10-18-2011 POLMHutchinson Police Commission Minutes
The Hutchinson Police Commission held a meeting on Tuesday October 18, 2011 at the Hutchinson
Police Station. Present at the meeting were Chairperson Julie Jensen, Commissioner Mark Jelkin, and
Chief Daniel Hatten.
Call the Meeting to Order:
The meeting was called to order by Chairperson Jensen at 5:31 p.m.
Approval of Agenda:
Chairperson Jensen asked if there were any changes to the agenda. A motion was made by
Commissioner Jelkin to accept the agenda as written, seconded by Chairperson Jensen. The motion
carried unanimously.
Approval of Minutes:
Chairperson Jensen asked the Commission to approve the minutes from the September 20th meeting.
Motion was made by Commissioner Jelkin, seconded by Chairperson Jensen, to approve the minutes
from the September meeting. Motion carried unanimously.
Staffing Issues:
Chief Hatten advised the Commission the 3 new officers were progressing well through the field training
program. Officer Chad Kucza, one of the new officers, was introduced to the Commission.
Chief Hatten asked for authorization to begin the hiring process for 2 part-time Communication
Specialists. Motion was made by Commissioner Jelkin, seconded by Chairperson Jensen, to begin the
hiring process for 2 part-time Communication Specialists. Motion carried unanimously.
Position Description Update:
Chief Hatten presented a copy to each of the Commissioners of the updated position descriptions for all
of the current positions within the Department. Chief Hatten informed the Commission these job
descriptions have been forwarded to the Human Resources Department. Motion was made by
Commissioner Jelkin, seconded by Chairperson Jensen, acknowledging that the Commission received
the documents and that they were forwarded to Human Resources. Motion carried unanimously.
Items from the Floor:
Chief Hatten informed the Commission he was awarded a scholarship to attend the International Chiefs of

Police Association Conference. The conference will be held in Chicago, IL on October 22 through the

Chief Hatten updated the Commission on progress of the Communication Center study. The City Council
decided to maintain the Hutchinson Communication Center including an agreement with McLeod County
that the county would fund the 800 Mgz radio conversion of the Communication Center as part of the
county wide conversion scheduled to be completed in the summer of 2012.
With there being no further business to discuss, a motion was made by Commissioner Jelkin, seconded
by Chairperson Jensen, to adjourn the meeting. The motion carried unanimously.
