01-15-1970 HUCM73 . S~peeial Meeting. January 15, 1970. ung, cre ary. A special meeting of the Hutchinson Utilities Commission was held in the Hutchinson Utilities billing office at two P. M. on January 15, 1970. All Commissioners were present; also W. E. Reyerson, Attorney for the Commission, Don Swanson, Robert Palmquist and Dave Schmitz of Associated Consultants. At the hour of two P. M., the 'President of the Commission declared that there were five sealed bids in answer to the advertisement for bids on a gas turbine, said five bids being made by: Cooper - Bessemer Company Mount Vernon, Ohio Worthington Corporation Wellsville, New York DeLaval Turbine Minneapolis, Minnesota. General Electric Company Minneapolis, Minnesota Turbotech, Inc . New York, New York The President of the Commission, Mr. Quade, instructed Mr. Palmquist of Associated Consultants to read the bids and the attorney for the Commission checked the bid bonds from the various bidders. The Secretary of the Commission kept a detailed resume of the bids and attached to these minutes and made a part thereof is the detailed resume of the five bids opened and received at this meeting. All Commissioners were present in person. The Secretary further stated Don Swanson of Associated Consultants was present at this meeting. The representatives of the various bidders were allotted one hour each to give detailed explanations of the bid made by their respect- ive companies, and, after hearing Prom all representatives, the Commiss- ion went into an executive session to consider the bids-and called upon their engineer, Mr. Swanson, for his analysis of the bids. OW The Secretary, Mr. Young, and Mr. Swanson detailed to the Commission that a gs turbine should have a life expectancy of not less than thirty 0) years and that at arriving in the mat ter of cost of the gas turbine unit, the cost of operation of the unit was of extreme importance and Mr. Young and Mr. Swanson agreed, by independent calculation, as to the future cost of operation of the General Electric gas turbine would over a period of ten years make it the least expen- sive of any of the five with which had been bid. The Commission discussed at length the factors involved in arriving at price of unit and in this discussion determined that there were several matters which required clarification by General Electric Company: before the actual contract could be let, and subject to this clarification, motion was duly made, seconded and carried to accept the bid of the General Electric Company, subject to a further meeting, February 9, 1970, and a satisfactory clarification of the items which the Commission and Engineer determined should be discussed and clarified. The heat rates for the No. 2 distillate fuel oil will be the same as for natural gas based on the lower heating value of the fuel oil. The guaranteed steam turbine output is increased from 7,000 KW to 7,129 KW with an expected output of 7,500 KW considering operating conditions in proposal DE5070 at no increase in price. A larger generator of 19,200 KVA at 0.85 P.F. with equivalent construction as q proposed in proposal DE5070 is offered for consideration at an additional price : Price Addition: $11,200. (3) Deduct $51,500 for G.E. terms of payment, rather than those in specifications. This price reduction would apply only to equipment portion of the contract, and the installation work would be billed on specifications terms of payment. (4) Based on return to work by March 15, 1970. The regular meeting of the Hutchinson Utilities Commission waa held on February 9, 1970 at 1:30 P. M. in the Hutchinson Utilities Billing Office. All Commissioners were present with the exception of Commissioner Filk who was absent because of illness. Don Swanson of Associated Consultants,, W. Es Reyerson, Attorney for the Commission and Supt. Orville Ruiken were also present. Motion was made, seconded and unanimously carried to engage the services of Associated Consultants to draw specifications for a high pressure gas line to the power plant, also from the border station to the Shady Ridge area. The President instructed the Secretary to open the sealed bids f or gas pipe . The President instructed the Secretary to return all certified checks and bid bonds to the unsuccessful bidders with a letter expressing appreciation for submitting bids. At 2 :30 P. M. appeared Jim Suds and Charles Nelson, representa- tives of the General Electric Company. The Commission discussed with the representatives of the General Electric Company certain matters which required clarification and it was determined that an addendum would be added to the contract for which had been set out in the specifications and that when the terms thereof were agreed upon that the contract and addendum would compose final agreement between the Commission and the General Electric Company for the purchase of a combined cycle gas turbine. Upon approval of the Contract and addendum, the President and the Secretary, or acting Secretary of the Commission, execute the same for and in behalf of the Commission. The regular meeting having been adjourned until 9 :00 A. M. on February 10, 1970 was called to order by the President for the purpose of taking care of unfinished business. Motion was made, seconded and unanimously carried to contribute to the general fund of the City of Hutchinson $25 000.00 out of the earnings of the Natural Gas Division. (3 -2 -701 Motion was made, seconded and unanimously carried to issue a check in the amount of $100,000.00 to the Worthington Corporation. Final payment due after certain equipment has been installed and checked. Final inspection to be made by Worthington and Hutchinson Utilities personnel. Motion was made, seconded and unanimously carried to place the billing of Pfeifer and Shultz, Inc. for preparation and presenta- tion of 1969 Power Survey in line for payment, the amount being 1,000.00.
