01-22-1990 HUCMRegular Meeting January 22, 1990 Commissioners Daggett, Beatty, Lyke and Cornell were present, Commissioner Richards was absent; also present were Mgr. Kadrmas and Counsel Prochnow. President Daggett called the meeting to order at 1:00 p.m. The minutes of December 18, 1989 regular meeting were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to accept the minutes as written. Motion was unanimously carried. The December payables for both entities were reviewed. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the electric payables in the amount of $1,377,302.57 and gas payables in the amount of $648,176.58 (detailed listing in payables book). Motion was unanimously carried. Mgr. Kadrmas presented quotes for 1990 wire (quote tabulation attached). After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to award the quotes as follows: Westinghouse 1/0 15 KV $11,320.00 Petersen - Wisdorf 350 MCM $ 1,378.00 Graybar Electric 4/0 2/0 4/0 $ 4,580.00 Graybar Electric 1/0 2 1/0 $11,320.00 Graybar Electric #6 Duplex $ 2,880.00 Motion was unanimously carried. Mgr. Kadrmas presented small plow /trencher specifications. After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the specifications, to advertise for bids, to open the bids on February 21, 1990 and to award the bid on February 26, 1990. Motion was unanimously carried. Mgr. Kadrmas presented his recommendation on bids for 1990 4x4 pickup (bid tabulation attached). After discussion, a motion was made by Commissioner Lyke, seconded by Commissioner Beatty to award the bid to Plowman's Inc. in the amount of $14,995. Motion was unanimously carried. Mary Plut from Legal Systems Marketing Corporation was welcomed to the meeting. She discussed flexible benefits and medical insurance plan. Mgr. Kadrmas presented 1990 chassis cab (truck 25) specifications. After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the specifications, to advertise for bids, to open the bids on February 21, 1990 and to award the bid on February 26, 1990. Motion was unanimously carried. Mgr. Kadrmas presented quotes for meter department van. The quotes are as follows: Wigen Chevrolet Motor Company $12,919.19 Plowman's Inc. $14,995.00 After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Lyke to purchase the van from Wigen Chevrolet Motor Company in the amount of $12,919.19. Motion was unanimously carried. The 1989 year -to -date (thru November) financial and budget reports were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Beatty to accept the financial and budget reports. Motion was unanimously carried. Manager's Report: 1. Regarding the Integrated Transmission Agreement, Counsel Prochnow informed the Commission the assignment of leases did not satisfy county recorders. The assignment of leases were returned to United Power Association to be redone. 2. The City Forester requested to include stuffers with Utility billing statements. After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to allow the stuffers to be included in Utility billing envelopes. Motion was unanimously carried. 3. Presented quotes for computer aided drafting and mapping (quote tabulation sheet attached). After discussion, a motion was made by Commissioner Lyke, seconded by Commissioner Beatty to award the quote for computer aided drafting and mapping to HCI /Connecting Point in the amount of $9,062.65. Motion was carried with Commissioners Daggett, Lyke and Beatty voting in favor of the motion and Commissioner Cornell abstained from voting. 4. Informed the Commission Harris Pine Mills has filed a chapter 11 bankruptcy. Counsel Prochnow explained Harris Pine Mills is receiving utility service on a pre -pay basis during the bankruptcy. /67 Old Business: Union negotiator and union employees committee met with Commissioners Daggett and Lyke regarding increased medical insurance premium. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell that Hutchinson Utilities will pay the increased premium cost for the period of January 1, 1990 to April 1, 1990.
