06-03-1991 HUCMRegular Meeting June 3, 1991 Commissioners Daggett, Beatty, Cornell and Richards were present; Commissioner Lyke was absent; also present were Mgr. Kadrmas and Counsel Prochnow. President Daggett called the meeting to order at 1:00 p.m. The minutes of April 29, 1991 regular meeting and May 7, 1991 special meeting were reviewed. A motion was made by Commissioner Richards, seconded by Commissioner Cornell to approve the minutes as written. Motion was unanimously carried. The April payables were discussed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to accept the April payables in the amount of $1,012,943.79 (detailed listing in payables book). Motion was unanimously carried. The 1991 year -to -date (thru April) financial and budget reports were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to transfer the remainder, about $17,000, from MAPP computer equipment budget to Scada units plant #1 budget. Motion was unanimously carried. A motion was made by Commissioner Beatty, seconded by Commissioner Richards to increase trench shoring (OSHA) budget from $4,000 to $7,000. Motion was unanimously carried. A motion was made by Commissioner Richards, seconded by Commissioner Beatty to assign a work order number for trailer replacement with a budget amount of $3,000. Motion was unanimously carried. A motion was made by Commissioner Beatty, seconded by Commissioner Richards to accept the financial and budget reports. Motion was unanimously carried. Mgr. Kadrmas presented recommendation on quotations for a 1000 KVA 3 phase transformer for Hutchinson Manufacturing, Inc: Cost of Ownership After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Beatty to award the quotation to WESCO in the amount of $11,508. Motion was unanimously carried. Total Over 20 Years WESCO $11,508 $27,370.55 Border States 11,642 28,999.63 Graybar Electric 13,188 27,169.00 Graybar Electric 13,219 28,209.48 After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Beatty to award the quotation to WESCO in the amount of $11,508. Motion was unanimously carried. Manager's Report: 1. Jaycee's requested a water carnival contribution for advertising. After discussion, a motion was made by Commissioner Richards, seconded by Commissioner Beatty to contribute to water carnival advertising the amount of $300. Motion was unanimously carried. 2. Discussed repurchase agreement extensions. After discussion, it was decided not to extend repurchase agreements. 3. McLeod Co -op has signed agreements. The agreements have to be approved by the City Council. The agreements will be presented to the council at their next meeting. 4. Discussed delegate appointment to Minnesota Municipal Utilities Association. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to designate Commissioner Lyke the authority to cast Hutchinson Utilities vote. Motion was unanimously carried. 5. Regarding clothing allowance policy, Hutch Utilities will continue to buy shirts but not jeans and will buy jackets every two years. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to allow the purchase of jackets in the amount of approximately $900. Motion was unanimously carried. A revised clothing allowance policy will be presented at the next meeting. Old Business: Gas reserve purchases were discussed. The Commission feels uncomfortable to make a decision at this time and would like to have more information on new generating unit and to receive proposals for acquisitions or new wells to review. Mgr. Kadrmas sent a letter to Glencoe Light and Power Commission stating Hutchinson Utilities Commission had tabled their transmission line request. He is going to send another letter to Glencoe stating Hutchinson Utilities will try to include Glencoe in Bell substation planning.
