Special Meeting
April 1, 1978
All Commissioners were present, also Mgr. Alexander and
members of the City Council as follows: Mayor Black, Ken
Gruenhagen, Bruce Peterson, Ralph Westlund and Kay Peterson,
also present, City Attorney, M. D. Schantzen and City
Administrator, Fury Plotz.
President Quade called the meeting to order at 8:30 a.m.
Councilman Westlund made opening remarks concerning the
increase in contribution that had been granted the City
by the Utilities Commission. The question being was the
amount designated for a specific use.
President Quade instructed Secretary Tracy to read from
the minutes of the regular meeting of March 13, 1978,
concerning the contribution and-from the minutes of the
special meeting of March 27, 1978, concerning the motion
to make the contribution.
A general discussion took place with active participation
from both council members and their attorney and members
of the Utilities Commission. It was a general feeling that
the legal aspect be checked as to the legality of the City
Council receiving and disbursing a contribution for a
specific purpose, and likewise, the legality of the Utilities
making a contribution for a specific purpose to anyone.
The members of the City Council then left the meeting..
In other business Mgr. Alexander cited that the Crane Company
could not produce the pipe that had been bid. On a motion
by Commissioner Filk, seconded by Commissioner Tracy and
carried that.the motion to accept the bid on 2" and 4" pipe
from the Crane Company be rescinded and instructed Mgr. Alexander
to get quotes on the pipe from other sources.
The meeting was adjourned at 10 :00 a.m.
