05-20-2010 APM+HUTCHINSON AIRPORT COMMISSION May 20, 2010 5:30 p.m. Airport Arrival/Departure Building Minutes Members present: Chuck Brill, Doug McGraw, Dick Freeman, Juli Neubarth Members absent: Joel Schwarze, Mayor Cook Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation; Others present: Dave Skaar, CAP; Andy Nissen, Cheryl Dooley, tenants Meeting called to order at 5:30 p.m. There was a quorum of members present 1. Approve Minutes of April 22, 2010 meeting Motion made by Neubarth, second by McGraw to approve minutes. Unanimous approval. 2. Airport Commission Joel Schwarze (to 09/10, first full-term) Chuck Brill (to 09/11, second full -term) Dick Freeman (to 09/12, first full-term) Juli Neubarth (to 09/13, first full-term) Doug McGraw (to 09/14, second full -term) Steve Cook (Council representative) 3. Review Updated Hangar Assignments Commissioners were provided an updated map All hangars are rented, there was no hangar activity this month. 4. Operational Issues (Open Proiects) a) 2009 Airport Improvements — Hangar a. Olson reported that Life Link III signed the 30 -month lease for the hangar starting May 1, 2010. Life Link III was charged $810 less a previous $500 damage deposit for the prior year. b) Joseph P. Dooley Terminal a. City Council approved closing airport for air show on August 7 (8t' is rain day). Andy Nissen is taking care of all of the planning for receiving FAA permission. c) Fuel System a. Fuel system upgrade. No news on this. The request has been made to Mn/DOT Aeronautics for a grant to update the hardware /software to comply with new credit card security needs. In addition, repairs /upgrades to the AvGas pump and dispenser to address potential leaking issues. d) 4 -H Camp a. There has been a request to hold a day camp at the airport 9:30 to 2:30 on July 15. Ms. Field has worked with Tim Miller last year and has contacted him this year. The camp is planned for about 25 kids, with counselors and adult staff. Contact: Hannah Field fie10191 d�d.umn.edu . Motion by Neubarth, second by McGraw to authorize a 4 -H day camp at the airport from 9:30 to 2:30 on July 15. Unanimous approval. 5. Future Proiects 2010 Airport Improvements — Working with TKDA, City Engineer on 2010 runway safety improvements. Authorization of full AIP funding for 2010 has not yet taken place. City can file for a project in anticipation the AIP will be fully funded. We hope to use City equipment to mill/reclaim transverse cracks. City would mill/reclaim cracks and coordinate with a paving contractor to make full depth repairs. This will give us the longest life possible. South Taxilane Ditch. More than enough of the Life Link III hangar material would be available for this project. Engineering Department has finished up plans /specs and estimate. Staff recommends working with volunteer groups to accomplish much of the work. Juli will look into the cost of acquiring 15" dual wall tile. At a minimum, it would be best to have the elevations of the tile set by staff prior to allowing any volunteer work to be done. It was recommended that volunteers be covered by the state's Adopt -an- Airport program. 6. Other Discussions/ New Business At 6:30, a motion to adjourn was made by Freeman, second by McGraw.
