09-30-1991 HUCM19 Regular Meeting September 30, 1991 All Commissioners were present; also present were Mgr. Kadrmas and Counsel Prochnow. President Daggett called the meeting to order at 1:00 p.m. President Daggett appointed Mgr. Kadrmas as acting chairman to conduct the election of officers. Nominations were requested for president. Commissioner Richards nominated Commissioner Daggett for president and Commissioner Lyke for vice president, nomination was seconded by Commissioner Cornell. There being no further nominations, a motion was made by Commissioner Richards, seconded by Commissioner Cornell to close nominations. Motion was unanimously carried. Commissioner Daggett was duly elected and declared President of the Hutchinson Utilities Commission. Commissioner Lyke was duly elected and declared Vice President of the Hutchinson Utilities Commission. President Daggett dismissed Mgr. Kadrmas and resumed the chair. President Daggett made the following appointments: Secretary - Commissioner Cornell Legal Counsel - Dan Prochnow of Bradford, Prochnow & Newman Recording /Assistant Secretary - Sue Winter Planning Commission - Commissioner Lyke Receive Drug Test Reports - Commissioner Daggett and Mgr. Kadrmas A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to ratify the above appointments. Motion was unanimously carried. The minutes of September 3, 1991 regular meeting were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to accept the minutes as written. Motion was unanimously carried. A motion was made by Commissioner Lyke, seconded by Commissioner Beatty to contribute $550,000 to the City of Hutchinson for the year 1992 ($300,000 to the General Fund and $250,000 to capital improvements). Motion was unanimously carried. The August payables were discussed. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the August payables in the amount of $1,126,565.00 (detailed listing in payables book). Motion was unanimously carried. Don Swanson and Bob Palmquist of Associated Consultants and Wally Hombach were welcomed to the meeting for preliminary discussion on proposed plant expansion. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty authorizing the Commissioners, Mgr. Kadrmas and Wally Hombach to visit sites of proposed generating units located in the United States. Motion was unanimously carried. The 1991 year -to -date (thru August) financial and budget reports were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to accept the financial and budget reports. Motion was unanimously carried. Mgr. Kadrmas presented proposed contract between the Hutchinson Utilities Commission and the Western Area Power Administration (WAPA). A motion was made by Commissioner Beatty, seconded by Commissioner Cornell authorizing the signing of the contract with Western Area Power Administration. Motion was unanimously carried. Manager's Report: 1. Presented a quotation for a sign at plant P. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to approve the purchasing of the sign for plant #1 from Specialty Sales Service in the amount of $1,785. Motion was unanimously carried. 2. New tax bill based on gross revenue was discussed. The Commission approved creating a new general ledger account number for gas purchased for use at our generating plant. 3. Discussed automatic payment of utility bills. 4. Updated the Commission on the status of Gary Clyne, who was injured on September 19, 1990 by a Utilities trencher. He will not be able to do his previous work duties. He is enrolled in a two year course for computer aided drafting and mapping. 5. Discussed preliminary plat of fairgrounds. A motion was made by Commissioner Beatty, seconded by Commissioner Richards authorizing to enter easement. Motion was unanimously carried.
