12-11-2008 APM+HUTCHINSON AIRPORT COMMISSION December 11, 2008 5:30 p.m. Airport Arrival/Departure Building Minutes Members present: Chuck Brill, Doug McGraw, Dick Freeman, Joel Schwarze; Juli Neuharth; Members absent: Mayor Cook Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation; Others present: Tim Miller, Karl Heisel, Andy Nissen, Joe Dooley, hangar tenants; Steve Walling Meeting called to order at 5:32 p.m. There was a quorum of members present. 1. Approve Minutes of November 20, 2008 meeting Motion made by Neuharth, second by McGraw to approve minutes. Unanimous approval. 2. Airport Commission Doug McGraw (to 09/ 09, first full -term) Chuck Brill (to 09/11, second full -term) Juli Neuharth (to 09/13, first full -term) 3. Review Updated Hangar Assignments Updated map provided Updated priority list provided Hangar activity: Joel Schwarze (to 09/10, first full -term) Dick Freeman (to 09/12, first full -term) Steve Cook (Council representative) As of January 1, 2009, Hangar 44 -6 (former tenant — Chuck Brill) will be available. Advertisement for the available hangar will be posted and requests allowed until Christmas Eve. The party with the longest tenant relationship will be offered the hangar. Olson was requested to look into former waiting list participants, including Mr. Steve Walling who submitted a check to the City for $50 to be on the waiting list. 4. Operational Issues (Open Proiectsl 2009 Project— Architectural/Engineering costs will likely be submitted as one grant, to ensure FAA funding to cover these costs. Separating the architectural/engineering work from the construction work will likely require additional administrative activity to `close -out' two smaller grants. It is most prudent, however, for the City to consider a separate grant until final determination is made regarding future FAA program funding. 5. Future Proiects The 2009 project (Commercial Hangar) is part of a three -phase project to: 1) Construct the commercial hangar 2) Extend the apron to the north of Hangar 44 to accommodate a future hangar, as well as private hangar development, and 3) Construction of an additional 8 -unit hangar (similar to existing Hangar 44) 4. Other Discussions/ New Business Fairgrounds Property Swap The City will be incurring some cost to clear trees, rock and a fence line prior to the land being farmed. The work was scheduled for this fall, but due to weather was unable to be completed. This work will need to be done in early spring, prior to planting dates for alfalfa. Closing on the property should take place within the next month or so. Airport Minimum Standards — (TABLED from previous meeting): Commissioners were given a copy of applicable airport minimum standards that identify necessary requirements for conducting business operations at the airport. The standards outlined in the document must be met, but the Airport Commission has significant latitude on exactly how operations meet the necessary requirements. A request has been made by Karl Heisel to establish an office at the airport to conduct flight training operations. At this time, the only space available for office space is the old terminal building. If, in the Airport Commission's opinion, Karl could meet the minimum standards, a lease rate for that space may be considered by the Commission. To meet the minimum standards, several issues would need to be addressed by Mr. Heisel. It was recommended that it may be in Mr. Heisel's interest to continue using publicly accessible space at the airport to conduct his work.
