03-28-1994 HUCM/a3�. Regular Meeting March 28, 1994 Commissioners Cornell, Ward and Gilmer were present; Commissioners Beatty and Carls were absent; also present were Mgr. Kadrmas and Counsel Prochnow. President Cornell called the meeting to order at 1:00 p.m. The minutes of February 28, 1994 regular meeting were reviewed. A motion was made by Commissioner Ward, seconded by Commissioner Gilmer to approve the minutes as written. Motion was unanimously carried. The February payables were discussed. A motion was made by Commissioner Gilmer, seconded by Commissioner Ward to accept the February payables in the amount of $1,412,506.86 (detailed listing in payables book). Motion was unanimously carried. The 1994 year -to -date (thru February) financial and budget reports were reviewed. Mgr. Kadrmas presented recommendation on bids for Painting Steel Poles "PR" Line (bid tabulation attached). After discussion, a motion was made by Commissioner Ward, seconded by Commissioner Gilmer to award the bid for painting steel poles "PR" line to QSC Painting in the amount of $39,759 and to give Mgr. Kadrmas the authority to award bid to next lowest bidder if QSC Painting withdraws bid. Motion was unanimously carried. Mgr. Kadrmas presented recommendation on bids for Power Cable for Feeder 17 (bid tabulation attached). After discussion, a motion was made by Commissioner Gilmer, seconded by Commissioner Ward to award the bid for power cable for feeder 17 to RESCO in the amount of $41,253.39 (18,054 feet at $2,285/M). Motion was unanimously carried. Mgr. Kadrmas presented requisition for z" pipe and 4" pipe for gas department. After discussion, a motion was made by Commissioner Gilmer, seconded by Commissioner Ward to approve requisition to Plexco for gas pipe in the amount of $11,076.50. Motion was unanimously carried. Mgr. Kadrmas presented Automatic Payment Plan policy. After discussion, a motion was made by Commissioner Ward, seconded by Commissioner Gilmer to approve adding Automatic Payment Plan policy to Hutchinson Utilities service policy. Motion was unanimously carried. Sean Reavis of Cibola, Rick Dunning of Indian Oil and John Webster were welcomed to the meeting. Sean Reavis presented a gas contract between Hutchinson Utilities and Western Gas Marketing (Canada). After discussion, the Commission requested that Mgr. Kadrmas, John Webster and Sean Reavis review the daily gas requirements in the contract. Rick Dunning updated the Commission on Hutchinson Utilities gas acquisitions. John Webster, natural gas superintendent, presented updates for the Operations and Maintenance Manual for the natural gas department. After discussion, a motion was made by Commissioner Ward, seconded by Commissioner Gilmer to approve the updates to the Operations and Maintenance Manual as presented. Motion was unanimously carried. A motion was made by Commissioner Gilmer, seconded by Commissioner Ward to approve the updates to the Emergency Plan Manual as presented. Motion was unanimously carried. Manager's Report: 1. Update on unit #1. 2. Joint meeting of Commissioners and City Council will be on April 4, 1994. Kadrmas. President Cornell called the meeting to order at 11:00 a.m. President Cornell appointed Commissioner Carls as acting secretary. Discussed painting steel poles "PR" line. After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Gilmer to cancel and reject all bids for Painting Steel Poles "PR" Line which were opened on March 24, 1994. Motion was unanimously carried. Mgr. Kadrmas presented a request for bids for Painting Steel Poles "PR" Line. A motion was made by Commissioner Gilmer, seconded by Commissioner Carls to advertise for bids and to open the bids on April 11, 1994. Motion was unanimously carried. There being no further business, a motion was made by Commissioner Carls, seconded by Commissioner Gilmer to adjourn the meeting at 11:05 a.m. Motion was unanimously carried. Michael A. Cornell, President ADVERTISEMENT FOR BIDS FOR PAINTING STEEL POLES "PR" LINE HUTCHINSON UTILITIES COMMISSION HUTCHINSON, MINNESOTA Notice is hereby given that the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, hereinafter referred to as the Owner, will receive sealed Bids at the Hutchinson Utilities office until 10:00 a.m. on the 11th day of April 1994, and will publicly open and read aloud such Bids on the following work and equipment: "PAINTING STEEL POLES "PR" LINE" Proposals shall be properly endorsed and delivered in an envelope marked, "PAINT STEEL POLES "PR" LINE" and shall be addressed to: Hutchinson Utilities Commission of the City of Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350. All proposals shall be submitted in duplicate on the Bidder's own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Each Proposal shall be accompanied by a Bid Bond, made payable to the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, in the amount of five percent (5%) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract and provide a Performance Bond after his Bid shall have been accepted. The successful Bidder shall furnish a Performance Bond in an amount equal to one hundred percent (100 %) of the Contract price to the Owner prior to the approval of the Contract. No Bidder may withdraw his Bid or Proposal for a period of thirty (30) days after date of opening of Bids. At the aforementioned time and place, or at such later time and place as the Owner then may fix, the Owner will act upon Proposals received and with its sole discretion may award Contract(s) for the furnishing of said equipment. The work shall be started within ten (10) days after award of Contract(s). Specifications and Plans are available at the Office of the Hutchinson Utilities, 225 Michigan Street, Hutchinson, Minnesota 55350.
