Regular Meeting
March 27, 1989
All Commissioners were present; also present were Mgr. Kadrmas,
Counsel Pro know and Floyd Lehne of Charles Bailly & Company.
E, President Daggett called the meeting to order at 1:00 p.m.
The minutes'of February 27, 1989 regular meeting were reviewed.
A motion was made by Commissioner Beatty, seconded by Commissioner
Cornell to accept the minutes as written. Motion was unanimously
carried.
The Februar payables for both entities were discussed. A motion
was made by Commissioner Cornell, seconded by Commissioner Beatty
to accept e�ectric payables in the amount of $1,268,129.45 and
gas payables in the amount of $455,503.42 (detailed listing in
payables book). Motion was unanimously carried.
Floyd Lehne of Charles Bailly & Company was welcomed to the meeting.
The 1988 year end audit was reviewed. Mgr. Kadrmas presented
recommendatiions to adjust restricted funds and asset accounts for
both entities (copies attached). A motion was made by Commissioner
Beatty, seconded by Commissioner Lyke to establish electric
restricted unds and asset accounts with the proper level of money
retroactive) o December 31, 1988. Motion was unanimously carried.
A motion was made by Commissioner Cornell, seconded by Commissioner
Beatty to e�tablish gas restricted funds and asset accounts with
the proper evel of money retroactive to December 31, 1988. Motion
was unanimously carried. Combining the electric and gas divisions
in January,I1990 was discussed.
Mgr. Kadrma presented Associated Consultants recommendation on
bids (bid t bulation attached) for a 15 KV metal -clad switchgear
assembly for the 3M substation. After discussion, a motion was
made by Commissioner Beatty, seconded by Commissioner Lyke to
award the bid for a 15 KV switchgear, battery and charger to
Keystone Electrical Mfg. Company in the amount of $206,547.
Motion was unanimously carried.
The 1989 ye O -to -date financial budget reports were reviewed.

Manager's Report:
1. Updated Commission on Integrated Transmission Agreement.
Closing date for rescinsion of sales agreement will be
early April, 1989.
2. Counsel Prochnow requested direction from the Commission on
the Wright County litigation in regard to the 1988 tax
abatement. After discussion, it was the consensus of opinion
to have Counsel Prochnow gather background data and to present
the data to the tax court.
3. Received 62 applications for the administrative director
position. Mgr. Kadrmas is interviewing six of the applicants.
He will ask three of the applicants to return for a final
interview with Commissioner Daggett and /or Commissioner Cornell
present at the interview.
New Business: None
Old Business:
Proposal for Commissioners' table was reviewed. Mgr. Kadrmas will
see what the cost is for rounding two corners on the table.
In regard to destroying records (burning), resolution 11 was
discussed. Mgr. Kadrmas was instructed to see if any incinerators
are available.
There being no further business, a motion was made by Commissioner
Beatty, seconded byCommissioner Cornell to adjourn the meeting at
3:40 p.m. Motion was unanimously carried.

Project 88262 (Authorization #1)
received the Proposals of all bidders as opened and
A.M. on Wednesday March 22, 1989. We are enclosing a
for your reference.
Two bidder's proposals didn't meet Specifications. One (H.M.
Cragg Co.) submitted a "Certified Check" instead of a "Bid Bond" as
specified a lirst d offered 3 cell batteries instead of 1 or 2 cell
batteries. hey only bid on the Batteries. The other (Pedersen
Power Produ ts) bid on the Alternate to Bid Item I and Batteries
but offered battery and charger that was not listed as an
acceptable anufacturer and didn't get prior approval. Neither of
these two bi der's were the "low bidder ".
The App rent Low Bidder for both bid items meeting
Specificatio s is Keystone Manufacturing Co. of Des Moines, Iowa.
This is the time they have been the low bidder for switchgear
on any of our projects. They are offering Westinghouse vacuum
circuit breakers. They have furnished control panels with meters,
switches and relays on our projects and their drawings, records,
workmanship and construction has been very good.
We req ested a list of reference installations which they
furnished u;. (Copy attached). We called Fairmont, SUMPA at
Rochester an Iowa Public Service at Sioux City, Iowa.

or products. Iowa Public Service gave us some
praises. IPS also prefers Westinghouse vacuum breaker
Electric.

In light of our investigation we see no reason to consider
bids other than the low bid.
We sugg st you award Alternate A to Bid Item 1 and Bid Item
II.
