01-30-1989 HUCMRegular Meeting I January 30, 1989 Commissione s Beatty, Lyke and Cornell were present, Commissioners Daggett and,Richards were absent; also present were Mgr. Kadrmas, Counsel Proghnow and Ruth Hakel. Vice President Beatty called the meeting to order at 6:10 p.m. The minuteslof December 28, 1988 regular meeting and January 4, 1989 special closed meeting were reviewed. A motion was made by Commissioner Cornell, seconded by Commissioner Lyke to accept the minutes',as written. Motion was unanimously carried. The December payables for both entities were discussed. A motion was made by Commissioner Lyke, seconded by Commissioner Cornell to accept the electric payables in the amount of $1,040,475.76 and gas payables in the amount of $545,310.59 (detailed listing in payables book). Motion was unanimously carried. Mgr. Kadrmas presented trencher /backhoe specifications. After discussion, :a motion was made by Commissioner Cornell, seconded by Commissioner Lyke to accept the specifications, to advertise for bids on February 7, 1989 and February 14, 1989, to open bids on February 22, 1989 and to award the bid on February 27, 1989. Motion was nanimously carried. Filling the position of administrative director was discussed. After discu sion, a motion was made by Commissioner Lyke, seconded by Commissioner Cornell to authorize management to advertise for an administ ative director. Motion was unanimously carried. Mgr. KadrM2E presented recommendations on quotations (copies attached) for z ton pickup - administrative department and service van - gas division. After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Lyke to approve the following recommendations: 2 ton 'pickup Myron Wigen Chevrolet $12,229.80 Service van Plowman's Inc. $ 6,124.00 Motion was unanimously carried. 1 7 Proposals for a new Commissioner's room table were reviewed. After discussion, Mgr. Kadrmas was instructed to have another design drawn up to present to the Commission at the next meeting. Mgr. Kadrmas presented recommendations on quotations (copy attached) for wire. After discussion, a motion was made by Commissioner Lyke, seconded by Commissioner Cornell to approve the following recommendations: 20,000' #6 Duplex 21,000' 1/0 - 2 - 1/0 13,000' 4/0 - 210 - 4/0 1,000' #4 Alum Motion was unanimously carried. A motion was made by Commissioner Lyke, seconded by Commissioner Cornell to accept the financial statements as presented. Motion was unanimously carried. Year end 1988 electric and gas budgets were reviewed. Manager's Report: 1. Updated Commission on Integrated Transmission Agreement amendment progress. After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Lyke to send a letter to United Power Association rescinding sales agreement. Motion was unanimously carried. 2. American Public Power Associations's annual conference will be held in Orlando, Florida on June 5 -7, 1989. 3. Updated Commission on Dakota Rail agreement and permits. 4. Installing unit #3 bearing protection. Old Business: Vice President Beatty signed Associated Consultants contracts and authorizations. Both bid bonds were acceptable in the amount of 5 percent. Both suppliers met the specifications of the equip- ment. It is my recommendation that the Commission accept the bid from Oitch Witch of Minnesota, Inc., including all options quoted', for a purchase price of $34,694.00. Budget estimate for this piece of equipment was $48,000.00. Butch Wentworth C` - Bid Opening February 22, 1989 10:00 a.m. Decisi n will be announced at the Regular Meeting of the Hutchi son Utilities Commission, on February 27, 1989, at 1:00 p.m. First ',bid opened was Trencher Plus, Burnsville. There was no Bid Bond accompanied with proposal, so bid was rejected. Second bid opened was Vermeer Sales and Service, Burnsville. A 5% Bid Bond was accompanied with a proposal for a V450 Tractor with a price of $37,900.00. Third Ibid opened was Ditch Witch, Shakopee. A 5% Bid Bond accompanied the proposal for a 5010 Backhoe at a price of $33,91$.00. Three (3) options are offered: 1. Re ote throttle and kill control -- $125.00. 2. F1 at feature -- $110.00. 3. Re to crowd and backfill blade lift -- $544.00. Bid openings were completed. Ivan Larson suggested reading Trencher Plus' bid and consult a lawyer in case the bid bond is waived. Trencher Plus asked if bid would be considered if Bid Bond followed. It was decided that Bid Bonds are not accepted if late. Trencher Plus re- quested that bid proposal not be read. W
