CALL TO ORDER: Chairman Becky Felling called the meeting to order. Members Present: Gary
Forcier, LaVonne Hansen, Joel Kraft and LouAnn Holmquist. Staff Present: Jean Ward and Judy
Flemming.
2. CONSIDERATION OF MINUTES OF THE REGULAR BOARD MEETING ON MARCH 19, 2013
LouAnn Holmquist moved to approve the Minutes of the regular board meeting as written. Gary
Forcier seconded and the motion carried unanimously.
FINANCIAL REPORTS
LouAnn Holmquist moved to approve the City Center General Fund payments of $39,832.59 for
checks 8249 to 8266 and the March 2013 City Center Financial Statements and the Park Towers
payments of $32,334.53 for checks 12334 to 12360 and consideration of Park Towers February 2013
Financial Statements. Gary Forcier seconded and the motion carried unanimously.
4. PARK TOWERS UPDATE
a. March 2013 Occupancy Report: 98 %.
b. Gary Forcier moved to approve Housing & Redevelopment Authority Resolution 4 2013 -2
Approving and Authorizing Execution and Recordation of Declaration of Trust for Park Towers
Project MN103000001 reflecting new legal description in 2009 Park Towers Plat. LouAnn
Holmquist seconded and the motion carried unanimously.
c. LouAnn Holmquist moved to approve the Execution of General Certificate of a Public Housing
Agency. LaVonne Hansen seconded and the motion carried unanimously.
5. 734 SOUTHVIEW DRIVE UPDATE
Judy Flemming read the Board a progress report letter from Daryl Lundin on the rehab on 734
Southview Drive; they are working on the cabinets and finishing painting.
6. UPDATE ON 907 LEWIS AVE
The Board reviewed a copy of a letter from Attorney Lenore Flinn to Susan Voigt, Esq., Attorney for
Harmony River. The purchase agreement was delivered to Attorney Lenore Flinn. The Building
Official, Lenny Rutledge was contracted by the county about demolition costs of the property. Jean
forwarded to Lenny, the demo costs she had. The expected cost is between $15,000 and $20,000.
7. POWERPOINT PRESENTATION AND REVIEW OF DRAFT WINDSHIELD SURVEY FOR
POTENTIAL SE SCDP REHAB NEIGHBORHOOD
Jean Ward presented the presentation to the Board. There are almost 50 homes that need rehab in the
proposed target area. The next step would be to start communicating with the homeowners in the
neighborhood. The Board began discussions on how to integrate the "Imagine Hutchinson" Action
plan and the Maxfield Housing Study for future housing projects.
8. COMMUNICATIONS
a. FYI: Foreclosure Report

b. The Board discussed that "April is Fair Housing Month" and some of the possible signs of housing
discrimination.
c. FYI: Letter from MHFA re no findings on CRV monitoring visit
d. LaVonne Hansen moved to approve the Anderson NEN Loan, Subordination Request. LouAnn
Holmquist seconded and the motion carried unanimously.
10. ADJOURNMENT
LaVonne Hansen moved to adjourn. There being no other business, Chairman Becky Felling declared
the meeting adjourned.
