02-26-1996 HUCM33 Regular Meeting February 26, 1996 All Commissioners were present; also present was Mgr. Kadrmas; Counsel Prochnow was absent. President Cornell called the meeting to order at 1:00 p.m. The minutes of January 29, 1996 regular meeting were reviewed. A motion was made by Commissioner Carls, seconded by Commissioner Gilmer to approve the minutes as written. Motion was unanimously carried. The January payables were discussed. A motion was made by Commissioner Ackland, seconded by Commissioner Gilmer to accept the January payables in the amount of $1,496,684.11 (detailed listing in payables book). Motion was unanimously carried. The 1996 year -to -date (January) financial and budget reports were reviewed. A motion was made by Commissioner Carls, seconded by Commissioner Ackland to accept the financial and budget reports. Motion was unanimously carried. Mgr. Kadrmas presented a request for bids for 15KV cable for stock. After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Ackland to advertise for bids for 15KV cable for stock. Motion was unanimously carried. Mgr. Kadrmas presented quotations for replacement of truck #23. The quotations are as follows: Wigen's Motor Company $16,874.30 State of Minnesota bids $16,666.00 After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Ackland to award the quotation to Wigen's Motor Company in the amount of $16,874.30. Motion was unanimously carried. Since Counsel Prochnow was not present, discussion on the Cold Weather Rule was tabled until March's meeting. Manager's Report: 1. Discussed payroll deductions for insurance premiums. After discussion, a motion was made by Commissioner Ward, seconded by Commissioner Carls 3q to change the employee handbook (Section 4. Compensation - Payroll Deductions) to eliminate insurance premiums which do not meet the 125 Plan requirements, and to notify employees who are presently having insurance premiums deducted. Motion was unanimously carried. 2. Discussed submitting an energy sales proposal to the City of Willmar. Proposal would be for a ten year period (1996- 2006). After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Ward authorizing Mgr. Kadrmas to submit an energy sales proposal to the City of Willmar as discussed. Motion was unanimously carried. 3. Discussed UPA (United Power Association)ISMMPA (Southern Minnesota Municipal Power Agency) merger. Old Business: None New Business: Commissioner Carls asked if the Hutchinson Utilities monthly meetings could start at a later time. After discussion, it was decided that March's monthly meeting would start at 3:00 p.m. instead of 1:00 p.m. There being no further business, a motion was made by Commissioner Ward, seconded by Commissioner Gilmer to adjourn the meeting at 3:15 p.m. Motion was unanimously carried. Cornell, President Ae� Roger Gilmer, Secretary ADVERTISEMENT FOR BIDS FOR 15KV CABLE FOR STOCK HUTCHINSON UTILITIES COMMISSION HUTCHINSON, MINNESOTA Notice is hereby given that the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, hereinafter referred to as the Owner, will receive sealed Bids at the Hutchinson Utilities office until 10:00 a.m. on the 20th day of March 1996, and will publicly open and read aloud such Bids on the following work and equipment: "15KV CABLE FOR STOCK" Proposals shall be properly endorsed and delivered in an envelope marked, "15KV CABLE FOR STOCK" and shall be addressed to: Hutchinson Utilities Commission of the City of Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350. All proposals shall be submitted in duplicate on the Bidder's own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Each Proposal shall be accompanied by a Bid Bond, made payable to the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, in the amount of five percent (5 %) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract. No Bidder may withdraw his Bid or Proposal for a period of thirty (30) days after date of opening of Bids. At the aforementioned time and place, or at such later time and place as the Owner then may fix, the Owner will act upon Proposals received and with its sole discretion may award Contract(s) for the furnishing of said equipment. The work shall be started within ten (10) days after award of Contract(s). Specifications and Plans are available at the Office of the Hutchinson Utilities, 225 Michigan Street, Hutchinson, Minnesota 55350.
