04-27-1998 HUCMa11 / Regular Meeting April 27, 1998 All Commissioners were present. Also present were Manager Kadrmas and Counsel G. Barry Anderson. President Ward called the meeting to order at 3:00 p.m. The minutes of March 30, 1998, regular meeting were reviewed. Counsel Anderson had sent a letter to each Commissioner and Manager Kadrmas, clearing up any conflict of interest issues regarding any Commissioner who may be an 'interested officer'. A motion was made by Commissioner Wetterling, seconded by Commissioner Carls to approve the minutes as written. Motion was unanimously carved. The March payables were discussed. A motion was made by Commissioner Carls, seconded by Commissioner Wetterling to accept the payables in the amount of $1,597,261.87 (detailed listing in payables book). Motion was unanimously carried. The 1998 year -to -date (thru March) financial and budget reports were discussed. A motion was made by Commissioner Carls, seconded by Commissioner Ackland to accept the financial and budget reports. Motion was unanimously carried. Manager Kadrmas presented recommendation for 1998 Trencher Unit With Attachments And Trailer (bid tabulation attached). After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Ackland to award the bid to Ditch Witch of MN, Inc., Shakopee, Minnesota, in the amount of $59,874.00. Motion was unanimously carried. Manager Kadrmas presented requisition #10778 for installing 4,000' of conductor to begin the $250,000 project of trenching underground distribution (requisition attached). The $5.83 per foot quote is for this year's digging season, and we have the right to adjust how many feet we do because we don't know how much we can do in a year. After discussion, a motion was made by Commissioner Ackland, seconded by Commissioner Wetterling to approve the requisition to CNR Contractors, Kimball, Minnesota in the amount of $5.83 per foot for 4,000 feet. Motion was unanimously carried. Manager Kadrmas presented quotations for the switchgear building at the proposed Hutchinson Technology, Inc. substation. Engineering America, Inc. (EAI) $19,145 Bally Refrigerated Boxes, Inc. (BRBI) $20,068 The energizing date is July 1, 1998. BRBI can do the installation by July 1 � EAI cannot meet that date. After discussion, a motion was made by Commissioner Wetterling, seconded by Commissioner Carls to award the quotation to BRBI in the amount of $20,068. Motion was unanimously carried. General Manager's Report A. Working with Bill Craig on the HTI substation, boring across highway 7 is completed, Juul Contracting will start putting in the duct bank, soil boring is done, we are on- track. The downtown transformer and Unit #1 are running fine, #8 will be test run next Wednesday. B. The Department of Natural Resources, County Engineer and HUC met regarding the Luce Line Trail bridge over Highway 7. We have from now until the middle of 1999 to move the overhead line. Will talk to property owners in that area regarding residential easements and right -of -ways. C. The May regular meeting will be held on May 27, 1998 at 3:00 p.m. Manager Kadrmas informed the Commission that he's been meeting with the school & City to explore the possibility of combining services of the public entities with the intention of saving tax payer money. The school could provide cleaning; park department could do lawn mowing, HUC could provide electrical work, etc. This is in the planning stage and Mgr. Kadrmas will keep the Commission informed. Manager Kadrmas asked the Commission to reset a new date for the opening of bids for 69 kV Capacitors which was approved as a call for bids on December 29, 1997 with a bid opening set for January 20,1998 at 10:30 a.m. The opening of bids was canceled because the specifications were not finished. The specifications are now finished and we are ready to proceed with the project. (see attached) A motion was made by Commissioner Ackland, seconded by Commissioner Gilmer to reset the bid opening date for 69 kV Capacitors for May 11, 1998 at 10:30 a.m. Motion was unanimously carried. Manager Kadrmas informed the Commission that Bob Palmquist of Associated Consultants Engineering, Inc. (ACEI) has asked Mgr. Kadrmas for HUC staff to assist in the design work of an LM6000 that ACEI may be contracted to engineer for Otter Tail Power. Mgr. Kadrmas feels we could as long as it does not take time away from HUC, and the $100 an hour we would charge for any services would go for utility revenue. Counsel Anderson suggested that HUC obtain in writing that we are consulting only for ACEI. The Commission asked that Manager Kadrmas and Counsel Anderson move forward and gather more information regarding Triax CableVision's sharing of HUCs' trenching for underground distribution. A motion was made by Commissioner Caris, seconded by Commissioner Wetterling to act on this. Motion was unanimously carried. Minor discrepancies exist between the low bid unit and the specifications as set forth by Hutchinson Utilities Commission. All proposals shall be submitted in duplicate on the Bidder's own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Each proposal shall be accompanied by a Bid Bond, made payable to the Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson, Minnesota, in the amount of five per cent (5 %) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract after his Bid shall have been accepted. No Bidder may withdraw his Bid or Proposal for a Period of thirty (30) days after date of opening of Bids. At the aforementioned time and place, or at such later time and Place as the Owner then may fix, the Owner will act upon Proposals received and with its sole discretion may award Contract(s) for the furnishing of said equipment. The work shall be started within ten (10) days after award of Contract(s).
