12-20-2011 POLMHutchinson Police Commission Minutes The Hutchinson Police Commission held a meeting on Tuesday December 20, 2011 at the Hutchinson Police Station. Present at the meeting were Chairperson Julie Jensen, Commissioners Mark Jelkin, and Verne Meyer, and Chief Daniel Hatten. Call the Meeting to Order: The meeting was called to order by Chairperson Jensen at 5:30 p.m. Approval of Agenda: Chairperson Jensen asked if there were any changes to the agenda. A motion was made by Commissioner Jelkin to accept the agenda as written, seconded by Commissioner Meyer. The motion carried unanimously. Approval of Minutes: Chairperson Jensen asked the Commission to approve the minutes from the November 15th meeting. Motion was made by Commissioner Meyer, seconded by Commissioner Jelkin, to approve the minutes from the November meeting. Motion carried unanimously. Staffing Issues: Chief Hatten informed the Commission that Officer Gardner had been released from the FTO process. Officer GardnerÓs progress would continue to be evaluated on a weekly basis which includes weekly meetings with Sergeant Ament. No action required by the Commission. Review of Part-time Communication Specialist testing: Chief Hatten presented the results from the testing conducted earlier this month for Part-time Communication Specialist. There was a brief discussion about the spelling test which was part of the testing process for the first time. The Commission also reviewed the written summaries of the top eight candidates brought forward by Chief Hatten. The Commission requested that Chief Hatten analyze the scores on the new written tests, along with training and work performance of these new employees 1) to determine if there is a relationship between high scores and quality work performance, and 2) to make recommendations to the Commission regarding the future use of these tests. Certification of the eligibility list for Part-time Communication Specialist: Chief Hatten asked the Commission to certify the list of the top eight candidates. Motion was made by Commissioner Jelkin, seconded by Commissioner Meyer, to certify the list of eight candidates as the eligibility roster for the position of Part-time Communication Specialist. Motion carried unanimously. Motion was made by Commissioner Meyer, seconded by Commissioner Jelkin, to authorize Chief Hatten to extend a conditional offer of hire to the top two candidates following the final interview process. Motion carried unanimously. Items from the Floor: Motion was made by Commissioner Meyer, seconded by Commissioner Jelkin, to cancel the January 2012 meeting, with the next scheduled meeting being the statutorily mandated meeting on February 6, 2012. Motion carried unanimously. With there being no further business to discuss, a motion was made by Commissioner Meyer, seconded by Commissioner Jelkin, to adjourn the meeting.
