08-16-2007 APM+HUTCHINSON AIRPORT COMMISSION August 16, 2007 5:30 p.m. Airport Arrival/Departure Building Minutes Members present: Dave Skaar, Doug McGraw Members absent: Chuck Brill, Dick Freeman, Joel Schwarze Others Present: John Olson, City of Hutchinson; Bruce Fenske, City of Hutchinson; Tom Parker, Hutchinson Aviation; Tim Miller, Life Link III/Air Methods Meeting called to order at 5:36 p.m. 1. Approve Minutes of June 21 and July 19, 2007 meetings Motion made by McGraw, second by Skaar to approve minutes. Unanimous approval. 2. Review Updated Hangar Assignments Commissioners reviewed the latest hangar map (w/ updates) Commissioners reviewed the latest priority list (w/ updates) 3. Operational Issues 2007 Airport Improvements — Airport Layout Plan 1. Life Link/Air Methods location. Olson will stay in contact with Life Link III as they meet in September to address issues in Hutchinson. 2. Private hangar locations (commercial, GA). Olson will contact TKDA to have commercial hangar areas identified on the ALP. 3. SRE Building location. Location for SRE building will be moved to the other side of the entrance road, in favor of a commercial -type hangar next to the maintenance hangar. 4. Wash pad. Consider common location with ag. containment area. 5. Ag. Containment area. Consider common location with wash pad. 6. Land development potential. Because of the 750' building restriction line and the approaches, it is unlikely there is a higher use other than agricultural for land west of the runway. 7. Security / fences. All security fences, not already installed, will be removed from the ALP 8. Improved approach o Olson updated those present regarding by FAA consultants to establish a GPS approach. 9. Future aircraft o Olson reviewed information from TKDA /FAA regarding maximizing the existing runway using double displacement. This feature will be included in the ALP. o Those present reviewed potential layouts for crosswind runway. The south end of the airfield seems to be the most plausible because the zoning extends over low ground that will not likely be buildable without significant fill and because the configuration of the crosswind can miss the ditch on the west side of the runway. 10. Enclose open hangar. Those present decided that no improvements to the open hangar will be contemplated, based on its existing condition. 11. Narrative report & ALP checklist. There were no significant issues related to the narrative report or checklist. Airport Commission Minutes August 16, 2007 Page 2 4. Other Discussions/ New Business Fuel system needs AVGAS hose reel. A new hose /reel has been ordered. The quotation from Westmor Industries, is for $6,846. AVGAS tank, submersible pump. A submersible pump will be installed in the AVGAS tank that will improve the performance of the existing pump. The cost of this project will be $6,694. Mechanics Hangar Door. Schweiss Bi -Fold Doors will be converting the existing door lifting apparatus from cables to straps for the cost of materials only. Cost of the project is expected to be $1,838.77 Life Link/Air Methods Options regarding installation concrete helipad. Commissioners decided the best for airport operations would be to have a 60' x 60' pad constructed on the SW side of the existing apron. This size would allow larger aircraft an area to complete a turn, as the turn radius for a King Air and other similarly sized aircraft is between 56 and 58 feet. Concrete cost = $15,408; Excavation = $1,800; Saw cut = $480; Electrical = $2,250 for a total project of $19,938. CAP building needs HVAC system. Olson will work with CAP staff to work out an agreement to replace the existing electrical furnace with a LP furnace. There were two quotes received. The low quote was from Hutchinson Plumbing & Heating, Inc. for $6,414.96 with a $700 option to install variable speed two -stage fan. Ditches. Miller mentioned the possibility of filling in ditches between runway and taxiway. This could conceivably be done using fill from various City projects; however, it must be done in a manner that does not compromise drainage under the runway.
