owner will act upon
Proposals received and with its sole discretion may award
Contract(s) for the furnishing of said material.
The Hutchinson Utilities Commission of the City of Hutchinson,
Minnesota, reserves the right to reject any and all bids.
