06-27-1979 HUCM's. Special Meeting June 27, 1979 Commissioners Quade and Filk were present, Commissioner Tracy was absent, also present were Ivan Larson and Ruth Hakel. The meeting was called to order by President Quade at 1:25 p.m. As a result of a recommendation for a rate change made by the Utilities' Auditors and Consulting Engineers, a motion was made by Commissioner Filk and seconded by Commissioner Quade to adopt the following rate changes. All newly connected multiple dwelltnp units shall have one meter per unit, also a house meter. Multiple dwelling units now connected through one meter may be serviced. The minimum bill and all energy h1ncks shall be multiplied by the number of units served. SERVICE AT PRIMARY VOLTAGE If service is taken at the primary voltage available at the customer's location and the customer assumes all cost of ownership, maintenance and replacement of connection facilities except metering, a discount of 5% will be allowed. This adjustment includes the discount for primary metering. METERING AT PRIMARY VOLTAGE: If, at the discretion of the utility, service is metered at primary voltage, a 2% discount will be allowed on energy charge. This rate subject to Power Cost Adjustment. The above rates are based on an assumed average monthly power factor of 90% lagging. The Commission reserves the right to monitor or install metering equipment to determine the power factor. If the power factor is below 90% lagging, then the demand for billing purposes shall be the metered demand - multiplied by 90 %, and the product therefore divided by the monitored power factor in percent. APPLICABILITY: Applicable to any industrial customer for combined power and lighting with a minimum demand over 4000 KW during any one month in 12 month period. Service will be delivered at the primary voltage available at the clr?tomer's property line. The customer will own and maintain all electrical facilities on the customer's side of the metering transformers. DEMAND CHARGE: Minimum $16,960 Includes first 4,000 KVA of billing KVA demand. Excess demand over 4,000 KVA, $2.12 per billing KVA demand. ENERGY CHARGE: All energy at 2.60c per KV 11 BILLING KVA DEMAND: Billing KVA demand will be greater of the following: Maximum actual K14 monthly demand divided by the average monthly lagging power factor or 75% of the maximum actual KW monthly demand during the previous 11 months divided by the average monthly lagging power factor of the billing month. This rate subject to Power Cost Adjustment. POWER COST ADJUSTk1lINT (Electric) Power Cost Adjustment is based on the combined co is of fuel, lubricants, maintenance of generating untts* used in the = Hutchinson electrical generating stations and purchased power from outside suppliers. Each monthly electrical bill shall be increased by $.00011 per MI for each $.00010 that the combined cost of fuel, lubricants, maintenance and purchased power exceed, $.0215 per M[. Computations of power adjustment shall he made monthly. The resultant adjustment, if any, shall be appltcahlc- for the month. Maintenance is defined as the average monthly cost for the previous half year that exceeds $14,000 per month. These rate changes to be submitted to the Honorable Mayor and City Council for acceptance at the earliest date. Upon acceptance, rates would be effective with the August 1, 1979 billing. After discussion, it was decided to send letters to those customers being changed from Electric Small General Service to Electric Large General Service, also allowing those customers affected by 25 HP motors or greater three months to install capacitors.
