11-26-2012 HUCMMINUTES Special Meeting — Hutchinson Utilities Commission Monday, November 26, 2012 Called to order at 12:05 p.m. Members present: President Dwight Bordson; Vice President Craig Lenz; Secretary Leon Johnson; Commissioner Monty Morrow; Commissioner Anthony Hanson; Attorney Marc Sebora; General Manager Michael Kumm. Guests: Jeremy Carter (City), Mayor Steve Cook, and Council Member Chad Czmowski. GM Kumm presented five -year financial forecasts and an overview of combined income statements for both electric and natural gas. The current 2.75% PILOT (Payment in Lieu of Taxes) of operating revenue was compared to a formula of 5% of operating revenue and then 5% of retail revenue. Discussion was held that the PILOT formula could include the following transfer items: roadway lighting, tree planting, information technology, human resources and legal services. The Board will review the information GM Kumm presented and discuss in the next regular commission Meeting.
