March 28, 2001
Members Present: Vice President David Wetterling; Commissioner Donald
Walser; Commissioner Roger Gilmer, Attorney James Utley; General Manager
Clarence Kadrmas; and Business Manager Patrick Spethman.
Vice President David Wetterling called the meeting to order at 3:00 p.m.
Commissioner Walser made a motion to approve the minutes of the regular
February meeting held on March 1, 2001, as written. Seconded by
Commissioner Gilmer the motion passed unanimously.
Commissioner Gilmer made a motion to ratify the payment of bills in the amount
of $2,890,727.27 (detailed listing is in payables book). Commissioner Walser
seconded the motion and it passed unanimously.
After review, Commissioner Walser made a motion to approve the February
financial statements and the budget year -to -date. Commissioner Gilmer
seconded the motion which passed unanimously.
Paul Harvego of Fawcett Young and Associates presented the year 2000
Financial Audit. Commissioner Gilmer made a motion to approve the year 2000
audit as presented. Commissioner Walser seconded the motion and it passed
unanimously.
Commissioner Walser made a motion to approve modifications made to the
Natural Gas Division Emergency Plan. Commissioner Gilmer seconded the
motion and it passed unanimously.
Commissioner Gilmer made a motion to approve Requisition #14273 to Border
States Electric. Seconded by Commissioner Walser the motion passed
unanimously.
Commissioner Gilmer made a motion to approve Requisition #14274 to Bell
Lumber Company. Seconded by Commissioner Walser the motion passed
unanimously.
Commissioner Walser made a motion to approve Requisition #14296 to Trench
Limited. Seconded by Commissioner Gilmer the motion passed unanimously.
General Manager Kadrmas updated the Commission on the progress of the
McLeod Substation and Unit #9.
Name tags will be made for the Commission and employees to be used for the
open house on April 27, 2001. Prime rib or chicken and shrimp are the
selections for the Third Annual Employee Recognition Banquet.
General Manager Kadrmas and Business Manager Spethman will contact The
Hutchinson Leader for a news article to update the community on changes in this
industry.
There being no further business, Commissioner Gilmer made a motion to adjourn
the meeting. Seconded by Commissioner Walser the motion passed
unanimously.

EMERGENCY RESPONSE PROCEDURE
NATURAL GAS DIVISION
The Hutchinson Emergency Services and the Natural Gas Division Manager, or in
his absence, the General Manager, shall be notified for emergency response to the
following situations:
1. "Suspected natural gas leaks ", inside or outside, at all PUBLIC BUILDINGS.
PUBLIC BUILDINGS include, but are not limited to, all schools, hospitals,
health care facilities, doctor's offices, nursing homes, retirement centers, group
housing, day care facilities, churches, hotels /motels, retail establishments,
shopping malls /centers, restaurants, banks, post offices, civic centers, theaters,
convenience stores, apartment buildings, Hutchinson Utilities' natural gas
regulator stations, public and utility offices such as the City Center, Hutchinson
Telephone Office, Hats Facility, etc., manufacturing facilities, all establishments
in which the public may gather.
2. "Suspected presence of Carbon Monoxide" in all PUBLIC BUILDINGS.
PUBLIC BUILDINGS include, but are not limited to, all schools, hospitals,
health care facilities, doctor's offices, nursing homes, retirement centers, group
housing, day care facilities, churches, hotels /motels, retail establishments,
shopping malls /centers, restaurants, banks, post offices, civic centers, theaters,
convenience stores, apartment buildings, Hutchinson Utilities' natural gas
regulator stations, public and utility offices such as the City Center, Hutchinson
Telephone Office, Hats Facility, etc., manufacturing facilities, all establishments
in which the public may gather.
3. All occurrences of "blowing gas" whether caused by a third party contractor or
through damage to the natural gas facilities by an outside force.
4. All "suspected natural gas leak calls" received in System Control that are
perceived as life threatening by the system controller. This decision shall be
made once the system controller has gathered all of the pertinent information from
the caller.
5. All suspected "presence of Carbon Monoxide calls" received in System Control
that are perceived as life threatening by the system controller. This decision
shall be made once the system controller has gathered all of the pertinent
information from the caller.
EMERGENCY RESPONSE PROCEDURE
NATURAL GAS DIVISION
It shall be the responsibility of the Natural Gas Division's on -call person, or person
responding to the emergency call, to notify System Control of the need for the response
of the Hutchinson Emergency Services on all calls perceived as "minor ".
