11-15-2011 POLMHutchinson Police Commission Minutes The Hutchinson Police Commission held a meeting on Tuesday November 15, 2011 at the Hutchinson Police Station. Present at the meeting were Chairperson Julie Jensen, Commissioners Mark Jelkin, and Verne Meyer, and Chief Daniel Hatten. Call the Meeting to Order: The meeting was called to order by Chairperson Jensen at 5:31 p.m. Approval of Agenda: Chairperson Jensen asked if there were any changes to the agenda. A motion was made by Commissioner Jelkin to accept the agenda as written, seconded by Commissioner Meyer. The motion carried unanimously. Approval of Minutes: Chairperson Jensen asked the Commission to approve the minutes from the October 18th meeting. Motion was made by Commissioner Jelkin, seconded by Commissioner Meyer, to approve the minutes from the October meeting. Motion carried unanimously. Staffing Issues: Chief Hatten provided the Commission with an update on the 3 new officers; Officer McLain has successfully completed the field training program. Officer GardnerÓs field training has been extended for 30 days. Officer Kucza is currently in the evaluation portion of the field training program. Chief Hatten asked for authorization to incorporate a written test into the hiring process for the Communication Specialist. The specific tests would be ÐThe National Dispatcher Selection TestÑ developed by Stanard and Associates, Inc. There would also be a spelling test of fifty law enforcement- related words. Motion was made by Commissioner Jelkin, seconded by Commissioner Meyer, to authorize using the StanardÓs ÐThe National Dispatcher Selection TestÑ and the spelling test for this specific testing process of part-time Communication Specialists. The Commission will evaluate the impact the written testing had on the overall hiring process after the hiring process is completed. The scores from the Stanard test will be utilized to determine the top candidates to be invited for the interview portion of the process. The candidate scores from the spelling test will be combined with their interview scores to determine who will be invited to the ChiefÓs interview process. The Motion carried unanimously. Station Meeting Notice: Chief Hatten informed the Commission a Station Meeting will be held on Friday December 16, 2011 at the Emergency Operation Center. During that meeting the new officers will be sworn in as Police Officers for the City of Hutchinson. Items from the Floor: Chief Hatten informed the Commission he had attended the International Chiefs of Police Association ndth (IACP) Conference. The conference was held in Chicago, IL on October 22 through the 26. With there being no further business to discuss, a motion was made by Commissioner Meyer, seconded by Commissioner Jelkin, to adjourn the meeting. The motion carried unanimously.
