March 12, 1973
A re -Mar meeting of the Hutchinson Utilities Commission was
held on March 12, 1973 in the Hutchinson Utilities meeting
place at 1:00 PM.
All Commissioners were present; also Manager Steve Wacker,
Roger Gilmer, attorney for the Commission, and P. E. Fuller,
representing the engineering firm of Pfeifer and Schultz.
Counsel Gilmer received a recent letter from Pfeifer & Schultz
concerning the Worthington and Allis Chalmers problem. He
recommended that a letter be sent to Worthington and Allis
Chalmers reviewing past correspondence with a copy of the
Pfeifer and Schultz letter included in order to get settle-
ment action.
Motion was made btr Comr ssioner Filk, seconded by Commissioner
Tracy, and unanimously carried that Peterson & Gilmer, legal
counsel for Hutchinson Utilities Commission, be authorized
and directed to write to Worthington Corporation and ,Allis
Chalmers Corporation informing them that the Commission is
holding them responsible for past and future damages sustained
by the Commission arising out of their failure to comply with
original contract for units #3 and #4; and that, until satis-
factory resolutio- of said damages is made between the parties,
any moni,�- ?lleged.l.y owing them will be withheld.
Motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and unanimously carried to employ Melvin Wentworth as a
line foremnr starting March 12, 1973 at $975.00 per month.
Motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and unanimously carried that the Howard Madson Agency,
representing Aetna Insurance Company, be allowed to set up a
deferred savings plan at the request of the employees of
Hutcbi_nson Utilities Commission. Our only part in the plan
is to make payroll deductions.
P. E. Fuller explained contents of letter dated February 23,
1973 regarding future engineering services pertaining to
Worthington and Allis Chalmers, also asked for settlement on
the Worthington contract.

This letter confirms our understanding of the proceedings at the Commission
meeting on March 12, 1973.
The Commission accepted our proposal dated February 23, 1973 to perform
engineering services involved in your approach to the Worthington Corporation
for damages incurred in the generator problems with Units No. 3 and 4 in
the Hutchinson plant. We have assigned Job No. 73C28 to this work and
invoices sent to you for services will be so identified.
The Commission agreed to pay the balance due under our contract with the
Commission for engineering services pursuant to the installation of the diesel
engines, our Job No. 66C43. Attached is Invoice No. 276 which recaps ce
earnable fee and the amounts paid by the Commission. Inasmuch as the most
recent invoice was rendered in October 1968 and we have incurred substantial
labor and traveling expense since that time, we did not think it necessary
to present further documentation to substantiate the relatively small amount
due. We, in turn, agreed that our efforts toward closing out this diesel
job will in no way be diminished and, except for charges agreed upon for
services provided in your legal approach to Worthington, we would make no
further charges for engineering services on the diesel project.
We also wish to confirm delivery to you on March 7 a complete set of our
drawings on the diesel project plus one set of mylar sepias for the mechanical
and electrical work on the project.
We trust this sets forth the understandings reached at the meeting. If
you have any questions, please let me hear from you.

Careful. study by our consulting engineers, and ourselves, has
indicated that an increase is necessary on both gas and electric
rates.
Tt is our opinion the present financial condition of the utility
is such that an increase of approximately 10.6 %, as recommended
at this time, is essential to insure adequate revenue requirements
to cover operation and maintenance expenses, debt service require-
ments, fund for replacements, normal extensions and improvements,
and share of net income to the city in lieu of taxes.
The 10.6% increase in operating income resulting from the rate
adjustment proposed will restore profit margins which have been
eroded away due tc a number of factors as follows:
1. INCREASED COST OF' FUEL OIL.
In 1.969 fuel oil_ pri_ce was 10.1tO� per gallon.
The 1972 fuel oil price was 12.58¢ per gallon.
The 1973 price reflects a 21% increase in a
four year period.
2. INCREASED COST OF NATURAL GAS.
In 1968 average cost of gas was 35.V per thou-
sand cubic feet. 1971 _increased to 42.82¢ per
thousand and the first 6 months of 1972 cost
was 15.76/ per thousand cubic feet. 1973 costs
are 51.141 per thousand and indications are the
price will continue to rise. 1968 to 1973 gas
cost reflects a 43% increase in approximately
five yeas.

3. INCREASED COST OF MATERIALS.
From the year 1968 to -1973, the cost of mate-
rials has raised from 13 to 20% in both our
gas and electric divisions.
4. A STEADY DECREASE IN GROSS REVENUE FOR M1 OR MCF.
Since 1964 the average revenue of 2.026 per
KWH, has decreased to the first 6 month low of
1972 of 1.695 per KWH. 1967 the average
revenue of 56.38 MCF lowered the 1970 revenue
of 54.19 per MCF. Because of a 11% rate in-
crease 1971 revenue raised to.58.92� per MCF
but the first 6 month of 1972 showed a de-
crease of 55.53/ per MCF.
The period 1964 to 1972 gross revenue of
electric energy per KWH decreased by 19.5 %.
is The period 1967 to 1972 gas gross revenue
per MCF' decreased by 1.5 %.
5, GROWTH OF HUTCHINSON.
The growth in Hutchinson the past few years
has been well above the national average of
10 %. Consumer demands for service require
ever- increasing amount of investment carital
on both electric and natural gas distribution
systems.
Over the last years larger, more efficient equipment has been
added in both gas and electric systems. However, the added
efficiency has not off -set the rising cost of our economy.
The past two years experience have indicated that fuel costs
are accelerating at a faster rate than any other item. Our
suppliers have indicated about 10'/'0' per year increase in fuel
cost for some time to come. Therefore, we have included
in this rate schedule a fuel cost adjustment which would
raise or lower the rates the same proportion as the fuel
raises or lowers.
Included in the first part of this booklet are the proposed
rates. In the second section are some comparisons which can
best be discussed orally.

HUTCHINSON UTILITIES COMMISSION
Utility Regulations
NEW CUSTOMER REQUIREMENTS:
All applications for utility service must be filed at the
office of Hutchinson Utilities Commission, 22 Main Street
North, by the customer prior to obtaining such service.
Every new customer is required to make the following ser-
vice deposits until satisfaction credit is established.
Residential Gas Service y$20.00 Deposit
Residential Electric Service :20.00 Deposit
Commercial gas and electric del. -osits will be equal to,
one months estimated monthly utility bill.
If customer is not delinquent for 12 consecutive months,
deposits will be refunded.
If customer is delinquent in excess of two months per year,
a deposit equal to two monthly billings will be required.
4% per cent interest will be paid on all deposits re-
tained by the utility.
DELINQUENT BILLS:
Bills are delinquent when not paid on or before the due date
shown on the billing card. When bills become delinquent a
penalty of, 5% or x$1.00 which ever is largest, will be asses-
sed. Bills not paid for two consecutive months, shall be
subject to disconnection for non - payment, and if reconnected
an additional meter deposit shall. be required.
COLLECTION AND RE- CONNECTION:
Upon request the customer may have his utility service dis-
connected. A $3.00 reconnection fee shall be charged upon
reconnection.
If utility must collect a delinquent account in person a
`g.L.00 collection fee will be charged.
If a delinquent account is disconnected for non - payment a
;;$3.00 reconnection fee will be charged.
