03-30-1998 HUCM/7 Regular Meeting March 30, 1998 Commissioners Ward, Carls, Ackland and Wetterling were present. Absent was Commissioner Gilmer. Also present were Manager Kadrmas and Counsel G. Barry Anderson. President Ward called the meeting to order at 3:00 p.m. The minutes of February 23, 1998, regular meeting were discussed. Manager Kadrmas explained that City Council is aware that they need to make a formal request of the $20,000 energy grant for improvements to the HATS facility, they aren't prepared to make the request at this time. Commissioner Wetterling asked about the outage on March 27, 1998. Manager Kadrmas explained that because of a wrong ratio on the relay, the protective system shut down the transformer. A motion was made by Commissioner Ackland, seconded by Commissioner Wetterling to approve the minutes as written. Motion was unanimously carried. The February payables were discussed. A motion was made by Commissioner Wetterling, seconded by Commissioner Carls to accept the payables in the amount of $1,624,006.26 (detailed listing in payables book). Motion was unanimously carried. The 1998 year -to -date (thru February) financial and budget reports were discussed. A motion was made by Commissioner Ackland, seconded by Commissioner Wetterling to accept the financial and budget reports. Motion was unanimously carried. Paul Harvego of Fawcett, Young & Associates discussed the audit for the year ended December 31, 1997. Mr. Harvego made the following suggestions: • Personnel policy to be changed so employees do not purchase products from retailers, for personal use, at a discount under the Utilities name; • Utilities should sign a disclosure statement at the first meeting of each year, if a potential conflict of interest may arise from the appointment of a Commissioner as an `Interested Officer'; • Utility plant additions should be reviewed for taxes paid and claims should be filed for reimbursement; • City needs to review the Flex Plan as to the responsibility of an employee who has used the plan in full but has terminated or resigned before the full amount was deducted from pay. Counsel Anderson will review the problems with City and clarify these issues. Manager Kadrmas presented recommendation for Re- Roofing Power Plant #1 (bid tabulation attached). After discussion, a motion was made by Commissioner Wetterling, seconded by Commissioner Ackland to award the bid to Laraway Roofing, Inc., Hutchinson, Minnesota, in the amount of $41,264.00. Motion was unanimously carried. Manager Kadrmas presented a request to re -call for bids for 1998 Trencher Unit With Attachments And Trailer (see attached). A motion was made by Commissioner Ackland, seconded by Commissioner Wetterling to advertise for bids. Motion was unanimously carried. Manager Kadrmas presented requisition #10595 for City street lights (see attached). After discussion, a motion was made by Commissioner Ackland, seconded by Commissioner Wettering to approve the requisition to Petersen- Wisdorf, Inc., Burnsville, Minnesota, in the amount of $22,949.90. Motion was unanimously carried. Manager Kadrmas presented requisition #10748 for RTU and software for HTI substation (see attached). After discussion, a motion was made by Commissioner Carls, seconded by Commissioner Ackland to approve the requisition to Ilex Systems, Milpitas, California, in the amount of $20,022.00. Motion was unanimously carried. General Manager's Report A. The issue of compensation for the new annexation in the southwest part of Hutchinson, (approximately 440 acres), should not be an issue. B. The transformer downtown is running with no problems and the HTI Substation is progressing well. C. Discussed the Luce Line Trail Bridge and the moving of overhead lines to satisfy DNR plans. D. We may be doing partial underground conversions because of the expense in moving the overhead lines for the Luce Line Trail Bridge. E. Presented quotations for 25) 25 KVA padmounted transformers (quotations are attached.) After discussion, a motion was made by Commissioner Wetterling, seconded by Commissioner Carts to award the quotation to Peterson- Wisdorf, Inc., Burnsville, Minnesota, in the amount of $21,300.00. Motion was unanimously carried.
