12-18-2007 POLMHutchinson Police Commission Minutes The Hutchinson Police Commission held a meeting on Tuesday, December 18, 2007, at the Hutchinson Emergency Operation Center. Present at the meeting were Barry Anderson, Mark Jelkin, Steve Sherman and Chief Daniel Hatten. The meeting was called to order at 5:30 p.m. Chairperson Anderson asked if there were any changes to the minutes from the last meeting. Mark Jelkin stated that the adjournment time should be 6:20 and not 6:00. A motion was made by Mark Jelkin, seconded by Steve Sherman, to approve the minutes with the change for the th November 27 meeting. Motion carried. Chief Hatten then informed Commissioners that Officer Janelle Graff had completed the field training program and was now on her own. He stated that she will be on probation for one year from the date of hire. Chief Hatten then updated the Commissioners on the hiring process for a communication specialist. He stated that five individuals had successful made it to the final interview. Once the final interviews were completed the panel felt two applicants would be able to fill the position. A conditional offer was made to Ms. Zich however the offer was rescinded due to items in the background. A conditional offer was then made to Ms. Spooner however this offer was also rescinded due to items in the background. The position was then re-advertised with a closing th date of December 20. Hatten stated that there were 20 applications thus far for the communications position. A discussion was then held with regard to adjusting the advertisement. Commissioner Jelkin asked if the option existed to hiring two part-time individuals as opposed to one full-time. Chief Hatten stated that there are issues with regard to part-time and the number of hours they can work, the benefits, etc. He also stated that this is the first time that the department could not hire from a list of candidates and hoped it was an anomaly. Chief Hatten then directed the commissions’ attention to the eligibility roster for the peace officer position. Hatten stated that two of the candidates were working outside of law enforcement and the third candidate was currently working in law enforcement in Grand Forks. After a short discussion a motion was made by Steve Sherman, seconded by Mark Jelkin to certify the list of candidates for the peace officer position. Motion carried. The calendar for 2008 was then addressed. A motion was made by Mark Jelkin, seconded by Steve Sherman, to continue holding the meetings the third Tuesday of each month with the time being set for 5:30 p.m. Motion carried. Chairperson Anderson asked if there were any items from the floor. With there being none a motion was made by Steve Sherman, seconded by Mark Jelkin, to adjourn the meeting. Motion carried.
