March 31, 1999
Members Present: President Michael Carls, Vice President Roger Gilmer,
Secretary Paul Ackland, Commissioner David Wetterling, Commissioner Doug
Ward, Attorney Marc Sebora, and General Manager Clarence Kadrmas.
President Carls called the meeting to order at 3:00 p.m.
Commissioner Wetterling made a motion to approve the minutes of February 24,
1999, amended to read that the recommendation made to the commission was
$100,000 (not $100,00) set aside for commercial use in the Energy Conservation
Program. Commissioner Ward seconded the motion, which passed
unanimously.
Vice President Gilmer made a motion to ratify the payment of bills in the amount
of $1,310,472.61 (detailed listing is in payables book). Seconded by Secretary
Ackland, the motion carried.
Commissioner Wetterling made a motion to approve the Financial Statement and
the Budget year -to -date. Seconded by Secretary Ackland the motion carried.
Natural Gas Superintendent, John Webster presented the Operations and
Maintenance Manual which includes the Anti -Drug and Alcohol Misuse
Prevention Program. Secretary Ackland made a motion to approve the manual
as written. Commissioner Wetterling seconded the motion which carried
unanimously. President Carls, Manager Kadrmas and Superintendent Webster
all signed the manual.
Accountant Paul A. Harvego, of Fawcett, Young and Associates, Ltd., presented
an audit for the year ended December 31, 1998. After review Commissioner
Wetterling made a motion to approve this audit. Vice President Gilmer seconded
the motion which passed unanimously.
Commissioner Wetterling made a motion to approve for purchase from
Burmeister Electric Company two (2) three -phase pad mounted transformers.
Seconded by Vice President Gilmer the motion carried.
A motion was made by Secretary Ackland and seconded by Vice President
Roger Gilmer to purchase 5 Shrub -FVI single phase with inserts from Border
States Electric Supply. The motion carried.
Dale Tower of the Welcome Home Company proposed to the commission that
their company wished to build a "motel' for people over the age of 85 where
meals are prepared in a "restaurant ", 24 hour nursing staff is available and
housekeeping services provided for the elderly. Vice President Gilmer made a
motion to allow this company to use one meter to help alleviate responsibility for
the elderly. Secretary Ackland seconded the motion which carried.
Secretary Ackland made a motion to award a quote for the 1999 Underground
Electric Conversion Project to Northern Pipeline Construction Company at an
average price per foot of $8.97. Seconded by Commissioner Wetterling the
motion passed unanimously.
Manager Kadrmas recommended to the Commission that the Advertisement for
Bids for the utility center addition /renovation be tabled until the July meeting. He
informed them that contractors have their summer work lined up and this project
would make an excellent fall /winter project and perhaps bids could come in under
budget.
Unit #1 was re- installed and began operations today after being shipped back to
General Electric in Houston because of an oil pressure problem.
Verbal authorization has been made with Hartford Insurance Company for a
complete 5001 frame 5P, 26 MW unit to replace unit #9.
Manager Kadrmas updated the Commission on the Integrated Transmission
Agreement and that FERC has scheduled dates for testing Y21K compliance.
