Special Meeting.
April 18, 1967.
A special meeting of the Hutchinson Utilities Commission was held at
two o'clock on April 18, 1967 at the Billing Office.
All Commissioners were present; also Phil Fuller, Jack Patterson of
Pfeifer & Schultz, Inc., F. E. Hunt of H. & S. Engineering, Inc.,
F. H. Ross of the H. R. Nichols Co. and R. E. Young, Superintendent.
The meeting was called to order by the President who instructed the
Secretary to open sealed bids received for the complete piping system
on the two dual f ue 1 engines.

Motion was made by Commissioner Tracy and seconded by Commissioner
Filk to accept the base bid of H. & S. Engineering Company of
$49,,973.00. The Commission's engineers were instructed to determine
whether an Allis- Chalmers or Worthington Pump would be most suitable.
(At a later date the Commission was informed that the Worthington
pump would be satisfactory. Motion was unanimously carried.
Motion was made by Commissioner Tracy and seconded by Commissioner Filk
to authorize the President and Secretary to invest available funds in
securities after April 25, 1967. Motion was unanimously carried.
Due to the fact that all of the Commissioners will not be in Hutchinson
on May 8, 1967, date of the regular meeting, motion was made by Commission-
er Tracy and seconded by Commissioner F i). k to postpone the regular meet-
ing until May 12, 1967. Motion was unanimously carried.
There being no further business, motion was made by Commissioner Filk
and seconded by Commissioner Tracy to adjourn the meeting. Motion was
unanimously carried.

Regular Meeting.
May 12, 1967.
Pursuant to due call and notice thereof, a regular meeting of the
Utilities Commission of the City of Hutchinson, Minnesota, was held
at the Commission Office in said City on the 12th day of May, 1967,
at 2:00 o'clock P. M., all Commissioners being present as follows:
President, Howard Quade
Vice President, Clinton Tracy
Commissioner, Herbert Filk
Mr. Joseph E. Casey, vice President of Carleton D. Beh Company, Des
Moines, Iowa, W. E. Reyerson, Attorney for the Utilities Commission
and R. E. Young, Secretary of the Commission were also present.
That the matter of proposed issue of $700,000 in revenue bonds, being
ten year maturity, with option for payment in year 1972, was discussed
and the need for funds by the Commission by July 1, 1967 was considered.
The Commission was furnished an information prospectus covering bonds
and details of sale of bonds and Member Clinton Tracy moved that the
bond sale be held June 9, 1967 at 2:00 o'clock P. M., Central Daylight
Saving Time. Member Herbert Filk seconded the motion, and upon vote
being taken all members voted in favor thereof and no member voted in
opposition thereto and the motion was unanimously adopted.

$700,000 LIGHT AND POWER PLANT RFVFNUE PONDS
CITY OF HUTCNINSON, McLEOD COUNTY, MINNESOTA
NOTICE IS HE'REF3Y GIVEN that the Hutchinson Utilities
Commission of the City of Hutchinson, Minnesota, will meet
at the Hutchinson Utilities Commission Office Building, 22
Main Street, North, Hutchinson, Minnesota, on the
Ninth ( 9th) day of June, 1967
at 2:00 o'clock P. M., Central Daylight Saving Time, to open,
receive and consider Baled bids for and award the sale of
$700,000 negotiable coupon Light and Power Plant Revenue Bonds
to be dated June 1, 1967, and to be payable solely from the
net revenues received in excess of current, reasonable and
necessary costs of.operation and maintenance of the light and
power plant and system owned and operated by said City under
the supervision and control of said Commission. Said bonds
will bear interest at a rate or rates to be designated by
the successful bidder, payable December 1, 1967, and semi -
annually thereafter on June 1 and December 1 of each year,
and will mature serially in the amount of $35,000 on June 1
and $35,000 on December 1 in each year from and including
December 1, 1967, to and including June 1, 1977. The bonds
maturing on and after December 1, 1972, will beeach subject
to redemption and prepayment at the option of the Commission
6n June 1, 1972, and any interest payment date thereafter,
at par and accrued interest and in inverse order of their.
serial numbers. The bonds will be issued in form permitting
registration as to principal only. The bonds and interest
will be made payable at a suitable banking; institution to be
designated by the successful_ bidder, and will be issued in
denomination of $1,000 or $5,000 each as desired by the
successful bidder. The Commission must be notified of the
paying agent and denomination desired within 48 hours after
time of sale. The City will furnish and deliver, without
cost to the purchaser and within 40 days after the date of
sale, the printed and executed bonds and the approving legal
opinion thereon of Messrs. Dorsey, Owen, Marquert, Windhorst
& West, of Minneapolis, Minnesota.
Sealed bids marked "Bid for $700,000 Light and Power Plant
.Revenue Bonds" may be mailed or delivered to the undersigned
Secretary of the Utilities Commission, and must be received at
his office prior to the time of said meeting. Each bid must
be unconditional and accompanied by a cashier's or certified
check or bank draft in an amount not less than $14,000, payable
to the City Treasurer, to be retained by the Commission as
liouidated damages if the bid is accepted and the bidder should
fail to comply therewith. The Wonds of each maturity are to
bear interest ata single basic coupon rate, but different
rates may be specified for not exceeding three groups of bonds
each having the same or consecutive maturity dates. An addi-
tional rate of interest may be specified for any or all of the
bonds, for any portion of their term, to be represented by
supplemental interest coupons, but the total amount of sueh
supplemental coupons may not exceed $14,000. Bids will be
preferred according to the lowest dollar amount of net interest

cost computed to stated maturities of the bonds and deducting
any cash premium offered. Each basic coupon rate, each addition-
al rate, and the sum of the two rates should be an integral
multiple of 1/4, 1/8 or 1 /10 of 1% per annum. The aggregate
interest payable on any bond for any period may not exceed
6% per annum. No oral bid and no bid of less than par and
accrued interest will be considered, and the City reserves
the right to reject any and all bids, to waive any informality
in any bid, and to adjourn the sale if deemed expedient.

Member Clinton Tracv seconded the motion to adopt the forgoing
resolution, and upon vote being, taken all members voted in
favor thereof and no member voted in opposition thereto and
the motion was unanimously adopted.
Member Clinton Tracy moved that the Notice of Sale of $700,000
of revenue bonds be put in the Hutchinson Leader for two weeks,
the first publication to be on May 19, 1967 and the last publica-
tion May 269 1967; and that said notice also be published in the
Commercial West, a legal weekly paper, published in Minneapolis,
Minnesota; and Member Herbert Filk seconded the said motion;
and upon vote being taken all members voted in favor thereof
and no member voted in opposition thereto and the motion was
unanimously adopted.
The following quotations were received from two contractors

Motion was made by Commissioner Tracy and seconded by Commissioner
Filk to accept the lower quotation belonging to Zajicek Bros. Co.,
Inc. Motion was unanimously carried.
The Commission was informed that the test run on the first
Wor thinpt on engine was to be scheduled for May 25, 1967 in
Buffalo, New York. A motion was made by Commissioner Filk
and seconded by Commissioner Tracy that the Commission and
Superintendent attend the test run. Motion was unanimously
carried.
