Commissioner Filk and Commissioner Lyke were present, also
present were Mgr. Alexander, Counsel Peterson, Ivan Larson
and Ruth Hakel.
President Filk called the meeting to order at 11:00 a.m.
The meeting was called for the purpose of discussing the
Interconnection and Interchange Agreement between Northern
States Power Company and Hutchinson Utilities Commission of
City of Hutchinson, Hutchinson, Minnesota.
The language and figures of the agreement to buy economy power
have been evaluated and approved by staff and management.
Mgr. Alexander informed the Commission that signed copies of
the Agreement are in Don Swanson's office.
Motion was made by Commissioner Lyke, seconded by Commissioner
Filk to accept the Interconnection and Interchange Agreement
between Northern States Power Company and Hutchinson Utilities
Commission of City of Hutchinson, Hutchinson, Minnesota, and
authorize proper signatures of the agreement. Motion was
unanimously carried.
Ivan Larson presented bid evaluations (copy attached) for "the
furnishing and delivery of material and equipment for the 69 KV
substation."
A recommendation was made to accept all low bids with the exception
of Bid Item E, WESCO bid being the acceptable one.
Motion was made by Commissioner Lyke, seconded by Commissioner
Filk to accept the recommendation in its entirety. Motion was
unanimously carried.
Mgr. Alexander reported a potential buyer was interested in
purchasing unit #11s heads and liners at $1,200 per unit.
Motion was made by Commissioner Filk, seconded by Commissioner
Lyke authorizing management to sell the heads and liners for
the stated unit price. Motion was unanimously carried.

There being no further business, a motion was made by Commissioner
Lyke, seconded by Commissioner Filk to adjourn the meeting at
11:30 a.m.

BID ITEM A
The Siemens -Allis breakers are the pneumatic type which means they use
compressed air for closing. The receivers should be bled once a month
to exercise the compressor and remove condensation. This breaker can
be closed five times on one full supply of air.
The McGraw- Edison station arresters have a maximum continuous operating
voltage of 43.5 KV which is well within the specifications for Item B.
These arresters are also metal oxide.
BID ITEM C
Gould National Batteries has placed batteries and charger in Hutchinson
previously, and Hutchinson personnel stated that they are performing well.
BID ITEM D
; Electro Magnetics is the low bidder on the potential transformers. The
potential transformers clearly meet the specifications, and Electro Mag-
netics is a subsidiary of Square D Company which is a well known and reliable
firm.

WESCO is not the low bidder on this item but their bid is complete and they
have noted the addenda. They did quote Item 37 in their bid but they
wanted some clarification which was furnished. The low bidder which was
Graybar did not note the addenda. They deleted 12 items, and they did not
bid the manufacturer specified, which renders their material incompatible
with the project requirements.

BID ITEM F
There are no escalators in the S &C bid, however, they want net payment in
30 days after delivery. Their literature spells out their two year warranty
obligations and terms of delivery which are not objectionable.
