12-18-2003 HUCMSpecial Meeting
December 18, 2003
Members present: President Paul Ackland; Secretary Donald Walser;
Commissioner David Wetterling; Commissioner Marlin Torgerson; and Interim
General Manager Patrick Spethman.
President Ackland called the meeting to order at 2:10 p.m.
A review and discussion regarding the organization of the Hutchinson Utilities
Commission was conducted.
A review and discussion regarding the General Manager Job Description was
conducted.
Commissioner Torgerson made a motion to combine the General Manager
Position with the Director of Business Position. Commissioner Wetterling
seconded the motion and it passed unanimously.
President Ackland closed the meeting at 3:25 p.m. to conduct the Interim
General Manager's Performance Review.
President Ackland administered Interim General Manager Spethman's
Performance Review, which he and Commissioner Wetterling had completed on
December 15, 2003.
Commissioner Walser made a motion to give Interim General Manager
Spethman a 2003 bonus of 10% of his 2003 salary. Commissioner Wetterling
seconded the motion. The motion passed 4 -0.
This bonus is given based on the Interim General Manager Spethman's many
additional hours of work on the pipeline project and in consideration of his taking
over the General Manager Position in January of 2003 and not receiving
additional compensation for this position.
President Ackland reopened the meeting at 4:40.
Commissioner Torgerson made a motion to adjourn the meeting at 4:45 p.m.
Commissioner Wetterling seconded the motion and it passed unanimously.
