11-14-1980 HUCMSpecial Meeting November 14, 1980 All Commissioners were present, also present were Mgr. Alexander and Counsel Richard Peterson. The meeting was called to order by President Filk at 8:30 a.m. Mgr. Alexander cited the need for an additional vehicle and presented a 1980 Chevrolet station wagon offered by Wigen Chevrolet of Hutchinson, Minnesota, for the amount of $7,354.32. After discussion, a motion Vas made by Commissioner Daggett, seconded by Commissioner Tracy that a 1980 Chevrolet station wagon be purchased from Wigen Chevrolet Company for the amount of $7,354.32 provided the purchase procedure was approved by our legal counsel. The motion carried. President Filk reported on a meeting of Mgr. Alexander, Counsel Peterson and himself who are acting as a team to negotiate an agreement with the International Brotherhood of Electrical Workers who represent the employees of the Hutchinson Utilities. Counsel Peterson presented a copy of a letter sent to the Union which outlined five changes in the labor agreement and added language pertaining to retirement age being extended from 65 to 70 years and that a 60 day notice be given by anyone intending to retire. Further that 11 items proposed by the Union were answered (letter attached). After discussion, it was the consensus of the Commission and legal counsel that a 7% across the board increase in wages be offered to counter the Union proposal of 15 %. There being no further business, the meeting was adjourned at 10:30 a.m. on a motion by Commissioner Tracy, seconded by Commissioner Daggett. The motion carried. We propose to change Article XI to provide that �<ls leave time shall be with pay, but that compensa- tion received by employee from military shall, 171 be deducted from his reqular cheek. 1 f 2. We propose to change Article XXIII to provide that for the purposes of calculating overtime, the "day" shall commence at 12:01 A. M. 3. We propose to change Article XXI to provide that employees shall be entitled to sick leave .after completion of 3 -month probation period. 4. We propose to change the 9th paragraph of Article XXI to clarify that second sentence thereof applies only to retiring employee. 5. We propose to change Article XXIII to provide that employees shat rece' ve or..l� double time on holidays 6. We propose to change Article XXVI to 70 years of age, to comply with law, and also to require 60 days' notice to employer if employee elects early retirement. The response of the Hutchinson Utilities Commission to the proposed changes in the labor agreement proposed by Local 949 in letter dated October 23, 19 80 , is as follows, by paragraph: International Brotherhood of Electrical Workers ATTN : Mr. Jay Friedrichs November 18, 1980 Page 2 1. No objection so long as holiday pay is likewise only double time. 7. Commission proposes specific dates within agree- ment duration. 8. Objection. 9. The Commission proposes a 7% annual increase, to be implemented semi - annually. 10. The Commission proposes a two -year agreement. 11. No objection.
